human fac­tors, per­for­mance, and usabil­i­ty engi­neer­ing sup­port; sys­tem safe­ty engi­neer­ing sup­port; con­fig­u­ra­tion man­age­ment sup­port; qual­i­ty assur­ance sup­port; infor­ma­tion sys­tem devel­op­ment, infor­ma­tion assur­ance, and infor­ma­tion tech­nol­o­gy sup­port; ship inac­ti­va­tion and dis­pos­al sup­port; inter­op­er­abil­i­ty, test and eval­u­a­tion, tri­als sup­port; mea­sure­ment facil­i­ties, range, and instru­men­ta­tion sup­port; acqui­si­tion logis­tics sup­port; sup­ply and pro­vi­sion­ing sup­port; train­ing sup­port; in-ser­vice engi­neer­ing, fleet intro­duc­tion, instal­la­tion and check­out sup­port; pro­gram sup­port; func­tion­al and admin­is­tra­tive sup­port; and pub­lic affairs and mul­ti­me­dia sup­port.  These con­tracts are in addi­tion to the exist­ing 2,212 con­tracts pre­vi­ous­ly award­ed under the Sea­Port Enhanced (SeaPort‑e) acqui­si­tion pro­gram for ser­vices pro­cure­ments.  The gov­ern­ment esti­mates a max­i­mum of $5,300,000,000 of ser­vices will be pro­cured per year via orders issued under the SeaPort‑e mul­ti­ple award con­tracts.  The awards have a three-year base peri­od with one five-year award term.  The award of these con­tracts is a result of the SeaPort‑e Rolling Admis­sions solic­i­ta­tion.  The SeaPort‑e acqui­si­tion is com­prised of sev­en region­al zones in which task orders will be com­pet­ed based upon the prin­ci­pal place of per­for­mance.  These awards con­tain pro­vi­sions to set aside require­ments for small busi­ness­es, ser­vice dis­abled vet­er­an owned small busi­ness­es, 8a busi­ness devel­op­ment pro­gram and his­tor­i­cal­ly under-uti­lized busi­ness zone small busi­ness­es.  Under these mul­ti­ple award con­tracts, each con­trac­tor will be pro­vid­ed a fair oppor­tu­ni­ty to com­pete for indi­vid­ual task orders solicit­ed with­in their zone or zones of per­for­mance.  These con­tracts were com­pet­i­tive­ly pro­cured via Navy Elec­tron­ic Com­merce Online, with 358 offers received and 333 con­tracts award­ed.  Con­tract funds will be oblig­at­ed at the time of task order award and as such, mul­ti­ple fund­ing types (with vary­ing expi­ra­tion dates) may be used, con­sis­tent with the pur­pose for which the funds were appro­pri­at­ed.  The Naval Sea Sys­tems Com­mand, Naval Sur­face War­fare Cen­ter, Dahlgren Divi­sion, Dahlgren, Va. is the con­tract­ing activ­i­ty (N00178-11-D-6408-N00178-11-D-6740).

            Schmidt and Ben­der, Inc., Clare­mont, N.H., is being award­ed a $34,209,500 firm-fixed-price con­tract for pre­ci­sion sniper rifle dayscope, mount­ing rings, spares parts, repairs and upgrades.  Pre­ci­sion sniper rifle dayscopes will be used by spe­cial forces for the Army, Navy, Air Force, and Marine Corps.  The pre­ci­sion sniper rifle dayscope con­sist of sev­er­al con­fig­u­ra­tions that are required for use on exist­ing and future sniper rifles.  The con­fig­u­ra­tions are tai­lored to the sniper’s train­ing reg­i­men, the weapon sys­tem effec­tive range, and the weapon sys­tem cal­iber.  The pre­ci­sion sniper rifle dayscope will be used around the world in extreme and adverse con­di­tions includ­ing under­wa­ter, surf-zone, desert, arc­tic, jun­gle and urban envi­ron­ments.  Work will be per­formed in Bieber­tal, Ger­many, and is expect­ed to be com­plet­ed by June 2016.  Con­tract funds in the amount of $29,920 will expire at the end of the cur­rent fis­cal year.  This con­tract was com­pet­i­tive­ly pro­cured and solicit­ed via the Fed­er­al Busi­ness Oppor­tu­ni­ties web­site, with five offers received.  Naval Sur­face War­fare Cen­ter, Crane, Ind., is the con­tract­ing activ­i­ty (N00164-11-D-JQ31). 

            Raytheon Inte­grat­ed Defense Sys­tems, San Diego, Calif., is being award­ed a $32,162,189 cost-plus-incen­tive-fee con­tract for design, devel­op­ment, test­ing and deliv­ery of the Glob­al Posi­tion­ing Sys­tem Based Posi­tion­ing, Nav­i­ga­tion, and Tim­ing Ser­vice (GPNTS).  The GPNTS will sup­port mis­sion crit­i­cal real-time posi­tion­ing, nav­i­ga­tion, and tim­ing (PNT) data ser­vices for weapons, com­bat, nav­i­ga­tion, and oth­er C4I sys­tems requir­ing PNT infor­ma­tion.   This con­tract includes options, which, if exer­cised, would bring the cumu­la­tive val­ue of this con­tract to an esti­mat­ed $77,130,760.  Work will be per­formed in San Diego, Calif. (88 per­cent), and Fair­fax, Va. (12 per­cent), and is expect­ed to be com­plet­ed by June 2015.  If all options are exer­cised, work could con­tin­ue until June 2021.  Con­tract funds in the amount of $4,562,622 will expire at the end of the cur­rent fis­cal year.  This con­tract was com­pet­i­tive­ly pro­cured via the Com­merce Busi­ness Daily’s Fed­er­al Busi­ness Oppor­tu­ni­ties web­site, and the SPAWAR e‑Commerce Cen­tral web­site, with four offers received.  The Space and Naval War­fare Com­mand, San Diego, Calif., is the con­tract­ing activ­i­ty (N00039-11-C-0089). 

