USAUS Military contracts for FY11

AIR FORCE

The Lock­heed Mar­tin Corp., Fort Worth, Texas, was award­ed a $726,566,728 con­tract mod­i­fi­ca­tion which is for the cal­en­dar year 2011 sus­tain­ment of the F‑22 air­craft. At this time, $388,012,693 has been oblig­at­ed. ASC/WWUK, Wright-Pat­ter­son Air Force Base, Ohio, is the con­tract­ing activ­i­ty (FA8611-08-C-2897; P00061). 

Amer­i­can Soci­ety for Engi­neer­ing Edu­ca­tion, Wash­ing­ton, D.C., was award­ed a $39,900,009 con­tract for admin­is­tra­tive sup­port and man­age­ment of the Nation­al Defense Sci­ence and Engi­neer­ing Grad­u­ate (NDSEG) Fel­low­ship Pro­gram. This pro­gram is designed to encour­age bac­calau­re­ate recip­i­ents to enter grad­u­ate school and ulti­mate­ly gain doc­tor­ates in des­ig­nat­ed dis­ci­plines. The NDSEGF Fel­low­ship pro­gram con­tract will cov­er six fel­low­ship class­es. Per­for­mance from March 1, 2011, to July 31, 2019. At this time, $760,000 has been oblig­at­ed. Air Force Office of Sci­en­tif­ic Research AFOSR/PK, Arling­ton, Va., is the con­tract­ing activ­i­ty (FA9550-11-C-0028).

L‑3 Com­mu­ni­ca­tions Corp., Link Sim­u­la­tion & Train­ing, Arling­ton, Texas, was award­ed a $12,877,622 con­tract mod­i­fi­ca­tion. The ini­tial con­tract, award­ed in Decem­ber 2008, cov­ered 31 months of devel­op­ment for a ful­ly immer­sive Block 40/50 F‑16 Mis­sion Train­ing Cen­ter (MTC). Priced pro­duc­tion options to buy up to 20 MTCs along with oper­a­tions and con­trac­tor logis­tics sup­port were also includ­ed. The resul­tant MTCs will net­work with the oth­er train­ing sim­u­la­tors via the Dis­trib­uted Mis­sion Oper­a­tions Net­work. This mod­i­fi­ca­tion adds the M6+OPF con­cur­ren­cy update. At this time, $3,219,406 has been oblig­at­ed. ASC/WNSK, Wright-Pat­ter­son Air Force Base, Ohio, is the con­tract­ing activ­i­ty (FA8621-09-C-6292; P00034). 

NAVY

Gen­er­al Dynam­ics Elec­tric Boat Corp., Gro­ton, Conn., is being award­ed a $59,963,504 cost-plus-fixed fee mod­i­fi­ca­tion to pre­vi­ous­ly award­ed con­tract (N00024-09-C-2104) to exer­cise an option for con­tin­ued Vir­ginia-class design for afford­abil­i­ty task­ing. The con­tract action exer­cis­es an exist­ing option for con­tin­ued task­ing of design efforts to make the con­struc­tion of Vir­ginia-class sub­marines more afford­able. This is a mod­i­fi­ca­tion to the exist­ing mul­ti­year con­tract N00024-09-C-2104 that pro­cured one sub­ma­rine per year for fis­cal 2009 and fis­cal 2010 and two sub­marines per year from fis­cal 2011 through fis­cal 2013. This con­tract action enables the Vir­ginia-class pro­gram to meet the man­date to reduce acqui­si­tion costs by 20 per­cent by the fis­cal 2012 ships. Work will be per­formed in Gro­ton, Conn. (95 per­cent), and Quon­set Point, R.I. (5 per­cent), and is expect­ed to be com­plete by Feb­ru­ary 2020. Con­tract funds will not expire at the end of the cur­rent fis­cal year. The Naval Sea Sys­tems Com­mand, Wash­ing­ton, D.C., is the con­tract­ing activity. 

Charles Stark Drap­er Lab­o­ra­to­ries, Inc., Cam­bridge, Mass., is being award­ed a $57,696,250 firm-fixed-price, fixed-price-incen­tive con­tract for Tri­dent II (D5) Guid­ance Sys­tem micro cir­cuit wafers and strate­gic sys­tems pro­grams alter­ation repair equiv­a­lent units. Work will be per­formed in Clear­wa­ter, Fla. (44.9 per­cent); Pitts­field, Mass. (29.9 per­cent); El Segun­do, Calif. (13.6 per­cent); and Cam­bridge, Mass. (11.6 per­cent). Work is expect­ed to be com­plet­ed June 30, 2013. Con­tract funds will not expire at the end of the cur­rent fis­cal year. This con­tact was not com­pet­i­tive­ly pro­cured. The Navy Strate­gic Sys­tems Pro­grams, Arling­ton, Va., is the con­tract­ing activ­i­ty (N00030-11-C-0014).

Swift­ships Ship­builders, LLC, Mor­gan City, La., is being award­ed a $20,221,529 mod­i­fi­ca­tion to pre­vi­ous­ly award­ed con­tract (N00024-09-C-2210) for the detail, design and con­struc­tion of four 28-meter coastal patrol crafts (CPCs) and asso­ci­at­ed crew famil­iar­iza­tion train­ing and tech­ni­cal ser­vices for the Egypt­ian Navy under the For­eign Mil­i­tary Sales Pro­gram. Swift­ships will pro­vide two co-assem­bly kits and two co-pro­duc­tion kits to sup­port the con­struc­tion of the four 28-meter CPCs. These kits, con­sist­ing of all mate­r­i­al nec­es­sary for con­struc­tion, will be shipped to Alexan­dria, Egypt, for con­struc­tion by an Egypt­ian work­force, with over­sight by Swift­ships. Work will be per­formed in Mor­gan City, La. (75 per­cent), Alexan­dria, Egypt (25 per­cent), and is expect­ed to be com­plet­ed by Feb­ru­ary 2014. Con­tract funds will not expire at the end of the cur­rent fis­cal year. The Naval Sea Sys­tems Com­mand, Wash­ing­ton, D.C., is the con­tract­ing activity. 

