                 The Boe­ing Co., St. Louis, Mo., is being award­ed a $129,996,000 mod­i­fi­ca­tion to a pre­vi­ous­ly award­ed firm-fixed-price con­tract (N00019-09-C-0086) for the pro­cure­ment of 12 EA-18G Lot 35 full rate pro­duc­tion air­borne elec­tron­ic attack kits and the asso­ci­at­ed non-recur­ring engi­neer­ing.  Work will be per­formed in Bal­ti­more, Md. (43.3 per­cent); St. Louis, Mo. (33.3 per­cent); Beth­page, N.Y. (17.8 per­cent); and Fort Wayne, Ind. (5.6 per­cent).  Work is expect­ed to be com­plet­ed in July 2013.  Con­tract funds will not expire at the end of the cur­rent fis­cal year.  The Naval Air Sys­tems Com­mand, Patux­ent Riv­er, Md., is the con­tract­ing activity. 

                 Turn­er Uni­ver­sal, Brent­wood, Tenn., is being award­ed a $92,581,000 firm-fixed-price con­tract for design and con­struc­tion of 2nd Intel­li­gence Bat­tal­ion com­plex and 2nd Angli­co Bat­tal­ion com­plex at the North Wal­lace Creek area, Marine Corps Base Camp Leje­une.  The work to be per­formed pro­vides design and con­struc­tion for sev­en new struc­tures total­ing approx­i­mate­ly 252,000 square feet to sup­port the 2nd Intel­li­gence Bat­tal­ion com­plex and the 2nd Angli­co Bat­tal­ion com­plex.  The site­work con­struc­tion includes clear­ing, roads, side­walks, sur­face pave­ments for POV and tac­ti­cal vehi­cle park­ing, wash­pads, oil-water separator(s), secu­ri­ty fenc­ing and gates, turf, land­scap­ing and oth­er site improve­ments; grad­ing and drainage, util­i­ties and site light­ing.  Util­i­ties include potable water, san­i­tary sew­er, nat­ur­al gas, elec­tri­cal pow­er and telecom­mu­ni­ca­tions.  Demo­li­tion of Build­ing 445 at a sep­a­rate site will be accom­plished as a part of this project.  The con­tract also con­tains two unex­er­cised options, which, if exer­cised, would increase cumu­la­tive con­tract val­ue to $103,054,710.  Work will be per­formed in Jack­sonville, N.C., and is expect­ed to be com­plet­ed by July 2013.  Con­tract funds will not expire at the end of the cur­rent fis­cal year.  This con­tract was com­pet­i­tive­ly pro­cured via the Navy Elec­tron­ic Com­merce Online web­site, with 36 pro­pos­als received.  The Naval Facil­i­ties Engi­neer­ing Com­mand, Mid-Atlantic, Nor­folk, Va., is the con­tract­ing activ­i­ty (N40085-11-C-4000).

                 RQ/Brasfield Gor­rie, JV, Carls­bad, Calif., is being award­ed a $79,462,833 firm-fixed-price con­tract for design and con­struc­tion of bach­e­lor enlist­ed quar­ters (BEQ) com­plex at Wal­lace Creek North, Marine Corps Base Camp Leje­une.  This project includes a mul­ti-sto­ry, mul­ti-wing BEQ com­plex of 402-room mod­ules, a 650-vehi­cle, mul­ti-sto­ry park­ing garage.  Ancil­lary struc­tures at the BEQ include recre­ation­al and dry­ing shel­ters, equip­ment clean­ing areas as well as ath­let­ic courts and land­scaped court­yards.  The park­ing garage shall include a high-effi­cien­cy pho­to­volta­ic array for gen­er­a­tion of elec­tric­i­ty for use by the facil­i­ties con­struct­ed under this con­tract.  Site work con­struc­tion includes clear­ing, improve­ments to Para­chute Tow­er Road, dri­ve­ways, side­walks, sur­face pave­ments for pri­vate­ly owned vehi­cle park­ing, secu­ri­ty fenc­ing and gates, turf, land­scap­ing and oth­er site improve­ments; grad­ing and drainage, util­i­ties and site light­ing.  Util­i­ties include potable water, san­i­tary sew­er, nat­ur­al gas, elec­tri­cal pow­er and telecom­mu­ni­ca­tions.  There is min­i­mal facil­i­ty demo­li­tion asso­ci­at­ed with this project.  The con­tract also con­tains three unex­er­cised options, which, if exer­cised, would increase cumu­la­tive con­tract val­ue to $89,179,448.  Work will be per­formed in Jack­sonville, N.C., and is expect­ed to be com­plet­ed by July 2013.  Con­tract funds will not expire at the end of the cur­rent fis­cal year.  This con­tract was com­pet­i­tive­ly pro­cured via the Navy Elec­tron­ic Com­merce Online web­site, with 34 pro­pos­als received.  The Naval Facil­i­ties Engi­neer­ing Com­mand, Mid-Atlantic, Nor­folk, Va., is the con­tract­ing activ­i­ty (N40085-11-C-4001).