            The Whit­ing-Turn­er Con­tract­ing Co., Bal­ti­more, Md., is being award­ed a $15,323,346 firm-fixed-price task order #0002 under a pre­vi­ous­ly award­ed mul­ti­ple award con­struc­tion con­tract (N40085-10-D-5330) for con­struc­tion of an infantry pla­toon bat­tle course at Marine Corps Base, Camp Leje­une.  The work to be per­formed pro­vides for con­struc­tion of a stan­dard infantry pla­toon bat­tle course con­sist­ing of six objec­tives for train­ing pla­toon bat­tle­field skills.  Pri­ma­ry facil­i­ties include sta­tion­ary infantry tar­gets, mov­ing infantry tar­gets, sta­tion­ary armor tar­gets, mov­ing armor tar­get, a con­trol tow­er, a com­bined facil­i­ty (to include tar­get stor­age, office, class­room, and field ser­vice head), a cov­ered mess area, an ammu­ni­tion break­down build­ing, and a bleach­er enclo­sure.  Sus­tain­able fea­tures will be includ­ed in the design, devel­op­ment, and con­struc­tion of this project in accor­dance with Exec­u­tive Order 13123 and oth­er laws and exec­u­tive orders.  Built-in equip­ment includes pub­lic address sys­tem through­out the range oper­a­tions con­trol area.  Work will be per­formed in Jack­sonville, N.C., and is expect­ed to be com­plet­ed by March 2013.  Con­tract funds will not expire at the end of the cur­rent fis­cal year.  Five pro­pos­als were received.  The Naval Facil­i­ties Engi­neer­ing Com­mand, Mid Atlantic, Nor­folk, Va., is the con­tract­ing activity. 

            Total Immer­sion Soft­ware, Inc.*, Hamp­ton, Va., is being award­ed a $7,000,000 indef­i­nite-deliv­ery/in­def­i­nite-quan­ti­ty, cost-plus-fixed-fee, per­for­mance-based con­tract to pro­vide engi­neer­ing and tech­ni­cal ser­vices for sup­port of the Real­World Plat­form tool kit and its suite of appli­ca­tions for new and exist­ing tech­nolo­gies.  This con­tract includes options, which, if exer­cised, would bring the cumu­la­tive val­ue of this con­tract to an esti­mat­ed $36,000,000.  Work will be per­formed in Austin, Texas (85 per­cent); Hamp­ton, Va. (8 per­cent); Arling­ton, Va. (5 per­cent); and Alame­da, Calif. (2 per­cent).  Work is expect­ed to be com­plet­ed by June 2012.  If all options are exer­cised, work could con­tin­ue until June 2014.  Con­tract funds will not expire at the end of the cur­rent fis­cal year.  This con­tract was pro­cured as a sole source require­ment.  Space and Naval War­fare Sys­tems Cen­ter Atlantic, Charleston, S.C., is the con­tract­ing activ­i­ty (N65236-11-D-3849). 

AIR FORCE

            The Boe­ing Co., Long Beach, Calif., is being award­ed a $195,700,000 firm-fixed-price deliv­ery order against the basic C‑17 pro­duc­tion con­tract to pro­cure one C‑17 air­craft.  This effort sup­ports 100-per­cent for­eign mil­i­tary sales to the gov­ern­ment of Aus­tralia.  The loca­tion of per­for­mance is Long Beach, Calif.  ASC/WLMK, Wright-Pat­ter­son Air Force Base, Ohio, is the con­tract­ing activ­i­ty (FA8614-06-D-2006 DO 0008). 

DEFENSE LOGISTICS AGENCY 

            Carter Enter­pris­es, LLC*, Brook­lyn, N.Y., was award­ed a firm-fixed-price, indef­i­nite-deliv­ery/in­def­i­nite-quan­ti­ty con­tract with a max­i­mum $79,973,119 for improved out­er tac­ti­cal vests (IOTV) and IOTV cable assem­blies.  There are no oth­er loca­tions of per­for­mance.  Using ser­vices are Army and Air Force.  The date of per­for­mance com­ple­tion is June 27, 2012. The Defense Logis­tics Agency Troop Sup­port, Philadel­phia, Pa., is the con­tract­ing activ­i­ty (SPM1C1-11-D-1059).

            Med­Im­mune Vac­cines, Inc., Gaithers­burg, Md., was award­ed a firm-fixed-price con­tract with a max­i­mum $27,824,153 for influen­za vac­cine and nasal spray pack­ages.  Oth­er loca­tion of per­for­mance is Penn­syl­va­nia.  Using ser­vices are Army, Navy, Air Force, Marine Corps and fed­er­al civil­ian agen­cies.  The date of per­for­mance com­ple­tion is June 30, 2012.  The Defense Logis­tics Agency Troop Sup­port, Philadel­phia, Pa., is the con­tract­ing activ­i­ty (SPM2DP-11-D-0008).
