DEFENSE LOGISTICS AGENCY

BAE Sys­tems — Spe­cial­i­ty Defense Sys­tems of Pa, Jes­sup, Pa., was award­ed a firm-fixed-price con­tract with a max­i­mum $108,493,311 for improved out­er tac­ti­cal vest, out­er tac­ti­cal vest, and indi­vid­ual repair kits. Oth­er loca­tion of per­for­mance is Ten­nessee. Using ser­vices are Army, Air Force, and Marine Corps. There were five respons­es to the Web solic­i­ta­tion. Type of appro­pri­a­tion is fis­cal 2012/2013 Defense Work­ing Cap­i­tal Funds. The date of per­for­mance com­ple­tion is Feb. 28, 2013. The Defense Logis­tics Agency Troop Sup­port, Philadel­phia, Pa., is the con­tract­ing activ­i­ty (SPM1C1-12-D-1027).

GE Datex Ohme­da, Inc., Madi­son, Wis., was issued a mod­i­fi­ca­tion exer­cis­ing the third option year on con­tract SPM2D1-09-D-8348/P00016. The award is a fixed-price with eco­nom­ic price adjust­ment con­tract with a max­i­mum $19,847,688 for patient mon­i­tor­ing sys­tems, sub­sys­tems, acces­sories, con­sum­ables, spare/repair parts, and train­ing. There are no oth­er loca­tions of per­for­mance. Using ser­vices are Army, Navy, Air Force, Marine Corps, and fed­er­al civil­ian agen­cies. There were 17 solic­i­ta­tions with nine respons­es. Type of appro­pri­a­tion is fis­cal 2012/2013 Defense Work­ing Cap­i­tal Funds. The date of per­for­mance com­ple­tion is March 5, 2013. Hon­ey­well Inter­na­tion­al, Tempe, Ariz., was award­ed a firm-fixed-price, sole-source, indef­i­nite-deliv­ery/in­def­i­nite-quan­ti­ty con­tract with a max­i­mum $18,400,000 for the pro­cure­ment of radar altime­ter receiv­er trans­mit­ter. Oth­er loca­tion of per­for­mance is Min­neso­ta. Using ser­vice is Army. There was one solic­i­ta­tion with one response. Type of appro­pri­a­tion is fis­cal 2012 through 2017 Army Work­ing Cap­i­tal Funds. The date of per­for­mance com­ple­tion is Feb. 28, 2017. NAVY

Lock­heed Mar­tin, Mis­sion Sys­tems and Sen­sors, Moorestown, N.J., is being award­ed an $88,467,830 cost-plus-award-fee, cost-plus-fixed-fee with per­for­mance incen­tives and cost-plus-fixed-fee mod­i­fi­ca­tion to pre­vi­ous­ly award­ed con­tract (N00024-09-C-5103) to exer­cise options for fis­cal 2012 Aegis Plat­form Sys­tems Engi­neer­ing Agent activ­i­ties and Aegis Mod­ern­iza­tion Advanced Capa­bil­i­ty Build engi­neer­ing for the CG 57 and DDG 51 class of ships. Work will be per­formed in Moorestown, N.J., and is expect­ed to be com­plet­ed by Decem­ber 2012. Con­tract funds will not expire at the end of the cur­rent fis­cal year. The Naval Sea Sys­tems Com­mand, Wash­ing­ton, D.C., is the con­tract­ing activity. 

Raytheon Co., Inte­grat­ed Defense Sys­tems, San Diego, Calif., is being award­ed a $55,064,485 mod­i­fi­ca­tion to pre­vi­ous­ly award­ed con­tract (N00024-11-C-2404) to exer­cise the option for the inte­grat­ed ship­board elec­tron­ics for LPD 27, con­sist­ing of: engi­neer­ing con­trol sys­tem; mag­net­ic sig­na­ture con­trol sys­tem; ship con­trol sys­tem; nav­i­ga­tion data dis­tri­b­u­tion sys­tem; ship­board wide area net­work; wire-free portable com­mu­ni­ca­tion sys­tem; inte­grat­ed voice com­mu­ni­ca­tion sys­tem; sen­sors; Marine Corps sup­port equip­ment; and sur­face search sen­sor sys­tem (AN/SPS-73). Work will be per­formed in San Diego, Calif., and is expect­ed to be com­plet­ed by Feb­ru­ary 2018. Con­tract funds will not expire at the end of the cur­rent fis­cal year. The Naval Sea Sys­tems Com­mand, Wash­ing­ton, D.C., is the con­tract­ing activity. 

