USAUS Military contracts for FY11

ARMY

     Kel­logg Brown and Root Ser­vices, Inc., Arling­ton, Va., was award­ed a $245,000,000 firm-fixed-price and cost-plus-fixed-fee con­tract. The award will pro­vide for the oper­a­tions and main­te­nance, logis­tics sup­port ser­vices, and minor mil­i­tary con­struc­tion to sup­port con­tin­gency oper­a­tions and mil­i­tary readi­ness exer­cis­es through­out U.S. Army Europe’s Area of Respon­si­bil­i­ty.  Work loca­tion will be deter­mined with each task order, with an esti­mat­ed com­ple­tion date of Jan. 31, 2017. Four bids were solicit­ed, with four bids received. The U.S. Army Corps of Engi­neers, Win­ches­ter, Va., is the con­tract­ing activ­i­ty (W912ER-12-D-0002).

     Force Pro­tec­tion Indus­tries, Inc., Lad­son, S.C., was award­ed an $185,864,608 firm-fixed-price con­tract. The award will pro­vide for the mod­i­fi­ca­tion of an exist­ing con­tract to pro­cure 167 Buf­fa­lo A2 vehi­cles, with­out bar armor installed, and 102 bar armor kits. Work will be per­formed in Lad­son, S.C., with an esti­mat­ed com­ple­tion date of Nov. 1, 2012. One bid was solicit­ed, with one bid received. The U.S. Army TACOM, War­ren, Mich., is the con­tract­ing activ­i­ty (W56HZV-08-C-0028).

     Lock­heed Mar­tin Mis­siles and Fire Con­trol, Orlan­do, Fla., was award­ed a $163,700,048 firm-fixed-price and cost-plus-fixed-fee con­tract. The award will pro­vide for the mod­i­fi­ca­tion of an exist­ing con­tract to pro­cure AH-64D Apache mod­ern­ized tar­get acqui­si­tion des­ig­na­tion sight / pilot’s night vision sen­sor. Work will be per­formed in Orlan­do, Fla., with an esti­mat­ed com­ple­tion date of Nov. 30, 2014. One bid was solicit­ed, with one bid received. The U.S. Army Con­tract­ing Com­mand, Red­stone Arse­nal, Ala., is the con­tract­ing activ­i­ty (W58RGZ-11-C-0120).

     Project Time & Cost, Inc., Atlanta, Ga., was award­ed a $150,000,000 firm-fixed-price con­tract. The award will pro­vide for the archi­tect-engi­neer­ing ser­vices for nation­wide cost engi­neer­ing in sup­port of the U.S. Army Corps of Engi­neers’ Wal­la Wal­la Dis­trict. Work loca­tion will be deter­mined with each task order, with an esti­mat­ed com­ple­tion date of Nov. 6, 2016. The bid was solicit­ed through the Inter­net, with four bids received. The U.S. Army Corps of Engi­neers, Wal­la Wal­la, Wash., is the con­tract­ing activ­i­ty (W912EF-12-D-0003).

     Lock­heed Mar­tin Corp., Orlan­do, Fla., was award­ed a $97,818,196 firm-fixed-price con­tract. The award will pro­vide for the mod­i­fi­ca­tion of an exist­ing con­tract to sup­port the Javelin Hard­ware Pro­gram. Work will be per­formed in Tuc­son, Ariz., and Orlan­do, Fla., with an esti­mat­ed com­ple­tion date of Sept. 30, 2014. One bid was solicit­ed, with one bid received. The U.S. Army Avi­a­tion and Mis­sile Com­mand, Red­stone Arse­nal, Ala., is the con­tract­ing activ­i­ty (W31P4Q-09-C-0376).

     AAI Corp., Hunt Val­ley, Md., was award­ed a $77,311,855 cost-plus-incen­tive-fee and cost-plus-fixed-fee con­tract. The award will pro­vide for the mod­i­fi­ca­tion of an exist­ing con­tract to sup­port the Shad­ow Tac­ti­cal Unmanned Air­craft Sys­tems. Work will be per­formed in Hunt Val­ley, Md., with an esti­mat­ed com­ple­tion date of Feb. 29, 2012. One bid was solicit­ed, with one bid received. The U.S. Army Con­tract­ing Com­mand, Red­stone Arse­nal, Ala., is the con­tract­ing activ­i­ty (W58RGZ-10-C-0006).

