USAUS Military contracts for FY11

MISSILE DEFENSE AGENCY

The Mis­sile Defense Agency (MDA) is pleased to announce the award of advi­so­ry and assis­tance ser­vices con­tracts to Booz Allen Hamil­ton, McLean, Va. (HQ0147-11-D-0001); MacAulay-Brown, Inc., Day­ton, Ohio (HQ0147-11-D-0002); Sci­ence Appli­ca­tions Inter­na­tion­al Corp., Arling­ton, Va. (HQ0147-11-D-0003); and TASC, Andover, Mass. (HQ0147-11-D-0004). Each firm will receive an indef­i­nite-deliv­ery/in­def­i­nite-quan­ti­ty con­tract to pro­vide advi­so­ry and assis­tance ser­vices through­out MDA. The con­trac­tors will assist the acqui­si­tion direc­torate in pro­vid­ing agency advi­so­ry ana­lyt­i­cal sup­port for sub­ject mat­ter exper­tise through­out the agency for engi­neer­ing, test, finance, acqui­si­tion, readi­ness and strate­gic activ­i­ties in sup­port of the Bal­lis­tic Mis­sile Defense Sys­tem. This pro­cure­ment is man­aged by the MDA Engi­neer­ing and Sup­port Ser­vices Pro­gram Office. This direc­torate is respon­si­ble for cen­tral­ly man­ag­ing the acqui­si­tion of advi­so­ry and assis­tance ser­vices for the agency. These con­tracts are being com­pet­i­tive­ly award­ed under the full and open, unre­strict­ed, Request for Pro­pos­al HQ0147-09-R-0002. Each con­tract has a not-to-exceed order­ing ceil­ing of $281,700,000. The com­pa­nies will have the oppor­tu­ni­ty to bid on each indi­vid­ual task order. Work under these con­tracts will be per­formed in Huntsville, Ala.; Court­land, Ala.; Chan­dler, Ariz.; Den­ver, Colo.; Orlan­do, Fla.; Cam­bridge, Mass.; Albu­querque, N.M.; Kirt­land Air Force Base, N.M.; and Arling­ton, Va. The per­for­mance peri­od is through Feb­ru­ary 2016. Oblig­a­tions will be made by task orders using research, devel­op­ment, test and eval­u­a­tion funds. 

ARMY

Raytheon, Dal­las, Texas, was award­ed on Feb. 11 a $68,680,036 firm-fixed-price indef­i­nite-deliv­ery/in­def­i­nite-qual­i­ty con­tract. The award will pro­vide for the pur­chase of 9,001 ther­mal weapon sys­tems. Work will be per­formed in Dal­las, Texas, with an esti­mat­ed com­ple­tion date of June 30, 2012. Three bids were solicit­ed with three bids received. The U.S. Army Con­tract­ing Com­mand, Aberdeen Prov­ing Ground, Md., is the con­tract­ing activ­i­ty (W91CRB-07-D-0029).

DRS, Palm Bay, Fla., was award­ed on Feb. 11 a $68,225,668 firm-fixed-price indef­i­nite-deliv­ery/in­def­i­nite-qual­i­ty con­tract. The award will pro­vide for the pur­chase of 6,876 ther­mal weapon sys­tems. Work will be per­formed in Palm Bay, Fla., with an esti­mat­ed com­ple­tion date of June 30, 2012. Three bids were solicit­ed with three bids received. The U.S. Army Con­tract­ing Com­mand, Aberdeen Prov­ing Ground, Md., is the con­tract­ing activ­i­ty (W91CRB-07-D-0031).

BAE, Bel­camp, Md., was award­ed on Feb. 11 a $58,023,455 firm-fixed-price indef­i­nite deliv­ery / indef­i­nite qual­i­ty con­tract. The award will pro­vide for the pur­chase of 6,000 ther­mal weapon sys­tems. Work will be per­formed in Bel­camp, Md., with an esti­mat­ed com­ple­tion date of June 30, 2012. Three bids were solicit­ed with three bids received. The U.S. Army Con­tract­ing Com­mand, Aberdeen Prov­ing Ground, Md., is the con­tract­ing activ­i­ty (W91CRB-07-D-0030).