                 Dyn­Corp Inter­na­tion­al, LLC, Fort Worth, Texas, is being award­ed a $37,434,785 mod­i­fi­ca­tion under a pre­vi­ous­ly award­ed cost-plus-award-fee con­tract (N62742-08-C-1115) to exer­cise the fourth option peri­od to pro­vide ser­vices for Philip­pines oper­a­tions sup­port in the Repub­lic of the Philip­pines for the Joint Spe­cial Oper­a­tions Task Force Philip­pines.  The work to be per­formed pro­vides for all labor, super­vi­sion, man­age­ment, tools, mate­ri­als, equip­ment, facil­i­ties, trans­porta­tion, inci­den­tal engi­neer­ing, and oth­er items nec­es­sary to pro­vide sup­port ser­vices.  After award of this option, the total cumu­la­tive con­tract val­ue will be $172,586,729.  Work will be per­formed in the Repub­lic of the Philip­pines; work for this option peri­od is expect­ed to be com­plet­ed June 30, 2012.  Con­tract funds will expire at the end of the cur­rent fis­cal year.  The Naval Facil­i­ties Engi­neer­ing Com­mand, Pacif­ic, Pearl Har­bor, Hawaii, is the con­tract­ing activity. 

                 Lock­heed Mar­tin Corp., MS2, Inte­grat­ed Defense Tech­nolo­gies, Bal­ti­more, Md., is being award­ed a $13,070,102 mod­i­fi­ca­tion under pre­vi­ous­ly award­ed con­tract (N00024-11-C-5302) for MK 41 Ver­ti­cal Launch­ing Sys­tem (VLS) ord­nance alter­ation kits, pro­duc­tion sup­port mate­r­i­al, inter­im sup­port parts, and equip­ment in sup­port of DDG 51-class new con­struc­tion, and Aegis mod­ern­iza­tion pro­grams. The MK 41 VLS pro­vides a mis­sile launch­ing sys­tem for CG 47- and DDG 51-class sur­face com­bat­ants of the U.S. Navy, sur­face com­bat­ants of allied navies, and Aegis Ashore require­ments for Mis­sile Defense Agency’s Ground Bal­lis­tic Mis­sile Defense Pro­gram.  It is the pri­ma­ry mis­sile launch­ing sys­tem aboard Navy com­bat­ants used to store, safe, inven­to­ry and launch mis­siles of var­i­ous types.  Work will be per­formed in Bal­ti­more, Md. (29.5 per­cent); Ft. Wal­ton Beach, Fla. (18.8 per­cent); Moorestown, N.J. (11.6 per­cent); Lewis­burg, Tenn. (10.1 per­cent); John­stown, Pa. (9.2 per­cent); Owego, N.Y.                  The Raytheon Co., McK­in­ney, Texas, is being award­ed a $10,426,709 mod­i­fi­ca­tion under a pre­vi­ous­ly award­ed con­tract (N0000-1905-G-0008) to exer­cise an option to pro­cure sup­plies and ser­vices for 38 lasers and laser elec­tron­ic units and an addi­tion­al 28 Elec­tor opti­cal sens­ing unit kits.  These kits sup­port the Advanced Tar­get For­ward Look­ing Infrared mark­er retro­fit effort.  Work will be per­formed in El Segun­do, Calif.                  CER, Inc., Bal­ti­more, Md., is being award­ed a $9,052,500 firm-fixed-price task order #0007 under a pre­vi­ous­ly mul­ti­ple award con­struc­tion con­tract (N40080-10-D-0302) for design and con­struc­tion for ren­o­va­tions to the Leje­une Hall pool at the U.S. Naval Acad­e­my.  