BAE Sys­tems, Nashua, N.H., is being award­ed a $19,733,804 cost-plus-fixed-fee con­tract for devel­op­ment of the fixed wing Advanced Pre­ci­sion Kill Weapon Sys­tem II for the AV-8B and A‑10 air­craft to sup­port a joint capa­bil­i­ty tech­nol­o­gy demon­stra­tion. Work will be per­formed in Nashua, N.H., and is expect­ed to be com­plet­ed in May 2013. Con­tract funds in the amount of $7,519,430 will expire at the end of the cur­rent fis­cal year. This con­tract was not com­pet­i­tive­ly pro­cured pur­suant to FAR 6.302–1. The Naval Air Sys­tems Com­mand, Patux­ent Riv­er, Md., is the con­tract­ing activ­i­ty (N00019-11-C-0033).

CACI Sys­tems, Inc., Chan­til­ly, Va., is being award­ed a $5,772,842 mod­i­fi­ca­tion to a pre­vi­ous­ly award­ed cost-plus-fixed-fee con­tract (N00421-06-C-0074) to exer­cise an option for ser­vices and sup­plies in sup­port of the design, devel­op­ment, pro­to­typ­ing, mod­i­fi­ca­tion, inte­gra­tion test and eval­u­a­tion, instal­la­tion, field­ing, cer­ti­fi­ca­tion, main­te­nance, life cycle and logis­tics sup­port of com­mand, con­trol, com­mu­ni­ca­tion, com­put­ers, intel­li­gence, sur­veil­lance and recon­nais­sance elec­tron­ic sys­tems. Work will be per­formed in Lex­ing­ton Park, Md. (80 per­cent), and St. Ini­goes, Md. (20 per­cent), and is expect­ed to be com­plet­ed in May 2011. The Naval Air War­fare Cen­ter Air­craft Divi­sion, Patux­ent Riv­er, Md., is the con­tract­ing activity. 

CDW Gov­ern­ment, LLC , Ver­non Hills, Ill. (N65236-11-D-4101); GTSI Corp.*, Hern­don, Va. (N65236-11-D-4102); Mer­com, Inc.*, Pawley’s Island, S.C. (N65236-11-D-4103); Sci­ence Appli­ca­tions Inter­na­tion­al Corp., McLean, Va. (N65236-11-D-4104); and The Whit­lock Group*, Rich­mond, Va. (N65236-11-D-4105), are each being award­ed an indef­i­nite-deliv­ery/in­def­i­nite-quan­ti­ty, fixed-price, mul­ti­ple award sup­ply con­tract for audio­vi­su­al tech­nol­o­gy. Each con­trac­tor will be award­ed $10,000 at the time of award. These con­tracts are for a base peri­od of one year and four addi­tion­al option years. These con­tracts include options which, if exer­cised, would bring the cumu­la­tive val­ue of these con­tracts to an esti­mat­ed $500,000,000. These five con­trac­tors will com­pete for the deliv­ery orders under the terms and con­di­tions of the award­ed con­tract. If all options are exer­cised, work could con­tin­ue until Feb­ru­ary 2016. Con­tract funds will not expire at the end of the cur­rent fis­cal year. The mul­ti­ple award con­tracts were com­pet­i­tive­ly pro­cured with full and open com­pe­ti­tion via the Space and Naval War­fare Sys­tem Com­mand e‑commerce web­site and the Fed­er­al Busi­ness Oppor­tu­ni­ties web­site, with six offers received. Space and Naval War­fare Sys­tems Cen­ter Atlantic, Charleston, S.C., is the con­tract­ing activity. 

DEFENSE LOGISTICS AGENCY

Metro Med­ical Equip­ment & Sup­ply, Inc.*, Saint Louis, Mo., is being award­ed a max­i­mum $45,000,000 fixed-price with eco­nom­ic price adjust­ment con­tract for sur­gi­cal and diag­nos­tic equip­ment. Oth­er loca­tions of per­for­mance are Mass­a­chu­setts, Okla­homa, Indi­ana, and Penn­syl­va­nia. Using ser­vices are Army, Navy, Air Force, Marine Corps and fed­er­al civil­ian agen­cies. There were orig­i­nal­ly 99 pro­pos­als solicit­ed with 68 respons­es. The date of per­for­mance com­ple­tion is Feb. 9, 2016. The Defense Logis­tics Agency Troop Sup­port, Philadel­phia, Pa., is the con­tract­ing activ­i­ty (SPM200-11-D-8204).

ARMY

Fordice Con­struc­tion Co., Vicks­burg, Miss., was award­ed on Feb. 8 a $13,327,351 firm-fixed-price con­tract. The award will pro­vide for flood con­trol ser­vices, chan­nel improve­ment, and an artic­u­lat­ed con­crete mat­tress cast­ing along the Mis­sis­sip­pi Riv­er and its trib­u­taries. Work will be per­formed in Delta, La., with an esti­mat­ed com­ple­tion date of Sept. 8, 2011. The bid was solicit­ed through the Fed­er­al Busi­ness Oppor­tu­ni­ties web­site, with two bids received. The U.S. Army Corps of Engi­neers, Vicks­burg Dis­trict, Vicks­burg, Miss., is the con­tract­ing activ­i­ty (W912EE-11-C-0002).