Nation­al Elec­tric Coil, Colum­bus, Ohio, was award­ed on Feb. 11 a $14,583,852 firm-fixed-price con­tract. The award will pro­vide for the main­te­nance of three gen­er­a­tors, includ­ing remov­ing old sta­tor wind­ings and sta­tor cores; restack­ing new sta­tor cores; installing and test­ing the new sta­tor wind­ings; and test­ing the rotor field poles, at the Big Bend Pow­er­house at Fort Thomp­son, S.D. Work will be per­formed in Fort Thomp­son, S.D., with an esti­mat­ed com­ple­tion date of Feb. 25, 2014. Eigh­teen bids were solicit­ed with four bids received. The U.S. Army Corps of Engi­neers, Oma­ha Dis­trict, Oma­ha, Neb., is the con­tract­ing activ­i­ty (W9128F-11-C-0005).

AIR FORCE

Oasis Sys­tems, Inc., Lex­ing­ton, Mass., was award­ed an esti­mat­ed $51,351,954 con­tract mod­i­fi­ca­tion for the Tech­ni­cal and Acqui­si­tion Man­age­ment Sup­port Pro­gram, which pro­vides for a wide range of diverse non-engi­neer­ing, tech­ni­cal and acqui­si­tion man­age­ment sup­port required in the acqui­si­tion, devel­op­ment, pro­duc­tion, and sup­port of var­i­ous equip­ment and weapon sys­tems with­in the Air Arma­ment Cen­ter and oth­er orga­ni­za­tions at Eglin Air Force Base, Fla. This is an option exer­cise for one of the three mul­ti-award TAMS indef­i­nite-deliv­ery/in­def­i­nite-quan­ti­ty con­tracts. At this time, zero dol­lars have been oblig­at­ed. AAC/PKES, Eglin Air Force Base, Fla., is the con­tract­ing activ­i­ty (FA9200-10-D-00173; P00005).

Lock­heed Mar­tin Corp., Lock­heed Mar­tin Aero­nau­tics Co., Mari­et­ta, Ga., was award­ed an $8,881,386 con­tract mod­i­fi­ca­tion for the C‑5 Reli­a­bil­i­ty Enhance­ment and Re-Engi­neer­ing Pro­gram Lot 4 readi­ness spares pack­age, part two, for Dover and Travis Air Force Bases. At this time, $8,881,386 has been oblig­at­ed. ASC/WLSK, Wright-Pat­ter­son Air Force Base, Ohio, is the con­tract­ing activ­i­ty (FA8625-07-C-6471; P00076).
NAVY

ITT Corp., Elec­tron­ic Sys­tems, Elec­tron­ic War­fare Sys­tems, Clifton, N.J., is being award­ed a $14,866,314 firm-fixed-price con­tract for the man­u­fac­ture and deliv­ery of six full rate pro­duc­tion Lot 8 AN/ALQ-214(V)3 onboard jam­mer sys­tems for instal­la­tion on the F/A‑18E/F air­craft. The AN/AQ-214 onboard jam­mer is a major sub­sys­tem of the Inte­grat­ed Defen­sive Elec­tron­ic Coun­ter­mea­sures (IDECM) Radio Fre­quen­cy Coun­ter­mea­sures (RFCM) Pro­gram. The IDEMC RFCM sys­tem is a radio fre­quen­cy (RF) self-pro­tec­tion elec­tron­ic coun­ter­mea­sures suite that improves the sur­viv­abil­i­ty of tac­ti­cal com­bat Navy air­craft against RF guid­ed sur­face-to-air and air-to-air mis­siles. Work will be per­formed in Clifton, N.J., and is expect­ed to be com­plet­ed in Novem­ber 2013. Con­tract funds will not expire at the end of the cur­rent fis­cal year. This con­tract was not com­pet­i­tive­ly pro­cured. The Naval Air Sys­tems Com­mand, Patux­ent Riv­er, Md., is the con­tract­ing activ­i­ty (N00019-11-C-0002).