The work to be per­formed pro­vides for the replace­ment of Leje­une Hall’s air-han­dling units and heat­ing water sup­ply, instal­la­tion of roof-mount­ed exhaust fans, heat­ing and ven­ti­lat­ing unit, high-temp water heat exchang­ers, new chilled water pip­ing and micro­proces­sor-based DDC sys­tem for HVAC con­trol and mon­i­tor­ing, new water sup­ply sys­tem, drainage sys­tem and pumps, deck for the 50-meter and dive pools, all elec­tri­cal, fire-pro­tec­tion, archi­tec­tur­al and struc­tur­al upgrades to sup­port the work and inci­den­tal relat­ed work.  The task order also con­tains two unex­er­cised options, which, if exer­cised, would increase cumu­la­tive task order val­ue to $9,253,500.  Work will be per­formed in Annapo­lis, Md., and is expect­ed to be com­plet­ed by August 2012.  Con­tract funds will expire at the end of the cur­rent fis­cal year.  Five pro­pos­als were received for this task order.  The Naval Facil­i­ties Engi­neer­ing Com­mand Washington/Public Works Depart­ment Annapo­lis, Md., is the con­tract­ing activity. 

                 Burns & Roe Ser­vices Corp., Vir­ginia Beach, Va., is being award­ed an $8,635,614 mod­i­fi­ca­tion under a pre­vi­ous­ly award­ed firm-fixed-price, indef­i­nite-deliv­ery/in­def­i­nite-quan­ti­ty con­tract (N62470-06-D-4614) to exer­cise option five for util­i­ties and main­te­nance ser­vices at U.S. Naval Base, Guan­tanamo Bay, Cuba.  The work to be per­formed pro­vides for, but is not lim­it­ed to, man­age­r­i­al, super­vi­sion, labor, engi­neer­ing ser­vices, tools, mate­ri­als, equip­ment and trans­porta­tion nec­es­sary for the util­i­ties sys­tems oper­a­tion and main­te­nance, includ­ing: sea­wa­ter desalin­iza­tion; potable water treat­ment, stor­age, and dis­tri­b­u­tion; water qual­i­ty test­ing and con­trol; elec­tri­cal pow­er pro­duc­tion and dis­tri­b­u­tion; cathod­ic pro­tec­tion sys­tems oper­a­tion and main­te­nance; air­field light­ing sys­tems main­te­nance and repair; main­te­nance and repair of street, recre­ation­al, perime­ter, and secu­ri­ty light­ing; oper­a­tion and main­te­nance of satel­lite boil­ers, air com­pres­sors, incin­er­a­tors, swim­ming pools; and mis­cel­la­neous oth­er mechan­i­cal equip­ment.  The total con­tract amount after exer­cise of this option will be $64,157,029.  Work will be per­formed at U.S. Naval Sta­tion Guan­tanamo Bay, Cuba, and is expect­ed to be com­plet­ed by June 2012.  Con­tract funds will expire at the end of the cur­rent fis­cal year.  The Naval Facil­i­ties Engi­neer­ing and Acqui­si­tion Divi­sion, Guan­tanamo Bay, Cuba is the con­tract­ing activity. 