     The Boe­ing Co., Mesa, Ariz., was award­ed a $54,836,820 firm-fixed-price con­tract. The award will pro­vide for the mod­i­fi­ca­tion of an exist­ing con­tract to sup­port var­i­ous Army com­mands for ser­vices of the Apache D unique com­po­nents on the per­for­mance based logis­tics con­tract. Work will be per­formed in Mesa, Ariz., with an esti­mat­ed com­ple­tion date of Oct. 31, 2012. One bid was solicit­ed, with one bid received. The U.S. Army Con­tract­ing Com­mand, Red­stone Arse­nal, Ala., is the con­tract­ing activ­i­ty (W58RGZ-11-C-0025).

     MOCA Sys­tems, Inc., New­ton, Mass., was award­ed a $50,000,000 firm-fixed-price con­tract. The award will pro­vide for the archi­tect-engi­neer­ing ser­vices for nation­wide cost engi­neer­ing in sup­port of the U.S. Army Corps of Engi­neers’ Wal­la Wal­la Dis­trict. Work loca­tion will be deter­mined with each task order, with an esti­mat­ed com­ple­tion date of Oct. 15, 2016. The bid was solicit­ed through the Inter­net, with four bids received. The U.S. Army Corps of Engi­neers, Wal­la Wal­la, Wash., is the con­tract­ing activ­i­ty (W912EF-12-D-0004).

     Black & Veatch Spe­cial Projects Corp., Over­land Park, Kan., was award­ed a $48,000,000 firm-fixed-price and cost-plus-fixed-fee con­tract between two con­trac­tors. The award will pro­vide for the archi­tect-engi­neer­ing ser­vices in sup­port of the Bal­lis­tic Mis­sile Defense Sys­tem for new reha­bil­i­ta­tion design. Work loca­tion will be deter­mined with each task order, with an esti­mat­ed com­ple­tion date of Jan. 9, 2016. The bid was solicit­ed through the Inter­net, with 28 bids received. The U.S. Army Corps of Engi­neers, Huntsville, Ala., is the con­tract­ing activ­i­ty (W912DY-12-D-0001).

     Man­dus Group, Ltd., Rock Island, Ill., was award­ed a $47,479,350 firm-fixed-price con­tract. The award will pro­vide for the pro­cure­ment for at most 460 hydraulic sys­tem test and repair units. Work will be per­formed in Rock Island, Ill., with an esti­mat­ed com­ple­tion date of Oct. 31, 2016. The bid was solicit­ed through the Inter­net, with one bid received. The U.S. Army TACOM, War­ren, Mich., is the con­tract­ing activ­i­ty (W56HZV-12-D-0004).

     Hon­ey­well Inter­na­tion­al, Inc., Tempe, Ariz., was award­ed a $31,802,672 firm-fixed-price con­tract. The award will pro­vide for the tech­ni­cal, engi­neer­ing, and logis­tics ser­vices and sup­plies sup­port­ing the over­haul and repair of the T55 fam­i­ly of engines. Work will be per­formed in Cor­pus Christi, Texas, with an esti­mat­ed com­ple­tion date of Oct. 31, 2015. One bid was solicit­ed, with one bid received. The U.S. Army Con­tract­ing Com­mand, Avi­a­tion and Mis­sile Con­tract­ing Cen­ter, Red­stone Arse­nal, Ala., is the con­tract­ing activ­i­ty (W58RGZ-11-C-0039).

     Jorge Sci­en­tif­ic Corp., Arling­ton, Va., was award­ed a $21,100,003 cost-plus-fixed-fee con­tract . The award will pro­vide for the devel­op­ment of the Lega­cy E Pro­gram to design new doc­trine and train­ing to answer the gaps in cur­rent oper­a­tions as inden­ti­fied by Region­al Com­mand East. Work will be per­formed in Afghanistan, with an esti­mat­ed com­ple­tion date of June 20, 2013. There were 999 bids solicit­ed, with 999 bids received. The U.S. Army Con­tract­ing Com­mand, Adel­phi, Md., is the con­tract­ing activ­i­ty (W911QX-12-C-0011).

