USAUS Military contracts for FY11

NAVY

     Gen­er­al Dynam­ics Bath Iron Works, Bath, Maine, is being award­ed a $1,825,665,914 fixed-price-incen­tive con­tract for the con­struc­tion of Zumwalt-class destroy­ers DDG 1001 and DDG 1002. These mul­ti-mis­sion sur­face com­bat­ants are the sec­ond and third ships of the Zumwalt-class pro­gram. The mis­sion of the DDG 1000 destroy­er is to pro­vide cred­i­ble inde­pen­dent for­ward pres­ence and deter­rence. DDG 1000 will pro­vide advanced land attack capa­bil­i­ty in sup­port of the ground cam­paign and con­tribute naval, joint, or com­bined bat­tle-space dom­i­nance in lit­toral oper­a­tions. This con­tract includes options, which, if exer­cised, would bring the cumu­la­tive val­ue of this con­tract to $2,002,000,000. Work will be per­formed in Bath, Maine (59.9 per­cent); Par­sip­pa­ny, N.J. (3.5 per­cent); Coatesville, Pa. (3.2 per­cent); Falls Church, Va. (2.6 per­cent); Pitts­burgh, Pa. (1.3 per­cent); Augus­ta, Maine (1.3 per­cent); and oth­er var­i­ous loca­tions (28.2 per­cent), each hav­ing less than 1 per­cent. Work is expect­ed to be com­plet­ed by Feb­ru­ary 2018. Con­tract funds will not expire at the end of the cur­rent fis­cal year. This con­tract was not com­pet­i­tive­ly pro­cured. The Naval Sea Sys­tems Com­mand, Wash­ing­ton D.C., is the con­tract­ing activ­i­ty (N00024-11-C-2306).

     BAE Sys­tems Nor­folk Ship Repair, Nor­folk, Va., is being award­ed a $17,062,566 mod­i­fi­ca­tion to pre­vi­ous­ly award­ed con­tract (N00024-10-C-4308) for the USS Mason (DDG 87) fis­cal 2012 dry­dock­ing select­ed restrict­ed avail­abil­i­ty (DSRA). A DSRA includes the plan­ning and exe­cu­tion of depot-lev­el main­te­nance, alter­ations, and mod­i­fi­ca­tions that will update and improve the ship’s mil­i­tary and tech­ni­cal capa­bil­i­ties. Work will be per­formed in Nor­folk, Va., and is expect­ed to be com­plet­ed by April 2012. Con­tract funds in the amount of $17,062,566 will expire at the end of the cur­rent fis­cal year. Nor­folk Ship Sup­port Activ­i­ty, Portsmouth, Va., is the con­tract­ing activity. 

     BAE Sys­tems Nor­folk Ship Repair, Nor­folk, Va., is being award­ed a $17,013,557 mod­i­fi­ca­tion to pre­vi­ous­ly award­ed con­tract (N00024-10-C-4308) for the USS Bain­bridge (DDG 96) fis­cal 2012 dry­dock­ing select­ed restrict­ed avail­abil­i­ty.      BAE Sys­tems May­port, Jack­sonville, Fla., is being award­ed a $13,315,732 mod­i­fi­ca­tion to con­tract (N40024-10-C-4406) for USS Philip­pine Sea (CG-58) select­ed restrict­ed avail­abil­i­ty. The select­ed restrict­ed avail­abil­i­ty includes dry dock, hull, machin­ery, elec­tri­cal, elec­tron­ics, ship alter­ations, and pip­ing repair work. Work will be per­formed in Jack­sonville, Fla., and is expect­ed to be com­plet­ed by June 2012. Con­tract funds in the amount of $13,315,732 will expire at the end of the cur­rent fis­cal year. South­east Region­al Main­te­nance Cen­ter, Jack­sonville, Fla., is the con­tract­ing activity. 

     Bell-Boe­ing Joint Project Office, Amar­il­lo, Texas, is being award­ed an $8,713,282 mod­i­fi­ca­tion to a pre­vi­ous­ly award­ed cost-plus-fixed-fee con­tract (N00019-08-C-0025) for non-recur­ring efforts asso­ci­at­ed with incre­ment three of the CV-22 air­craft Block 20 upgrade pro­gram. Efforts to be pro­vid­ed include con­cept def­i­n­i­tion, non-recur­ring engi­neer­ing, draw­ings, and installation/integration to design, devel­op, and test the enhanced hel­met mount­ed dis­play upgrade. Work will be per­formed in Philadel­phia, Pa., and is expect­ed to be com­plet­ed in Decem­ber 2015. Con­tract funds in the amount of $21,544 will expire at the end of the cur­rent fis­cal year. The Naval Air Sys­tems Com­mand, Patux­ent Riv­er, Md., is the con­tract­ing activity. 

     The Boe­ing Co., St. Louis, Mo., is being award­ed a $7,671,795 mod­i­fi­ca­tion to a pre­vi­ous­ly award­ed firm-fixed-price con­tract (N00019-09-C-0019) for the pro­cure­ment of F/A‑18 E/F and EA-18G air­craft arma­ment equip­ment, to include: 174 sta­tion con­trol units; 22 aer­i­al refu­el­ing store (ARS) sus­pen­sion lugs; 12 cen­ter­line feed through plates; 11 ARS air probes; 11 ARS fuel probes, six ALE-50 dis­pensers towed decoys; six ALE-50 chas­sis towed decoys; six ALE-50 pro­tec­tor towed decoys; four ALR-67 mount­ing base radar warn­ing receivers; and four ALR-67 mount­ing retain­ers radar warn­ing receivers. Work will be per­formed in St. Louis, Mo., and is expect­ed to be com­plet­ed in Decem­ber 2013. Con­tract funds will not expire at the end of the cur­rent fis­cal year. The Naval Air Sys­tems Com­mand, Patux­ent Riv­er, Md., is the con­tract­ing activity. 

