USAUS Military contracts for FY11

MISSILE DEFENSE AGENCY 

            The Mis­sile Defense Agency (MDA) is announc­ing the award of a sole-source cost-plus-award-fee mod­i­fi­ca­tion to Raytheon Mis­sile Sys­tems Co., Tuc­son, Ariz., under the HQ0276-10-C-0005 con­tract, P00015.  The total val­ue of this option exer­cise is $9,805,492, increas­ing the total con­tract val­ue from $276,712,593 to $286,518,085.  This mod­i­fi­ca­tion will exer­cise option CLIN 0008, “Future Upgrades and Engi­neer­ing Sup­port,” to pro­vide engi­neer­ing ser­vices nec­es­sary to effec­tive­ly exe­cute tech­ni­cal analy­sis for the Aegis BMD 5.1/SM‑3 Block IIA pro­gram.  The work will be per­formed in Tuc­son, Ariz.  The per­for­mance peri­od is through Sept. 30, 2016.  Fis­cal 2011 research, devel­op­ment, test, and eval­u­a­tion funds will be used to incre­men­tal­ly fund this ini­tial effort.  Con­tract funds will not expire at the end of the cur­rent fis­cal year.  This is not a for­eign mil­i­tary sales acqui­si­tion.  The MDA, Dahlgren, Va., is the con­tract­ing activity. 

NAVY

            Amer­i­can Elec­tron­ic War­fare Asso­ci­a­tion, Inc.*, Cal­i­for­nia, Md. (N00421-11-C-1051); J.F. Tay­lor, Inc.*, Lex­ing­ton Park, Md. (N00421-11-C-1052); Coher­ent Tech­ni­cal Ser­vices, Inc.*, Lex­ing­ton Park, Md. (N00421-11-C-1053); Day­ton T. Brown, Inc.*, Bohemia, N.Y. (N00421-11-C-1054); and Strata‑G Solu­tions, Inc.*, Huntsville, Ala. (N00421-11-C-1055), are each being award­ed cost-plus-fixed-fee, firm-fixed-price, indef­i­nite-deliv­ery/in­def­i­nite-quan­ti­ty mul­ti­ple award con­tracts to per­form research and devel­op­ment, inte­gra­tion, analy­sis, assess­ment, and test and eval­u­a­tion ser­vices in sup­port of the Air­craft Pro­to­type Facil­i­ty.  Each con­trac­tor will be award­ed $10,000 at the time of award.  The aggre­gate not-to-exceed amount for these mul­ti­ple award con­tracts is $219,875,168, and the com­pa­nies will have the oppor­tu­ni­ty to bid on each indi­vid­ual task order.  Work will be per­formed at the Naval Air War­fare Cen­ter Air­craft Divi­sion, Patux­ent Riv­er, Md. (90 per­cent), and at indi­vid­ual con­trac­tor facil­i­ties at var­i­ous loca­tions through­out the Unit­ed States (10 per­cent).  Work per­formed under these con­tracts is expect­ed to be com­plet­ed in August 2016.  Con­tract funds in the amount of $10,000 will expire at the end of the cur­rent fis­cal year.  These con­tracts were solicit­ed via a mul­ti­ple award elec­tron­ic request for pro­pos­als as a 100 per­cent small busi­ness set-aside; and five offers were received.  The Naval Air Sys­tems Com­mand Air­craft Divi­sion, Patux­ent Riv­er, Md., is the con­tract­ing activity. 

            Northrop Grum­man Corp., San Diego, Calif., is being award­ed a $35,595,116 mod­i­fi­ca­tion to a pre­vi­ous­ly award­ed cost-plus-fixed-fee con­tract (N00019-10-C-0018) to exer­cise an option for oper­a­tions and main­te­nance ser­vices in sup­port of U.S. Navy Glob­al Hawk Mar­itime Demon­stra­tion.  Work will be per­formed in Patux­ent Riv­er, Md. (75 per­cent), and out­side the Unit­ed States (25 per­cent), and is expect­ed to be com­plet­ed in Sep­tem­ber 2012.  Con­tract funds in the amount of $35,595,116 will expire at the end of the cur­rent fis­cal year.  The Naval Air Sys­tems Com­mand, Patux­ent Riv­er, Md., is the con­tract­ing activity. 