AIR FORCE

                 BAE Sys­tems Tech­nol­o­gy Solu­tions & Ser­vices, Inc., Rockville, Md., is being award­ed a $23,467,965 firm-fixed-price con­tract to acquire the form, fit, func­tion replace­ment mis­sion com­put­er, sys­tem inte­gra­tion, tri­al instal­la­tion, test, kit proof, and kit man­u­fac­ture on the Spe­cial Oper­a­tions Forces MC-130H and AC-130U air­craft.  WR-ALC/GRUKA, Robins Air Force Base, Ga., is the con­tract­ing activ­i­ty (FA8509-11-C-0005).

                 Northrop Grum­man Sys­tems Corp., Elec­tron­ics Sys­tems Sec­tion, Linthicum Heights, Md., is being award­ed a $17,502,065 cost-plus-fixed-fee con­tract to advance the state of the art in laser detec­tion and rang­ing tech­nol­o­gy in detect­ing and char­ac­ter­iz­ing poten­tial tar­gets.  This will be accom­plished via high alti­tude flight test­ing and new data pro­cess­ing algo­rithms that improve upon a pre­vi­ous­ly devel­oped sys­tem.  The loca­tion of per­for­mance is Linthicum Heights, Md.  AFRL/PKDB, Wright-Pat­ter­son Air Force Base, Ohio, is the con­tract­ing activ­i­ty (FA8650-11-C-7124).

                Raytheon BBN Tech­nolo­gies Corp., Cam­bridge, Mass., is being award­ed a $16,766,890 cost-plus-fixed-fee con­tract mod­i­fi­ca­tion to design, test, and devel­op new and inno­vat­ed tech­nolo­gies for use with the Wire­less Net­work After Next Pro­gram.  Deliv­er­ables will include hard­ware and soft­ware.  The loca­tion of per­for­mance is Cam­bridge, Mass.  The Air Force Research Laboratory/RKID, Rome, N.Y., is the con­tract­ing activ­i­ty (FA8750-11-C-0201 PO0001). 

                 Raytheon Co., Mis­sile Sys­tems Divi­sion, is being award­ed a $10,573,352 cost-plus-fixed-fee con­tract mod­i­fi­ca­tion for the Proces­sor Replace­ment Pro­gram For­eign Mil­i­tary Sales soft­ware exten­sion prob­a­bil­i­ty of weapon effec­tive­ness.  The loca­tion of per­for­mance is Tuc­son, Ariz.  AAC/EBAC, Eglin Air Force Base, Fla., is the con­tract­ing activ­i­ty (FA8675-09-C-0052 PO0032). 

                 Aero­jet Gen­er­al Corp., Ran­cho Cor­do­va, Calif., is being award­ed a $7,502,212 firm-fixed-price con­tract mod­i­fi­ca­tion to devel­op a set of mod­el­ing and sim­u­la­tion tools for closed expander hydro­gen fueled engines that will allow attain­ment of increase in the spe­cif­ic impulse and in the thrust/weight over the base­line and that applic­a­bil­i­ty to oth­er engine cycles.  This mod­i­fi­ca­tion puts on con­tract the next gen­er­a­tion engine and the upper-stage tech­nol­o­gy options.  This work sup­ports the inte­grat­ed high pay­off rock­et propul­sion tech­nol­o­gy in the boost and orbit trans­fer mis­sion area for the upper stage engine.  The loca­tion of per­for­mance is Ran­cho Cor­do­va, Calif.  AFPTC/PKTA, Edwards Air Force Base, Calif., is the con­tract­ing activ­i­ty (FA9300-04-C-0008 PO0057). 

DEFENSE LOGISTICS AGENCY 

                 Sanofi Pas­teur, Swift­wa­ter, Pa. was award­ed a firm-fixed-price con­tract with a max­i­mum $15,770,543 for flu vac­cines.  There are no oth­er loca­tions of per­for­mance.  Using ser­vices are Army, Navy, Air Force, Marine Corps and fed­er­al civil­ian agen­cies.  The date of per­for­mance com­ple­tion is Nov. 30, 2011.  The Defense Logis­tics Agency Troop Sup­port, Philadel­phia, Pa., is the con­tract­ing activ­i­ty (SPM2DP-11-D-0007).