Raytheon Co., Gole­ta, Calif., is being award­ed a $48,663,690 cost-plus-fixed-fee, indef­i­nite-deliv­ery/in­def­i­nite-quan­ti­ty con­tract for soft­ware devel­op­ment sup­port of the ALR-67(V) 3 radar for the U.S. Navy and the gov­ern­ments of Aus­tralia, Kuwait, Qatar, Malaysia, Switzer­land, Cana­da, and var­i­ous oth­er future for­eign mil­i­tary sales cus­tomers. Work will be per­formed in Point Mugu, Calif., and is expect­ed to be com­plet­ed in Feb­ru­ary 2017. Con­tract funds will not expire at the end of the cur­rent fis­cal year. This con­tract com­bines pur­chas­es for the U.S. Navy ($28,891,633; 59.2 per­cent) and, under the For­eign Mil­i­tary Sales Pro­gram, the gov­ern­ments of Aus­tralia ($4,550,055; 9.4 per­cent), Kuwait ($1,975,745; 4.1 per­cent), Qatar ($1,975,746; 4.1 per­cent), Malaysia ($1,975,746; 4.1 per­cent), Switzer­land, ($1,382,049; 2.8 per­cent), Cana­da ($1,386,915; 2.9 per­cent), and oth­er future for­eign mil­i­tary sales cus­tomers ($6,525,801; 13.4 per­cent). This con­tract was not com­pet­i­tive­ly pro­cured pur­suant to FAR 6302–1. The Naval Air Sys­tems Com­mand, Weapons Divi­sion, Chi­na Lake, Calif., is the con­tract­ing activ­i­ty (N68936-12-D-0018).

Raytheon Co., Tuc­son, Ariz., is being award­ed a $19,511,897 mod­i­fi­ca­tion to a pre­vi­ous­ly award­ed indef­i­nite-deliv­ery/in­def­i­nite-quan­ti­ty, cost-plus-fixed-fee con­tract (N00019-11-D-0004) for AIM-9X inte­grat­ed logis­tics sup­port for the U.S. Air Force, U.S. Navy, and the gov­ern­ments of Sin­ga­pore, Aus­tralia, Den­mark, Fin­land, Turkey, South Korea, Switzer­land, Sau­di Ara­bia, and Poland. Work will be per­formed in Tuc­son, Ariz. (97.57 per­cent); Rock­et City, W.V. (0.51 per­cent); Cheshire, Conn. (0.41 per­cent); and var­i­ous loca­tions inside and out­side of the U.S. (1.51 per­cent). Work is expect­ed to be com­plet­ed in March 2013. Con­tract funds in the amount of $12,379,408 will expire at the end of the cur­rent fis­cal year. This con­tract com­bines pur­chas­es for the U.S. Air Force ($9,244,777; 47.40 per­cent), U.S. Navy ($6,430,735; 32.98 per­cent), and, under the For­eign Mil­i­tary Sales Pro­gram, the gov­ern­ments of Sin­ga­pore ($426,265; 2.18 per­cent), Aus­tralia ($426,265; 2.18 per­cent), Den­mark ($426,265; 2.18 per­cent), Fin­land ($426,265; 2.18 per­cent), Turkey ($426,265; 2.18 per­cent), South Korea ($426,265; 2.18 per­cent), Switzer­land ($426,265; 2.18 per­cent), Sau­di Ara­bia ($426,265; 2.18 per­cent), and Poland ($426,265; 2.18 per­cent). The Naval Air Sys­tems Com­mand, Patux­ent Riv­er, Md., is the con­tract­ing activity. 