            Ener­get­ics Tech­nol­o­gy Cen­ter, Inc., Wal­dorf, Md., is being award­ed a $23,332,073 firm-fixed-price research and devel­op­ment for work in sup­port of ener­get­ics con­cepts devel­op­ment for enhanced blast weapon tech­nol­o­gy demon­stra­tions spon­sored by the Office of Naval Research and Defense Threat Reduc­tion Agency.  This require­ment is for advanced research in the fol­low­ing spe­cif­ic research areas of analy­sis and tech­ni­cal inves­ti­ga­tion projects for trau­mat­ic brain injury, ener­getic infor­mat­ics, ener­getic sys­tems engi­neer­ing, autonomous sys­tems, and ener­getic mate­ri­als.  Work will be per­formed in La Pla­ta, Md., and is expect­ed to be com­plet­ed by August 2016.  Con­tract funds in the amount of $220,000 expire at the end of the cur­rent fis­cal year.  This con­tract was com­pet­i­tive­ly pro­cured via a broad agency announce­ment, with eight offers sub­mit­ted.  The Naval Sur­face War­fare Cen­ter, Indi­an Head, Md., is the con­tract­ing activ­i­ty (N00174-11-C-0036).

            Great Mills Con­struc­tion Co.*, Great Mills, Md., is being award­ed a max­i­mum $18,000,000 firm-fixed-price, indef­i­nite-deliv­ery/in­def­i­nite-quan­ti­ty con­tract for new paving con­struc­tion ser­vices con­sist­ing of new paving, paving repair and replace­ment of var­i­ous types of pave­ment with­in the Naval Facil­i­ties Engi­neer­ing Com­mand (NAVFAC) Wash­ing­ton area of respon­si­bil­i­ty (AOR).  No task orders are being issued at this time.  Work will be per­formed at var­i­ous loca­tions in the NAVFAC Wash­ing­ton AOR includ­ing Vir­ginia, Mary­land, and the Dis­trict of Colum­bia.  Con­tract funds in the amount of $5,000 will expire at the end of the cur­rent fis­cal year.  The term of the con­tract is not to exceed 36 months, with an expect­ed com­ple­tion date of July 2014.  This con­tract was com­pet­i­tive­ly pro­cured via the Navy Elec­tron­ic Com­merce Online web­site, with nine pro­pos­als received.   The Naval Facil­i­ties Engi­neer­ing Com­mand, Wash­ing­ton, Wash­ing­ton, D.C., is the con­tract­ing activ­i­ty (N40080-11-D-0308). 

            DRS ICAS, L.L.C., Hor­sham, Pa., is being award­ed an $8,322,206 indef­i­nite-deliv­ery/in­def­i­nite quan­ti­ty, firm-fixed-price con­tract for equip­ment, engi­neer­ing and tech­ni­cal sup­port ser­vices in sup­port of the data link sys­tems, com­mu­ni­ca­tion sys­tems, and cryp­to­graph­ic sys­tems.  This con­tract includes options, which, if exer­cised, would bring the cumu­la­tive val­ue of this con­tract to an esti­mat­ed $44,000,000.  Work will be per­formed in Charleston, S.C. (50 per­cent), and Hor­sham, Pa. (50 per­cent), and is expect­ed to be com­plet­ed by August 2012.  If all options are exer­cised, work could con­tin­ue until August 2016.  Con­tract funds will not expire at the end of the cur­rent fis­cal year.  This con­tract was not com­pet­i­tive­ly pro­cured because it is a sole-source acqui­si­tion.  Space and Naval War­fare Sys­tems Cen­ter Atlantic, Charleston, S.C., is the con­tract­ing activ­i­ty (N65236-11-D-3240). 