DEFENSE LOGISTICS AGENCY 

     Her­mes Con­sol­i­dat­ed, Inc., L.L.C., Den­ver, Colo. was award­ed a fixed-price with eco­nom­ic price adjust­ment, indef­i­nite-deliv­ery/in­def­i­nite-quan­ti­ty con­tract with a max­i­mum $16,296,609 for avi­a­tion tur­bine fuel. Oth­er loca­tion of per­for­mance is Wyoming. Using ser­vice is Defense Logis­tics Agency Ener­gy. There were six solic­i­ta­tions with one response. Type of appro­pri­a­tion is fis­cal 2012 Defense Cap­i­tal Work­ing Funds. The date of per­for­mance com­ple­tion is March 1, 2012. The Defense Logis­tics Agency Ener­gy, Fort Belvoir, Va., is the con­tract­ing activ­i­ty (SP0600-12-D-0545).

NAVY

     Hunt­ing­ton Ingalls, Inc., New­port News, Va., is being award­ed an $8,673,842 cost-plus-fixed-fee lev­el of effort con­tract for plan­ning and design yard func­tions for stan­dard Navy valves in sup­port of nuclear pow­ered sub­marines. This con­tract includes options, which, if exer­cised, would bring the cumu­la­tive val­ue of this con­tract to $47,225,548. Work will be per­formed in New­port News, Va., and is expect­ed to be com­plet­ed by Sep­tem­ber 2012. Con­tract funds in the amount of $8,673,842 will expire at the end of the cur­rent fis­cal year. This con­tract was not com­pet­i­tive­ly pro­cured. The Naval Sea Sys­tems Com­mand, Wash­ing­ton, D.C., is the con­tract­ing activ­i­ty (N00024-12-C-2101).

     Lock­heed Mar­tin Mis­sion Sys­tems and Sen­sors, Moorestown, N.J., is being award­ed a $7,420,953 mod­i­fi­ca­tion to pre­vi­ous­ly award­ed con­tract (N00024-03-C-5115) to exer­cise an option for instal­la­tion and test of the Aegis Com­bat Sys­tem on new con­struc­tion DDG 51-class ships. Tasks to be accom­plished include plan­ning, tech­ni­cal data pack­age devel­op­ment, test pro­ce­dure devel­op­ment, test engi­neer­ing, instal­la­tion engi­neer­ing, and com­bat sys­tem test engi­neer­ing. The required ser­vices include pro­gram man­age­ment and oper­a­tion sup­port, qual­i­ty assur­ance, con­fig­u­ra­tion man­age­ment, ship design inte­gra­tion, fleet life­cy­cle engi­neer­ing sup­port, instal­la­tion sup­port, firmware main­te­nance, com­bat sys­tem test and eval­u­a­tion, Navy fur­nished mate­r­i­al sup­port, spe­cial stud­ies, and future-ship inte­gra­tion stud­ies. Work will be per­formed in Moorestown, N.J. (37 per­cent); Bath, Maine (25 per­cent); Pascagoula, Miss. (22 per­cent); Wash­ing­ton, D.C. (12 per­cent); Nor­folk, Va. (3 per­cent); and Syra­cuse, N.Y. (1 per­cent), and is expect­ed to be com­plet­ed by Sep­tem­ber 2012.Contract funds will not expire at the end of the cur­rent fis­cal year. The Naval Sea Sys­tems Com­mand, Wash­ing­ton, D.C., is the con­tract­ing activity. 

     Bell-Boe­ing Joint Project Office, Amar­il­lo, Texas, is being award­ed a $7,049,944 firm-fixed-price deliv­ery order against a pre­vi­ous­ly issued basic order­ing agree­ment (N00019-07-G-0008) for the Block 20/C upgrade to the CV-22 to include co-site com­mu­ni­ca­tions; mul­ti-mis­sion advanced tac­ti­cal ter­mi­nal replace­ment; stand­by flight instru­ment; glob­al posi­tion­ing sys­tem repeater sys­tem; park­ing brake light; and envi­ron­men­tal con­trol sys­tem upgrades. Work will be per­formed in Rid­ley Park, Pa. (86 per­cent); Fort Wal­ton Beach, Fla. (13.6 per­cent); and Fort Worth, Texas (0.4 percent).Work is expect­ed to be com­plet­ed in Decem­ber 2015. Con­tract funds will not expire at the end of the cur­rent fis­cal year. The Naval Air Sys­tems Com­mand, Patux­ent Riv­er, Md., is the con­tract­ing activity.
