AIR FORCE

Geor­gia Tech Applied Research Corp., Atlanta, Ga., is being award­ed a $49,853,499 cost-plus-fixed-fee, indef­i­nite-deliv­ery require­ments con­tract to iden­ti­fy emerg­ing sen­sor capa­bil­i­ties, and assess new or inno­v­a­tive sen­sor con­cepts that could be uti­lized to sat­is­fy emerg­ing or exist­ing require­ments; uti­lize analy­ses, trade stud­ies, and sim­u­la­tions to deter­mine the best poten­tial sen­sor solu­tions to sat­is­fy par­tic­u­lar oper­a­tional require­ments, and pro­vide that infor­ma­tion to acqui­si­tion deci­sion mak­ers; design, devel­op, and pro­to­type new sen­sor con­cepts in order to eval­u­ate their effec­tive­ness and deter­mine suit­abil­i­ty for tran­si­tion to field­ed sys­tems; pro­vide tech­nol­o­gy assess­ments that quan­ti­fy the readi­ness of par­tic­u­lar sen­sor tech­nolo­gies for use by Army forces; per­form test­ing and user eval­u­a­tions in order to deter­mine the per­for­mance of var­i­ous sen­sor sys­tems, often against ven­dor per­for­mance claims, and devel­op rec­om­men­da­tions regard­ing ini­tial or con­tin­ued use; uti­lize sub­ject mat­ter exper­tise to pro­vide tech­ni­cal guid­ance, assis­tance, and eval­u­a­tions rel­a­tive to spe­cif­ic sen­sor tech­nol­o­gy areas; dis­sem­i­nate infor­ma­tion regard­ing sen­sor tech­nol­o­gy from oth­er Depart­ment of Defense (DoD) and non-DoD sources, and con­duct train­ing for rapid equip­ping force and oth­er gov­ern­ment per­son­nel regard­ing employ­ment of those sen­sor tech­nolo­gies; and ana­lyze exist­ing and devel­op­ing threat capa­bil­i­ties to deter­mine future sen­sor require­ments, and pro­vide rec­om­men­da­tions on how to address those threats. MacAulay-Brown, Inc., Day­ton, Ohio, is being award­ed a $25,969,228 firm-fixed-price deliv­ery order with esti­mat­ed cost line items under Gen­er­al Ser­vices Admin­is­tra­tion mul­ti­ple-award, indef­i­nite-deliv­ery/in­def­i­nite-quan­ti­ty alliant gov­ern­ment-wide acqui­si­tion con­tract for infor­ma­tion tech­nol­o­gy and intel­li­gence ser­vices. Spe­cial­ized Con­tract­ing, HQ AFSOC/A7KQ, Hurl­burt Field, Fla., is the con­tract­ing activ­i­ty (GSOOQ09BGD0040 Deliv­ery Order: FA0021-11-F-0005). 

�� � � � � �Dyron Mur­phy Archi­tects, Albu­querque, N.M., is being award­ed a max­i­mum $25,000,000 indef­i­nite-deliv­ery/in­def­i­nite-quan­ti­ty con­tract for con­struc­tion ser­vices, sim­pli­fied acqui­si­tion base engi­neer­ing require­ments at Can­non Air Force Base, N.M. The 27th Spe­cial Oper­a­tions Con­tract­ing Squadron/BFLT, Can­non Air Force Base, N.M., is the con­tract­ing activ­i­ty (FA4855-11-D-0003).

Booz Allen Hamil­ton, Inc., Hern­don, Va., is being award­ed a $14,863,384 cost-plus-fixed-fee, indef­i­nite-deliv­ery require­ments con­tract for research and devel­op­ment in order to com­plete and deliv­er the Stake­hold­er Analy­sis and Strate­gic Com­mu­ni­ca­tion Plan, Capa­bil­i­ties Based Assess­ment Report, and the Stake­hold­er Engage­ment Strat­e­gy Report to form a base­line for Air Force intel­li­gence, sur­veil­lance, and sur­veil­lance ana­lyt­ic mis­sion needs orga­nized by key oper­a­tional mis­sion. The train­ing-mis­sion require­ments assess­ment shall iden­ti­fy train­ing gaps, as well as pro­vide a strate­gic flight plan to improve intel­li­gence analy­sis train­ing to meet cur­rent and emer­gent train­ing require­ments to improve air­crew and ground forces sur­viv­abil­i­ty through improved ana­lyt­i­cal prod­ucts. ESG/PKS, Offutt Air Force Base, Neb., is the con­tract­ing activ­i­ty (SP0700-03-D-1380 0434). 

Schafer Corp., Chelms­ford, Mass., is being award­ed an $8,156,018 cost-plus-fixed-fee con­tract mod­i­fi­ca­tion for par­ti­cle analy­sis ser­vices, non-per­son­al ser­vices for the pro­cess­ing and ana­lyz­ing of par­ti­cle sam­ples, for the pur­pose of nuclear test ban treaty ver­i­fi­ca­tion for the Air Force Tech­ni­cal Appli­ca­tions Cen­ter in sup­port of the U.S. Atom­ic Ener­gy Detec­tion Sys­tem. This action is the exer­cise of the first con­tract option peri­od. AF ISR Agency/A7KRB, Patrick Air Force Base, Fla., is the con­tract­ing activ­i­ty (FA7022-11-C-0009 0004). 