ARMY

            Medico Indus­tries, Inc., Wilkes Barre, Pa. (W15QKN-11-D-0208), and Mod­ern Indus­tries, Inc., Erie, Pa. (W15QKN-11-D-0209), were award­ed a $105,674,415 firm-fixed-price indef­i­nite-deliv­ery/in­def­i­nite-quan­ti­ty mul­ti­ple-award-task-order con­tract between two con­trac­tors.  The award will pro­vide for the facil­i­ties, per­son­nel, and equip­ment for the man­u­fac­ture of var­i­ous high-explo­sive pro­jec­tiles.  Work loca­tion will be deter­mined with each task order, with an esti­mat­ed com­ple­tion date of Aug. 17, 2020.  Five bids were solicit­ed, with five bids received.  The U.S. Army Con­tract­ing Com­mand, Picatin­ny Arse­nal, N.J., is the con­tract­ing activity. 

            IEC — All Star, L.L.C., Grand­view, Mo., was award­ed a $100,000,000 firm-fixed-price con­tract.  The award will pro­vide for the con­struc­tion ser­vices for a broad range of mil­i­tary ren­o­va­tion, repair and main­te­nance projects in sup­port of the Direc­torate of Pub­lic Works, U.S. Army Gar­ri­son, Fort Irwin, Calif.  Work will be per­formed in Fort Irwin, Calif., with an esti­mat­ed com­ple­tion date of Aug. 17, 2012.  The bid was solicit­ed through the Inter­net, with 20 bids received.  The Instal­la­tion Con­tract­ing Office, Fort Irwin, Calif., is the con­tract­ing activ­i­ty (W9124B-11-D-0001).

            NMA Archi­tects Plan­ners Leed Con­sul­tants, Car­roll­ton, Texas (W9127S-11-D-6008); Altus Archi­tec­tur­al Stu­dios, Inc., Oma­ha, Neb. (W9127S-11-D-6006); and KAL Archi­tects, Inc., Irvine, Calif. (W9127S-11-D-6004), were award­ed a $75,000,000 mul­ti­ple-award-task-order con­tract between three con­trac­tors.  The award will pro­vide for the plan­ning ser­vices and design sup­port in sup­port of the Air Force Med­ical Ser­vices Design-Build Pro­gram.  Work loca­tion will be deter­mined with each task order, with an esti­mat­ed com­ple­tion date of Aug. 18, 2016.  The bid was solicit­ed through the Inter­net, with 33 bids received.  The U.S. Army Corps of Engi­neers, Lit­tle Rock, Ark., is the con­tract­ing activity. 

            Amer­i­can Sci­ence & Engi­neer­ing, Inc., Bil­ler­i­ca, Mass., was award­ed a $34,320,222 firm-fixed-price indef­i­nite-deliv­ery/in­def­i­nite-quan­ti­ty con­tract.  The award will pro­vide for the mod­i­fi­ca­tion of an exist­ing con­tract to pro­vide on-site main­te­nance and sus­tain­ment on Non-Intru­sive Vehi­cle Inspec­tion Sys­tems Z backscat­ter vans.  Work will be per­formed in Afghanistan, Iraq, and Bil­ler­i­ca, Mass., with an esti­mat­ed com­ple­tion date of June 27, 2012.  One bid was solicit­ed, with one bid received.  The U.S. Army Con­tract­ing Com­mand, War­ren, Mich., is the con­tract­ing activ­i­ty (W52H09-08-D-0393).

            Uni­ver­sal Solu­tions, Inc., New­port News, Va., was award­ed a $31,400,000 firm-fixed-price con­tract.  The award will pro­vide for the field ser­vice sup­port and pro­gram man­age­ment on behalf of the Rapid Equip­ping Force.  Work loca­tion will be deter­mined with each task order, with an esti­mat­ed com­ple­tion date of Aug. 16, 2014.  Sev­en bids were solicit­ed, with one bid received.  The U.S. Army Con­tract­ing Com­mand, Aberdeen Prov­ing Ground, Md., is the con­tract­ing activ­i­ty (W91CRB-11-D-0021).

