USAUS Military contracts for FY11

NAVY

     The Boe­ing Co., Seat­tle, Wash., is being award­ed a $1,377,823,556 mod­i­fi­ca­tion to a pre­vi­ous­ly award­ed firm-fixed-price-incen­tive con­tract (N00019-09-C-0022) to pro­cure sev­en P‑8A Mul­ti-Mis­sion Mar­itime Low Rate Ini­tial Pro­duc­tion II air­craft. Work will be per­formed in Chica­go, Ill. (21.9 per­cent); Green­lawn, N.Y. (12.3 per­cent); Puget Sound, Wash. (11.5 per­cent); Dal­las, Texas (6.6 per­cent); North Ami­tyville, N.Y. (5.8 per­cent); Cam­bridge, Unit­ed King­dom (4.8 per­cent); and var­i­ous loca­tions in and out­side the con­ti­nen­tal Unit­ed States (37.1 per­cent). The work is expect­ed to be com­plet­ed in Jan­u­ary 2013. Con­tract funds will not expire at the end of the cur­rent fis­cal year. The Naval Air Sys­tems Com­mand, Patux­ent Riv­er, Md., is the con­tract­ing activity. 

     The Com­put­er Sci­ences Corp., Falls Church, Va., is being award­ed a $30,562,096 firm-fixed-price indef­i­nite-deliv­ery/in­def­i­nite-quan­ti­ty con­tract for ser­vices in sup­port of the Fleet Cyber Forces’ oper­a­tion and main­te­nance of the Navy Enter­prise Net­work (ONE-NET) out­side the con­ti­nen­tal Unit­ed States. The major func­tion­al areas of ONE-Net sup­port include the­ater ser­vice desk sup­port; net­work and sys­tems oper­a­tions; field sup­port; infor­ma­tion assur­ance; and net­work tech­ni­cal sup­port. This con­tract con­tains options, which, if exer­cised, will bring the con­tract val­ue to $144,674,426. Work will be per­formed in Yoko­su­ka, Japan (22 per­cent); Naples, Italy (19 per­cent); King­dom of Bahrain (15 per­cent); Guam (9 per­cent); Atsu­gi, Japan (8 per­cent); Sigonel­la, Italy (6 per­cent); Sase­bo, Japan (5 per­cent); Rota, Spain (4 per­cent); Oki­nawa, Japan (3 per­cent); Korea (2 per­cent); Mis­awa, Japan (2 per­cent); Soudan Bay, Greece (2 per­cent); Diego Gar­cia (2 per­cent); and Sin­ga­pore (1 per­cent). Work is expect­ed to be com­plet­ed Nov. 30, 2012. With options exer­cised, com­ple­tion date will con­tin­ue to Nov 30, 2016. Fund­ing in the amount of $1,000,000.00 has been pro­vid­ed for the min­i­mum guar­an­tee. Fis­cal 2012 Oper­a­tions and Main­te­nance, Navy funds will not expire at the end of the cur­rent fis­cal year. This con­tract was com­pet­i­tive­ly pro­cured, with sev­en offers received. NAVSUP Fleet Logis­tics Cen­ter, Nor­folk, Va., is the con­tract­ing activ­i­ty (N00189-12-D-0002).

     Inte­ro­cean Amer­i­can Ship­ping Corp., Moorestown, N.J., is being award­ed a $28,189,899 firm-fixed-price con­tract for the oper­a­tion and main­te­nance of the Sea-Based X‑Band Radar plat­form (SBX‑1). SBX‑1 will be deployed to the Pacif­ic Ocean to pro­vide bal­lis­tic mis­sile-track­ing infor­ma­tion to the Ground-based Mid­course Defense Sys­tem (GMD). SBX‑1 will also pro­vide advanced tar­get and coun­ter­mea­sures dis­crim­i­na­tion capa­bil­i­ty for the GMD inter­cep­tor mis­siles. This con­tract includes four one-year option peri­ods, which, if exer­cised, would bring the cumu­la­tive val­ue of this con­tract to $165,204,573. Work will be per­formed at sea, and is expect­ed to be com­plet­ed by Sep­tem­ber 2012. Con­tract funds will expire at the end of the cur­rent fis­cal year. This con­tract was com­pet­i­tive­ly pro­cured via solic­i­ta­tions post­ed to Mil­i­tary Sealift Com­mand, Navy Elec­tron­ic Com­merce Online, and Fed­er­al Busi­ness Oppor­tu­ni­ties web­sites, with more than 100 com­pa­nies hav­ing access to the solic­i­ta­tion, with five offers received. The Mil­i­tary Sealift Com­mand, Wash­ing­ton, D.C., is the con­tract­ing activ­i­ty (N00033-12-C-2500).