Gen­er­al Elec­tric Engine Ser­vices, Inc., Cincin­nati, Ohio, is being award­ed a $13,783,020 mod­i­fi­ca­tion to a pre­vi­ous­ly award­ed firm-fixed-price, indef­i­nite-deliv­ery/in­def­i­nite-quan­ti­ty con­tract (N00421-09-D-0008) for the repair of 15 T700-GE-401 engines and 36 T700-GE-401C engines for the AH-1Z and UH-1Y H‑1 heli­copters. Work will be per­formed in Win­field, Kan., and is expect­ed to be com­plet­ed in Feb­ru­ary 2012. Con­tract funds in the amount of $4,349,904 will expire at the end of the cur­rent fis­cal year. The Naval Air War­fare Cen­ter Air­craft Divi­sion, Patux­ent Riv­er, Md., is the con­tract­ing activity. 

Meg­gitt Defense Sys­tems, Inc., Irvine, Calif., is being award­ed an $11,859,330 deliv­ery order against a pre­vi­ous­ly award­ed firm-fixed-price, indef­i­nite-deliv­ery/in­def­i­nite-quan­ti­ty con­tract (N00019-07-D-0011) to pro­cure 83 H‑1 Lin­k­less Feed Sys­tems and 51 H‑1 lin­k­less feed sys­tems load­ers. Work will be per­formed in Irvine, Calif., and is expect­ed to be com­plet­ed in August 2012. Con­tract funds in the amount of $1,302,880 will expire at the end of the cur­rent fis­cal year. The Naval Air Sys­tems Com­mand, Patux­ent Riv­er, Md., is the con­tract­ing activity. 

Bell-Boe­ing Joint Project Office, Amar­il­lo, Texas, is being award­ed a $9,819,124 mod­i­fi­ca­tion to a deliv­ery order placed against a pre­vi­ous­ly issued basic order­ing agree­ment (N00019-07-G-0008) for the pro­cure­ment of 38 cen­tral de-ice dis­trib­u­tor and nacelle ice pro­tec­tion con­troller unit retro­fit kits for the V‑22 ice pro­tec­tion sys­tem. Work will be per­formed in Fort Worth, Texas, and is expect­ed to be com­plet­ed in Decem­ber 2012. Con­tract funds will not expire at the end of the cur­rent fis­cal year. The Naval Air Sys­tems Com­mand, Patux­ent Riv­er, Md., is the con­tract­ing activity. 

Lock­heed Mar­tin Space Sys­tems Co., Sun­ny­vale, Calif., is being award­ed a $7,606,178 mod­i­fi­ca­tion (P00003) to pre­vi­ous­ly award­ed cost-plus-fixed-fee con­tract (N00030-10-C-0026) to the Unit­ed King­dom tech­ni­cal ser­vices con­tract in sup­port of the TRIDENT Strate­gic Weapons Sys­tem, pro­vid­ing for the Col­lab­o­ra­tive Replace­ment Mate­r­i­al Exper­i­ment Two. Work will be per­formed pri­mar­i­ly in Sun­ny­vale, Calif., and is expect­ed to be com­plet­ed March 31, 2014. Con­tract funds will not expire at the end of the cur­rent fis­cal year. Navy Strate­gic Sys­tems Pro­grams, Arling­ton, Va., is the con­tract­ing activity. 

DEFENSE ADVANCED RESEARCH PROJECTS AGENCY

The Uni­ver­si­ty of South­ern Cal­i­for­nia, Infor­ma­tion Sci­ences Insti­tute, Mari­na del Rey, Calif., is being award­ed a $6,574,912 cost, no-fee con­tract (HR0011-11-C-0041). This award is for the Integri­ty and Reli­a­bil­i­ty in Inte­grat­ed Cir­cuits (IRIS) Pro­gram. The con­trac­tor will per­form research by sup­ply­ing bench­mark test arti­cles to bet­ter focus and dri­ve the results of the IRIS pro­gram. Work will be per­formed in Mari­na del Rey, Calif. The work is expect­ed to be com­plet­ed May 31, 2014. The Defense Advanced Research Projects Agency is the con­tract­ing activity.