            Bethel Ser­vices, Bethel, Alas­ka, was award­ed a $17,295,324 firm-fixed-price con­tract.  The award will pro­vide for the pro­cure­ment of 18 cold weath­er kits, and 68 show­er water reuse sys­tems.  Work will be per­formed in Bethel, Alas­ka, with an esti­mat­ed com­ple­tion date of June 29, 2012.  One bid was solicit­ed, with one bid received.  The U.S. Army Con­tract­ing Com­mand, Nat­ick, Mass., is the con­tract­ing activ­i­ty (W911QY-11-C-0069).

            Facil­i­ty Ser­vices Man­age­ment, Inc., Clarksville, Tenn., was award­ed a $16,366,935 firm-fixed-price and cost-plus-fixed-fee con­tract.  The award will pro­vide for instal­la­tion sup­port ser­vices for the Direc­torate of Pub­lic Works, U.S. Army Yuma Prov­ing Ground, Ariz.  Work will be per­formed in Yuma, Ariz., with an esti­mat­ed com­ple­tion date of Sept. 30, 2014.  The bid was solicit­ed through the Inter­net, with eight bids received.  The U.S. Army Mis­sion and Instal­la­tion Con­tract­ing Com­mand, Yuma, Ariz., is the con­tract­ing activ­i­ty (W9124R-11-C-0011).

            CACI-WGI, Inc., Chan­til­ly, Va., was award­ed a, $8,903,674 cost-plus-fixed-fee con­tract.  The award will pro­vide for the sup­port ser­vices to the Joint Impro­vised Explo­sive Device Defeat Organization’s Oper­a­tions and Train­ing Divi­sion.  Work will be per­formed in Iraq, and Arling­ton, Va., with an esti­mat­ed com­ple­tion date of Aug. 26, 2013.  Five bids were solicit­ed, with five bids received.  The U.S. Army Con­tract­ing Com­mand, Aberdeen Prov­ing Ground, Md., is the con­tract­ing activ­i­ty (W91CRB-09-D-0057).

            Gen­er­al Dynam­ics Arma­ment and Tech­ni­cal Prod­ucts, Willis­ton, Vt., was award­ed an $8,596,739 firm-fixed-price con­tract.  The award will pro­vide for the mod­i­fi­ca­tion of an exist­ing con­tract to pro­vide the load, assem­ble and pack 155mm M231 and M232A1 Mod­u­lar Artillery Charge Sys­tem pro­pelling charge incre­ments.  Work will be per­formed in Burling­ton, Vt., with an esti­mat­ed com­ple­tion date of Sept. 13, 2013.  Two bids were solicit­ed, with two bids received.             A.T. Kear­ney, Inc., Chica­go, Ill., was award­ed a $7,065,222 firm-fixed-price con­tract.  The award will pro­vide for the sup­port ser­vices to address the pro­duc­tion cost of the F‑135 engine.  Work will be per­formed in Chica­go, Ill., with an esti­mat­ed com­ple­tion date of May 18, 2012.  One bid was solicit­ed, with one bid received.  The U.S. Army Con­tract­ing Com­mand, Alexan­dria, Va., is the con­tract­ing activ­i­ty (W91WAW-11-C-0033).

            Jacob Engi­neer­ing Group, Inc., St. Louis, Mo., was award­ed a $7,000,000 firm-fixed-price indef­i­nite-deliv­ery con­tract.  The award will pro­vide for the archi­tect and engi­neer­ing ser­vices to sup­port the U.S. Army Corps of Engi­neers, Mobile Dis­trict, Mil­i­tary Con­struc­tion Design Pro­gram.  Work will be per­formed in Mobile, Ala., with an esti­mat­ed com­ple­tion date of Aug. 8, 2016.  The bid was solicit­ed through the Inter­net, with 109 bids received.  The Corps of Engi­neers, Mobile, Ala., is the con­tract­ing activ­i­ty (W91278-11-D-0083).