U.S. TRANSPORTATION COMMAND 

     Amer­i­can Auto Logis­tics, L.P., Park Ridge, N.J., is receiv­ing a $224,082,824 firm-fixed-price earned award term year deliv­ery order for trans­porta­tion and stor­age ser­vices of pri­vate­ly owned vehi­cles. Work will be per­formed at mul­ti­ple loca­tions in and out­side the con­ti­nen­tal Unit­ed States, and is expect­ed to be com­plet­ed Oct. 31, 2012. Con­tract funds will not expire at the end of the cur­rent fis­cal year. Three pro­pos­als were received. U.S. Trans­porta­tion Com­mand, Direc­torate of Acqui­si­tion, Scott Air Force Base, Ill., is the con­tract­ing activ­i­ty (DAMT01-03-D-0184).

     Ver­ti­cal de Avia­cion, Ltd., Bogo­ta, Colum­bia, is being award­ed a $145,840,994 option year mod­i­fi­ca­tion for rotary wing air­craft, per­son­nel, equip­ment, tools, mate­r­i­al, main­te­nance, and super­vi­sion nec­es­sary to per­form pas­sen­ger and car­go air trans­porta­tion ser­vices. Work will be per­formed in Afghanistan, and the option will start Nov. 1, 2011, to be com­plet­ed by Oct. 31, 2012. This con­tract was a com­pet­i­tive acqui­si­tion. U.S. Trans­porta­tion Com­mand, Direc­torate of Acqui­si­tion, Scott Air Force Base, Ill., is the con­tract­ing activ­i­ty (HTC711-10-D-R027).

     AAR Air­lift Group, Inc., Palm Bay, Fla., is being award­ed a $99,369,772 option year mod­i­fi­ca­tion for rotary wing air­craft, per­son­nel, equip­ment, tools, mate­r­i­al, main­te­nance, and super­vi­sion nec­es­sary to per­form pas­sen­ger and car­go air trans­porta­tion ser­vices. Work will be per­formed in Afghanistan, and the option will start Nov. 1, 2011, to be com­plet­ed by Oct. 31, 2012. This con­tract was a com­pet­i­tive acqui­si­tion.      Cana­di­an Com­mer­cial Corp./Canadian Heli­copters, Ltd., Ottawa, Cana­da, is being award­ed a $65,873,112 option year mod­i­fi­ca­tion for rotary wing air­craft, per­son­nel, equip­ment, tools, mate­r­i­al, main­te­nance, and super­vi­sion nec­es­sary to per­form pas­sen­ger and car­go air trans­porta­tion ser­vices. Work will be per­formed in Afghanistan, and the option will start Nov. 1, 2011, to be com­plet­ed by Oct. 31, 2012. This con­tract was a com­pet­i­tive acqui­si­tion.      Colum­bia Heli­copters, Inc., Port­land, Ore., is being award­ed a $54,670,930 option year mod­i­fi­ca­tion for rotary wing air­craft, per­son­nel, equip­ment, tools, mate­r­i­al, main­te­nance, and super­vi­sion nec­es­sary to per­form pas­sen­ger and car­go air trans­porta­tion ser­vices. Work will be per­formed in Afghanistan, and the option will start Nov. 1, 2011, to be com­plet­ed by Oct. 31, 2012. This con­tract was a com­pet­i­tive acqui­si­tion.      Con­struc­tion Heli­copters, Inc., How­ell, Mich., is being award­ed a $29,254,456 option year mod­i­fi­ca­tion for rotary wing air­craft, per­son­nel, equip­ment, tools, mate­r­i­al, main­te­nance, and super­vi­sion nec­es­sary to per­form pas­sen­ger and car­go air trans­porta­tion ser­vices. Work will be per­formed in Afghanistan, and the option will start Nov. 1, 2011, to be com­plet­ed by Oct. 31, 2012. This con­tract was a com­pet­i­tive acqui­si­tion.      Ever­green Heli­copters, Inc., McMin­nville, Ore., is being award­ed a $22,790,000 option year mod­i­fi­ca­tion for rotary wing air­craft, per­son­nel, equip­ment, tools, mate­r­i­al, main­te­nance, and super­vi­sion nec­es­sary to per­form pas­sen­ger and car­go air trans­porta­tion ser­vices. Work will be per­formed in Afghanistan, and the option will start Nov. 1, 2011, to be com­plet­ed by Oct. 31, 2012. This con­tract was a com­pet­i­tive acqui­si­tion. DEFENSE LOGISTICS AGENCY 

     Aeroson­ic Corp.*, Clear­wa­ter, Fla., was award­ed a firm-fixed-price with eco­nom­ic price adjust­ment, sole-source con­tract with a max­i­mum $15,410,867 for pres­sure altime­ter parts. There are no oth­er loca­tions of per­for­mance. Using ser­vice is Army. Type of appro­pri­a­tion being used is C‑AWCF (DBOF) using fis­cal 2012 funds . The date of per­for­mance com­ple­tion is Nov. 2, 2014. The Defense Logis­tics Agency Avi­a­tion, Red­stone Arse­nal, Ala., is the con­tract­ing activ­i­ty (SPRRA1-12-D-0003/0001).