HDT EP, Inc.*, Gene­va, Ohio, is being award­ed an $11,064,538 firm-fixed-price deliv­ery order 0026 under pre­vi­ous­ly award­ed blan­ket pur­chase agree­ment (M67854-08-A-5023) for the pro­cure­ment of 18,000, 36,000 and 60,000 british ther­mal units envi­ron­men­tal con­trol units with remote con­trols, pow­er cords, and ducts in sup­port of the Pro­gram Man­ag­er, Expe­di­tionary Pow­er Sys­tems. Work will be per­formed in Gene­va, Ohio, and is expect­ed to be com­plet­ed by Feb­ru­ary 2014. Con­tract funds will not expire at the end of the cur­rent fis­cal year. This deliv­ery order was not com­pet­i­tive­ly pro­cured. HDTEP is a his­tor­i­cal­ly under­uti­lized busi­ness zone small busi­ness. The Marine Corps Sys­tems Com­mand, Quan­ti­co, Va., is the con­tract­ing activity. 

Lex Prod­ucts, Corp.*, Shel­ton, Conn., is being award­ed an $8,126,846 firm-fixed price deliv­ery order 0003 under pre­vi­ous­ly award­ed blan­ket pur­chase agree­ment con­tract (M67854-11-A-5087) for the pro­cure­ment of Mobile Elec­tric Pow­er Dis­tri­b­u­tion Sys­tem-Replace­ment com­po­nents in sup­port of the Pro­gram Man­ag­er, Expe­di­tionary Pow­er Sys­tems. Work will be per­formed in Shel­ton, Conn., and is expect­ed to be com­plet­ed by Feb­ru­ary 2013. Con­tract funds will not expire at the end of the cur­rent fis­cal year. This deliv­ery order was not com­pet­i­tive­ly pro­cured. The Marine Corps Sys­tems Com­mand, Quan­ti­co, Va., is the con­tract­ing activity. 

Rock­well Collins, Inc., Cedar Rapids, Iowa, is being award­ed an $8,013,321 mod­i­fi­ca­tion to a pre­vi­ous­ly award­ed firm-fixed-price con­tract (N00019-09-C-0069) to exer­cise an option to pro­vide AN/ARC-210(V) elec­tron­ic radio and ancil­lary equip­ment for the H‑1. The con­tract pro­vides for the fol­low­ing: C‑12561A/ARC con­trol, radio sets, quan­ti­ty of 15; MT-6567/ARC mount­ing bases, quan­ti­ty of 86; MT-7006/ARC ampli­fi­er mounts, quan­ti­ty of 15; AM-7526/ARC high pow­er ampli­fi­er mounts, quan­ti­ty of 15; MX-11641/ATRC LNA diplex­ers, quan­ti­ty of 15; AS-3972/A nine-inch tun­able anten­nas, quan­ti­ty of 56; CV-4092/A dig­i­tal con­vert­er, quan­ti­ty of 26; and RT-1939©/ARC receiv­er –trans­mit­ter, quan­ti­ty of 71. Work will be per­formed in Cedar Rapids, Iowa, and is expect­ed to be com­plet­ed in June 2013. Con­tract funds will not expire at the end of the cur­rent fis­cal year. The Naval Air Sys­tems Com­mand, Patux­ent Riv­er, Md., is the con­tract­ing activity. 

Sea Box, Inc.*, River­ton, N.J., is being award­ed a $7,707,538 firm-fixed-price deliv­ery order 0008 under pre­vi­ous­ly award­ed blan­ket pur­chase agree­ment (M67854-08-A-5017) for the pro­cure­ment of 317 small field refrig­er­a­tion sys­tems in sup­port of the Pro­gram Man­ag­er, Expe­di­tionary Pow­er Sys­tems. Work will be per­formed in River­ton, N.J., and is expect­ed to be com­plet­ed by March 2013. Con­tract funds will not expire at the end of the cur­rent fis­cal year. This deliv­ery order was not com­pet­i­tive­ly pro­cured. The Marine Corps Sys­tems Com­mand, Quan­ti­co, Va., is the con­tract­ing activity. 

