USAUS Military contracts for FY11

ARMY

            Kel­logg Brown & Root Ser­vices, Inc., Hous­ton, Texas, was award­ed a $313,000,000 cost-plus-fixed-fee con­tract.  The award will pro­vide for the Logis­tics Civil­ian Aug­men­ta­tion Pro­gram base life sup­port ser­vices in Iraq in sup­port of the Depart­ment of State.  Work will be per­formed in Iraq, with an esti­mat­ed com­ple­tion date of Dec. 31, 2011.  Three bids were solicit­ed, with three bids received.  The U.S. Army Con­tract­ing Com­mand, Rock Island, Ill., is the con­tract­ing activ­i­ty (W52P1J-07-D-0009).

            ECC Inter­na­tion­al, L.L.C., Burlingame, Calif., was award­ed an $82,952,183 firm-fixed-price con­tract.  The award will pro­vide for the con­struc­tion of build­ings, park­ing, util­i­ties and oth­er infra­struc­ture for Afghanistan Nation­al Army per­son­nel.  Work will be per­formed in Afghanistan, with an esti­mat­ed com­ple­tion date of Jan. 31, 2013.  The bid was solicit­ed through a full-and-open com­pe­ti­tion, with six bids received.  The U.S. Army Corps of Engi­neers, Kan­da­har, Afghanistan, is the con­tract­ing activ­i­ty (W5J9LE-11-C-0043).

            Nav­is­tar Defense, L.L.C., Lisle, Ill., was award­ed an $82,500,000 firm-fixed-price con­tract.  The award will pro­vide for the mod­i­fi­ca­tion of an exist­ing con­tract to pro­vide for a gen­er­al trans­port truck and spare parts, and a recov­ery truck and spare parts.  Work loca­tion will be deter­mined with each task order, with an esti­mat­ed com­ple­tion date of Dec. 1, 2011.  The bid was solicit­ed through the Inter­net, with one bid received.  The U.S. Army TACOM LCMC, War­ren, Mich., is the con­tract­ing activ­i­ty (W56HZV-08-D-G097).

            Tam­sah Mark­er, J.V., L.L.C., Belle­fontaine, Ohio, was award­ed an $11,601,100 firm-fixed-price con­tract.  The award will pro­vide for the con­struc­tion ser­vices to build a train­ing and admin­is­tra­tive com­plex, a ware­house and park­ing for both facil­i­ties.  Work will be per­formed in Spring­field, Ohio, with an esti­mat­ed com­ple­tion date of Aug. 31, 2012.  There were 19 bids solicit­ed, with 19 bids received . The Nation­al Guard Bureau, Colum­bus, Ohio, is the con­tract­ing activ­i­ty (W91364-11-C-0004).

            Zodi­ac of North Amer­i­ca, Stevensville, Md., was award­ed a $10,927,184 firm-fixed-price indef­i­nite-deliv­ery/in­def­i­nite-quan­ti­ty con­tract.  The award will pro­vide for the pro­cure­ment of a min­i­mum of 20 sev­en-per­son inflat­able land­ing crafts, with a max­i­mum quan­ti­ty ceil­ing set at 888.  Work will be per­formed in Stevensville, Md., with an esti­mat­ed com­ple­tion date of Aug. 1, 2014.  Four bids were solicit­ed, with one bid received.  The U.S. Army Con­tract­ing Com­mand, War­ren, Mich., is the con­tract­ing activ­i­ty (W56HZV-11-D-0154).

            Opti­Met­rics, Inc., Abing­don, Md., was award­ed a $9,996,657 cost-plus-fixed-fee con­tract.  The award will pro­vide for the devel­op­ment and imple­men­ta­tion of advanced mod­els, sim­u­la­tion and ana­lyt­i­cal tools to increase the capac­i­ty of decon­t­a­m­i­na­tion ser­vices.  Work will be per­formed in Aberdeen Prov­ing Ground, Md., and Abing­don, Md., with an esti­mat­ed com­ple­tion date of July 31, 2014.  The bid was solicit­ed through the Inter­net, with one bid received.  The U.S. Army Con­tract­ing Com­mand, Aberdeen Prov­ing Ground, Md., is the con­tract­ing activ­i­ty (W911SR-11-D-0068).

            Raytheon Co., Andover, Mass., was award­ed an $8,390,376 firm-fixed-price cost-plus-fixed-fee con­tract.  The award will pro­vide for the pro­cure­ment of PATRIOT mis­sile M818E3A fuzes and upgrade of M818E2 fuzes to M818E3A fuze con­fig­u­ra­tion for the coun­try of Japan.  Work will be per­formed in Low­ell, Mass., with an esti­mat­ed com­ple­tion date of Jan. 31, 2014.  One bid was solicit­ed, with one bid received.  The U.S. Army Con­tract­ing Com­mand, Red­stone Arse­nal, Ala., is the con­tract­ing activ­i­ty (W31P4Q-11-C-0224).