Booz Allen Hamil­ton, Inc., Hern­don, Va., is being award­ed a $6,784,337 cost-plus-fixed-fee, indef­i­nite-deliv­ery require­ments con­tract for research and devel­op­ment in order to com­plete and deliv­er sur­viv­abil­i­ty and vul­ner­a­bil­i­ty reports includ­ing Weapons Mate­ri­als Research Direc­torate Tech­nol­o­gy Infor­ma­tion Report, Sys­tems Inte­gra­tion Analy­sis and Sci­en­tif­ic and Tech­nol­o­gy Roadmap for Warfight­er Enter­prise, and Exper­i­men­tal Tests and Test Plan­ning and Reports. These deliv­er­ables pro­vide assess­ments of emerg­ing tech­nol­o­gy need­ed to defeat spe­cif­ic threats such as impro­vised explo­sive devices and rock­et pro­pelled grenades. ESG/PKS, Offutt Air Force Base, Neb.. is the con­tract­ing activ­i­ty (SP0700-03-D-1380 0425). 

NAVY

TCOM, L.P., Colum­bia, Md., is being award­ed a $38,614,787 firm-fixed-price con­tract for the pro­cure­ment of 15 TCOM 22M+ aerostats, teth­er-up spares, line replace­able units, com­po­nent kits, and field ser­vice rep­re­sen­ta­tive ser­vices in sup­port of Per­sis­tent Ground Sur­veil­lance Sys­tems being field­ed by the Army. Work will be per­formed in Eliz­a­beth City, N.C. (90 per­cent); Colum­bia, Md. (9 per­cent); and Afghanistan (1 per­cent), and is expect­ed to be com­plet­ed in Sep­tem­ber 2014. Con­tract funds in the amount of $402,351 will expire at the end of the cur­rent fis­cal year. This con­tract was not com­pet­i­tive­ly pro­cured pur­suant to FAR 6.302–1. The Naval Air War­fare Cen­ter Air­craft Divi­sion, Lake­hurst, N.J., is the con­tract­ing activ­i­ty (N68335-11-C-0220).

Raytheon, Inte­grat­ed Defense Sys­tems, Portsmouth, R.I., is being award­ed an $8,796,601 mod­i­fi­ca­tion under pre­vi­ous­ly award­ed con­tract (N00024-10-C-6307) to fab­ri­cate, assem­ble, test and deliv­er five Air­borne Mine Neu­tral­iza­tion Sys­tem (AMNS) low rate ini­tial pro­duc­tion sys­tems. The AMNS will explo­sive­ly neu­tral­ize bot­tom and moored mines using an expend­able mine neu­tral­ize device. The sys­tem will be deployed from the MH-60 heli­copter as part of the lit­toral com­bat ship mine coun­ter­mea­sures mis­sion mod­ule. Work will be per­formed in Portsmouth, R.I., and is expect­ed to be com­plet­ed August 2013. Con­tract funds will not expire at the end of the cur­rent fis­cal year. The Naval Sea Sys­tems Com­mand, Wash­ing­ton D.C., is the con­tract­ing activity. 

DEFENSE ADVANCED RESEARCH PROJECTS AGENCY 

Ball Aero­space Corp., Boul­der, Colo., is being award­ed a $36,928,217 cost-plus-fixed-fee con­tract (HR0011-10-C-0157). The work is for the Moire Pro­gram, which seeks to pro­vide per­sis­tent, real-time, tac­ti­cal video, and mis­sile launch detec­tion and track­ing to the war fight­er through the devel­op­ment of dif­frac­tive mem­brane optics may facil­i­tate low-cost geo­syn­chro­nous imag­ing. Work will be per­formed in Broom­field, Colo. (73.2 per­cent); Liv­er­more, Calif. (7.2 per­cent); Gole­ta, Calif. (17.2 per­cent); and Huntsville, Ala. (2.4 per­cent). Work is expect­ed to be com­plet­ed by Feb. 10, 2013. The Defense Advanced Research Projects Agency is the con­tract­ing activity. 

SiOnyx, Inc., Bev­er­ly, Mass., is being award­ed a $6,952,551 cost-plus-fixed-fee con­tract (HR0011-10-C-0080). The work is for the Portable Pho­to­volta­ic Device Pro­gram, which seeks to devel­op tech­nolo­gies that reduce the mass and cost of portable pho­to­volta­ic devices while sup­port­ing high pow­er con­ver­sion effi­cien­cy. Work will be per­formed in Bev­er­ly, Mass. (75 per­cent); Newark, Del. (20 per­cent); and Cam­bridge, Mass. (5 per­cent). Work is expect­ed to be com­plet­ed by March 10, 2013. The Defense Advanced Research Projects Agency is the con­tract­ing activity. 

DEFENSE LOGISTICS AGENCY 

Carter Indus­tries, Inc.*, Olive Hill, Ky., was award­ed a firm-fixed-price con­tract for a max­i­mum $12,199,680 for flyer’s cov­er­alls. There are no oth­er loca­tions of per­for­mance. Using ser­vices are Navy and Air Force. The date of per­for­mance com­ple­tion is Feb. 28, 2013. The Defense Logis­tics Agency Troop Sup­port, Philadel­phia, Pa., is the con­tract­ing activ­i­ty (SPM1C1-11-D-1067).