     The Boe­ing Co., St. Louis, Mo., is being award­ed a $7,331,483 mod­i­fi­ca­tion to a pre­vi­ous­ly award­ed firm-fixed-price con­tract (N00019-09-C-0019) to con­tin­ue devel­op­ment of the new Advanced Mis­sion Com­put­er (AMC) Type 4 Sys­tem for the F/A‑18E/F and EA-18G air­craft. This mod­i­fi­ca­tion will also begin the nec­es­sary cus­tomiza­tion of the AMC for use in Navy F‑18 air­craft. Work will be per­formed in Bloom­ing­ton, Minn. (66.5 per­cent); St. Louis, Mo. (25 per­cent); and Linthicum, Md. (8.5 per­cent), and is expect­ed to be com­plet­ed in Octo­ber 2012. Con­tract funds will not expire at the end of the cur­rent fis­cal year. The Naval Air Sys­tems Com­mand, Patux­ent Riv­er, Md., is the con­tract­ing activity.

     Chavez Con­tract­ing, Inc., Wichi­ta Falls, Texas; Cothran Con­struc­tion, Wichi­ta Falls, Texas; Choctaw Con­trac­tors, Inc., Wichi­ta Falls, Texas; B.W. Stray­horn Co., Inc., Wichi­ta Falls, Texas; and Mar­vin Groves Elec­tric Co., Wichi­ta Falls, Texas, are being award­ed an indef­i­nite-deliv­ery/in­def­i­nite-quan­ti­ty con­tract mod­i­fi­ca­tion total­ing $81,400,000 for con­struc­tion ser­vices at Shep­pard Air Force Base, Texas. Chavez Con­tract­ing is being award­ed $18,305,349; Cothran Con­struc­tion is being award­ed $14,382,741; Choctaw Con­trac­tors is being award­ed $11,080,645; B.W. Stray­horn is being award­ed $7,461,956; and Mar­vin Groves Elec­tric is being award­ed $5,940,295.      CSC Applied Tech­nolo­gies, L.L.C., Fort Worth, Texas, is being award­ed a $70,615,109 con­tract mod­i­fi­ca­tion for base oper­at­ing sup­port and air­craft main­te­nance for Vance Air Force Base, Okla., in sup­port of T‑38C, T‑1A, and T‑6 under­grad­u­ate pilot train­ing. The AETC CONS/LGCK of Ran­dolph Air Force Base, Texas, is the con­tract­ing activ­i­ty (FA3002-08-C-P00058).

     Rock­well Collins, Inc., Cedar Rapids, Iowa, is being award­ed a $46,568,216 firm-fixed-price con­tract mod­i­fi­ca­tion for the order of 20,322 Defense Advanced Glob­al Posi­tion­ing Sys­tem receivers and assort­ed acces­sories. The GPSW/PK, El Segun­do, Calif., is the con­tract­ing activ­i­ty (FA8807-09-C-0002).

     BAE Sys­tems Tech­nol­o­gy Solu­tions and Ser­vices, Rockville, Md., is being award­ed a $41,689,162 fixed-price incen­tive with an award fee and award term with cost-reim­bursable line items con­tract mod­i­fi­ca­tion to man­age, oper­ate, main­tain, and logis­ti­cal­ly sup­port the sol­id state phase array radar sys­tem at Cape Cod Air Force Sta­tion, Mass.; Beale Air Force Base, Calif.; Thule Air Force Base, Green­land; Clear Air Force Sta­tion, Alas­ka; and Roy­al Air Force Fly­ing­dales, Unit­ed King­dom.      Bat­telle Memo­r­i­al Insti­tute, Colum­bus, Ohio, is being award­ed $39,432,909 cost-plus-fixed-fee, indef­i­nite-deliv­ery require­ments con­tract to assess chem­i­cal, bio­log­i­cal, radi­o­log­i­cal, and nuclear equip­ment, con­duct research, author and exe­cute test plans, and con­duct chem­i­cal agent and phys­i­cal prop­er­ties test­ing. The ESG/PKS, Offutt Air Force Base, Neb., is the con­tract­ing activ­i­ty (SP0700-00-D-3180).

     ARTEC Alas­ka, J.V., Joint Base Elmen­dorf-Richard­son, Alas­ka, is being award­ed a $37,527,617 firm-fixed-price award fee with cost-reim­bursable and labor hour line items for the oper­a­tion and main­te­nance of the Alas­ka Radar Sys­tem, con­sist­ing of 15 remote radar sites for a 12-month peri­od. The 673rd Con­tract­ing Squadron, Joint Base Elmen­dorf-Richard­son, Alas­ka, is the con­tract­ing activ­i­ty (FA5000-04-C-0011).

     Alion Sci­ence and Tech­nol­o­gy Corp., Chica­go, Ill., is being award­ed a $30,159,607 cost-plus-fixed-fee, indef­i­nite-deliv­ery require­ments con­tract to pro­vide sub­ject mat­ter exper­tise to the U.S. Rapid Equip­ping Force in order to per­form design engi­neer­ing, sys­tems engi­neer­ing, reliability/availability/maintainability assess­ments, qual­i­ty assur­ance, pro­ducibil­i­ty engi­neer­ing, risk assess­ment, and test eval­u­a­tion.