NAVY

            Pacif­ic Tech — Sauer, J.V.*, Jack­sonville, Fla., is being award­ed a $14,996,000 firm-fixed-price con­tract for design and con­struc­tion of a sin­gle-bay hangar that will pro­vide space for one B‑52 air­craft and relat­ed weapons load­ing train­ing func­tions at Barks­dale Air Force Base.  The pro­posed new con­struc­tion will con­sist of a hangar bay and an admin­is­tra­tive and shop area.  The admin­is­tra­tive area includes an audi­to­ri­um.  The new hangar shall have a rein­forced con­crete foun­da­tion, with a struc­ture of steel columns and joists, an insu­lat­ed met­al exte­ri­or, and a stand­ing seam met­al roof.  Work will be per­formed in Shreve­port, La., and is expect­ed to be com­plet­ed by Jan­u­ary 2013.  Con­tract funds will not expire at the end of the cur­rent fis­cal year.  This con­tract was com­pet­i­tive­ly pro­cured via the Navy Elec­tron­ic Com­merce Online web­site, with 18 pro­pos­als received.  The Naval Facil­i­ties Engi­neer­ing Com­mand, South­east, Jack­sonville, Fla., is the con­tract­ing activ­i­ty (N69450-11-C-1757).

            Omniphase Research Lab­o­ra­to­ries, Inc.*, New­port Beach, Calif., is being award­ed a $10,367,845 firm-fixed-price, indef­i­nite-deliv­ery/in­def­i­nite-quan­ti­ty con­tract for pro­duc­tion, eval­u­a­tion and repair of MK-666 con­tin­u­ous wave illu­mi­na­tor noise test sets; a com­po­nent of the MK-99 fire con­trol sys­tem.  This con­tract com­bines pur­chas­es for the U.S. Navy (76 per­cent), and the gov­ern­ments of Aus­tralia and Spain (24 per­cent) under the For­eign Mil­i­tary Sales Pro­gram.  Work will be per­formed in New­port Beach, Calif., and is expect­ed to be com­plet­ed by July 2014.  Con­tract funds will not expire at the end of the cur­rent fis­cal year.  This con­tract was not com­pet­i­tive­ly pro­cured.  Omniphase Research Lab­o­ra­to­ries, Inc., is the only cer­ti­fied source hav­ing the spe­cif­ic design and man­u­fac­tur­ing process­es used for the pro­duc­tion and repair of the MK-666 con­tin­u­ous wave illu­mi­na­tor noise test sets.  The Naval Sur­face War­fare Cen­ter, Crane Divi­sion, Crane, Ind., is the con­tract­ing activ­i­ty (N00164-11-D-GR72).

            Water­man Steamship Corp., Mobile, Ala., is being award­ed a one-year $10,008,967 firm-fixed-price con­tract for the world­wide char­ter of one Unit­ed States-flagged, Ice-class, self-sus­tain­ing car­go ship.  The car­go ship will be employed in world­wide car­go deliv­ery to sup­port the Depart­ment of Defense.  This con­tract includes three 12-month option peri­ods and one 11-month option peri­od, which, if exer­cised, would bring the cumu­la­tive firm-fixed-val­ue of this con­tract to $49,953,037.  Work will be per­formed at sea world­wide, includ­ing a deliv­ery each year to Antarc­ti­ca for the Nation­al Sci­ence Foun­da­tion, and a deliv­ery each year to Green­land for the Depart­ment of Defense.  Work is expect­ed to be com­plet­ed Decem­ber 2012, and if all option peri­ods are exer­cised, by Novem­ber 2016.  Con­tract funds are sub­ject to avail­abil­i­ty of fis­cal 2012 fund­ing, and funds will expire at the end of that fis­cal year.  This con­tract was com­pet­i­tive­ly pro­cured via solic­i­ta­tions post­ed to Mil­i­tary Sealift Com­mand, Navy Elec­tron­ic Com­merce Online and Fed­er­al Busi­ness Oppor­tu­ni­ties web­sites, with more than 50 com­pa­nies solicit­ed and six offers received.  The Mil­i­tary Sealift Com­mand, Wash­ing­ton, D.C., is the con­tract­ing activ­i­ty (N00033-11-C-5503).

            Con­trol­Point Sur­vey­ing, Inc., Hon­olu­lu, Hawaii, is being award­ed a max­i­mum amount $7,500,000 firm-fixed-price, indef­i­nite-deliv­ery/in­def­i­nite-quan­ti­ty archi­tect-engi­neer ser­vices con­tract for archi­tect-engi­neer­ing ser­vices for topo­graph­ic, hydro­graph­ic, cadas­tral, and pave­ment con­di­tion sur­veys with asso­ci­at­ed note reduc­tion and plot­ting results includ­ing fin­ished map­ping at var­i­ous loca­tions in the Naval Facil­i­ties Engi­neer­ing Com­mand (NAVFAC) Pacif­ic area of respon­si­bil­i­ty (AOR).  No task orders are being issued at this time.  Work will be per­formed at var­i­ous Navy and Marine Corps facil­i­ties and oth­er gov­ern­ment facil­i­ties with­in the NAVFAC Pacif­ic AOR includ­ing, but not lim­it­ed to, Hawaii (55 per­cent), Guam (30 per­cent), and the Far East (15 per­cent).  The term of con­tract is not to exceed 36 months, with an expect­ed com­ple­tion date of July 2014.  This con­tract con­tains two one-year options, which, if exer­cised, will not change the cumu­la­tive val­ue of the con­tract.  Con­tract funds will not expire at the end of the cur­rent fis­cal year.  This con­tract was com­pet­i­tive­ly pro­cured via the Navy Elec­tron­ic Com­merce Online web­site, with 17 pro­pos­als received.  The Naval Facil­i­ties Engi­neer­ing Com­mand, Pacif­ic, Pearl Har­bor, Hawaii, is the con­tract­ing activ­i­ty (N62742-11-D-0010).