Robert and Co., Atlanta, Ga., is being award­ed a max­i­mum $7,500,000 firm-fixed-price, indef­i­nite-deliv­ery/in­def­i­nite-quan­ti­ty con­tract for com­plete archi­tect and engi­neer­ing ser­vices for petro­le­um fuel facil­i­ties in the Naval Facil­i­ties Engi­neer­ing Com­mand (NAVFAC) South­east area of respon­si­bil­i­ty (AOR). These ser­vices may include tank stor­age inspec­tion, design of ren­o­va­tions to exist­ing facil­i­ties, prepa­ra­tion of design-build request for pro­pos­als, and com­pre­hen­sive inte­grat­ed design ser­vices (full plans and spec­i­fi­ca­tions). Task order 0001 is being award­ed at $205,976 for archi­tect-engi­neer­ing con­sult­ing and design ser­vices for the replace­ment of under­ground fuel pip­ing at Naval Fleet Logis­tics Cen­ter Jack­sonville, Fla. Work for this task order is expect­ed to be com­plet­ed by June 2012. All work under this con­tract will be per­formed at var­i­ous Depart­ment of Defense (DoD) and non-DoD facil­i­ties with­in the NAVFAC South­east AOR, and is expect­ed to be com­plet­ed by March 2017. Con­tract funds in the amount of $205,976 are oblig­at­ed on this award and will not expire at the end of the cur­rent fis­cal year. This con­tract was com­pet­i­tive­ly pro­cured via the Navy Elec­tron­ic Com­merce Online web­site, with 13 pro­pos­als received. The Naval Facil­i­ties Engi­neer­ing Com­mand, South­east, Jack­sonville, Fla., is the con­tract­ing activ­i­ty (N69450-12-D-0035).

VIRGINIA CONTRACTING ACTIVITY

Integri­ty Appli­ca­tion, Inc., Chan­til­ly, Va., was award­ed a time-and-mate­r­i­al con­tract with a com­ple­tion date of Sept. 14, 2016, and a max­i­mum val­ue of $58,573,766 over a five-year peri­od. Under the terms of the con­tract, Integri­ty Appli­ca­tion will pro­vide the Defense Intel­li­gence Agency with engi­neer­ing and ana­lyt­i­cal ser­vices to be per­formed in Chan­til­ly, Va. The con­tract falls under the Vir­ginia Con­tract­ing Activ­i­ty (HHM402-11-C-0113).

AIR FORCE

The Boe­ing Co., St. Louis, Mo., is being award­ed a $31,697,830 firm-fixed-price con­tract for Joint Hel­met Mount­ed Cue­ing Sys­tems full rate pro­duc­tion. One hun­dred and eleven sys­tems are being pro­cured for the U.S. Navy and, under the For­eign Mil­i­tary Sales Pro­gram, Pak­istan, Bel­gium, Aus­tralia, Cana­da, Switzer­land, and Fin­land. The loca­tion of the per­for­mances is San Jose, Calif. Work is expect­ed to be com­plet­ed Dec. 31, 2013. ASC/WWSK, Wright-Pat­ter­son Air Force Base, Ohio, is the con­tract­ing activ­i­ty (F33657-01-D-0026).

Booz Allen Hamil­ton, Inc., Hern­don, Va., is being award­ed a $14,945,646 cost-plus-fixed-fee, indef­i­nite-deliv­ery, require­ments con­tract for a Survivability/Vulnerability Infor­ma­tion Analy­sis Cen­ter which will per­form research and devel­op­ment in order to com­plete the vul­ner­a­bil­i­ty analy­sis report, sys­tem pro­to­type reports, and the risk analy­sis reports. The loca­tion of the per­for­mance is McLean, Va. Work is expect­ed to be com­plet­ed Feb. 28, 2015. ESG/PKS DTIC, Wright-Pat­ter­son Air Force Base, Ohio, is the con­tract­ing activ­i­ty (SP0700-03-D-1380, Deliv­ery Order: 0456). 

Can­non Designs, Arling­ton, Va., is being award­ed a $10,000,000 indef­i­nite-deliv­ery/in­def­i­nite-quan­ti­ty con­tract for archi­tec­ture-engi­neer­ing ser­vices archi­tec­tur­al indef­i­nite-deliv­ery/in­def­i­nite-quan­ti­ty con­tract, max­i­mum of $10,000,000. The loca­tion of the per­for­mances is Arling­ton, Va. Work is expect­ed to be com­plet­ed Feb. 28, 2017. U.S. Air Force Acad­e­my, Colo., is the con­tract­ing activ­i­ty (FA7000-12-D-0002).
