USAUS Military contracts for FY11

NAVY

ARINC Engi­neer­ing Ser­vices, LLC, Annapo­lis, Md. (N61331-11-D-0011); Fal­con Fab­ri­ca­tion, Inc., Lacey’s Spring, Ala. (N61331-11-D-0012); and L‑3 Ser­vices, Inc., Mount Lau­rel, N.J. (N61331-11-D-0013), are each being award­ed firm-fixed-price, indef­i­nite-deliv­ery/in­def­i­nite-quan­ti­ty mul­ti­ple-award con­tracts for Mine Roller Sys­tem assem­blies and com­po­nents. The prin­ci­pal mis­sion of the Mine Roller Sys­tem is to pre-det­o­nate impro­vised explo­sive devices which pro­tect warfight­er per­son­nel and their vehi­cles. These con­tracts have a com­bined val­ue of $207,773,140 and include options which, if exer­cised, would bring the cumu­la­tive val­ue of these con­tracts to $788,062,987. Work will be per­formed Annapo­lis, Md.; Lacey’s Spring, Ala.; and Mount Lau­rel, N.J. Work is expect­ed to be com­plet­ed by June 2012. Con­tract funds will not expire at the end of the cur­rent fis­cal year. This con­tract was com­pet­i­tive­ly pro­cured via the Fed­er­al Busi­ness Oppor­tu­ni­ties and Navy Elec­tron­ic Com­merce Online web­sites, with four offers received. Naval Sur­face War­fare Cen­ter, Pana­ma City, Pana­ma City, Fla., is the con­tract­ing activity. 

Androm­e­da Sys­tems, Inc.*, Vir­ginia Beach, Va., is being award­ed a $29,347,626 indef­i­nite-deliv­ery/in­def­i­nite-quan­ti­ty con­tract to pro­vide logis­tics and tech­ni­cal ser­vices in sup­port of the Naval Air Sys­tems Command’s Indus­tri­al and Logis­tics Main­te­nance Planning/Sustainment Depart­ment (AIR‑6.7). Ser­vices to be pro­vid­ed include plan­ning, analy­sis, devel­op­ment, train­ing, sup­port equip­ment man­age­ment, facil­i­ties, and exe­cu­tion. Work will be per­formed at the Fleet Readi­ness Cen­ter South­west, San Diego, Calif., and is expect­ed to be com­plet­ed in June 2016. Con­tract funds will not expire at the end of the cur­rent fis­cal year. This con­tract was com­pet­i­tive­ly pro­cured via an elec­tron­ic request for pro­pos­als as a 100-per­cent small busi­ness set-aside; two offers were received. The Naval Air War­fare Cen­ter Air­craft Divi­sion, Patux­ent Riv­er, Md., is the con­tract­ing activ­i­ty (N00421-11-D-0041).

AMEC-Nan, JV, Hon­olu­lu, Hawaii, is being award­ed a $25,464,702 fixed-price award fee task order HC01 under a pre­vi­ous­ly award­ed mul­ti­ple award con­struc­tion con­tract (N62742-09-D-1171) for the design and con­struc­tion of a new low-rise indoor fit­ness cen­ter and sup­port facil­i­ties at Camp Smith and to repair and improve an exist­ing ath­let­ic field of the exist­ing nat­ur­al turf with an arti­fi­cial turf sur­face at Marine Corps Base Hawaii. Work will be per­formed in Kaneo­he, Hawaii, and is expect­ed to be com­plet­ed by March 2013. Con­tract funds will not expire at the end of the cur­rent fis­cal year. Four pro­pos­als were received for this task order. The Naval Facil­i­ties Engi­neer­ing Com­mand, Hawaii, Pearl Har­bor, Hawaii, is the con­tract­ing activity. 

dck/TtEC, LLC, Hon­olu­lu, Hawaii, is being award­ed a $17,885,950 fixed-price award fee task order HC01 under a mul­ti­ple award con­struc­tion con­tract for the design and con­struc­tion of an Oper­a­tional Stor­age Facil­i­ty at Pearl City Penin­su­la and the ren­o­va­tion of Build­ing 55 at Naval Sta­tion Pearl Har­bor . The work to be per­formed pro­vides for con­struc­tion of a new oper­a­tional stor­age facil­i­ty locat­ed with­in the SEAL Deliv­ery Vehi­cle Team One Com­pound at Pearl City Penin­su­la and ren­o­va­tion of exist­ing Build­ing 55 to sup­port Naval Spe­cial War­fare Group Three. The task order also con­tains two unex­er­cised options which, if exer­cised, would increase cumu­la­tive task order val­ue to $20,136,010. Work will be per­formed in Oahu, Hawaii, and is expect­ed to be com­plet­ed by Jan­u­ary 2013. Con­tract funds will not expire at the end of the cur­rent fis­cal year. Three pro­pos­als were received for this task order. The Naval Facil­i­ties Engi­neer­ing Com­mand, Hawaii, Pearl Har­bor, Hawaii, is the con­tract­ing activ­i­ty (N62742-09-D-1172).

ARMY

DRS RSTA, Inc., Mel­bourne, Fla., was award­ed on June 14 a $514,278,650 firm-fixed-price con­tract. This award will pro­vide for a min­i­mum of 150 and a max­i­mum of 32,000 small tac­ti­cal opti­cal rifle mount­ed micro-laser range find­ers. Work will be per­formed in Mel­bourne, Fla., with an expect­ed com­ple­tion date of May 31, 2016. Bids were solicit­ed through the Inter­net with three bids received. The U.S. Army Con­tract­ing Com­mand, Aberdeen Prov­ing Ground, Md., is the con­tract­ing activ­i­ty (W91CRB-11-D-0016).

L‑3 Insight Tech­nol­o­gy, Inc., Lon­don­der­ry, N.H., was award­ed on June 14 a $438,814,579 firm-fixed-price con­tract. This award will pro­vide for a min­i­mum of 150 and a max­i­mum of 32,000 small tac­ti­cal opti­cal rifle mount­ed micro-laser range find­ers. Work will be per­formed in Lon­don­ber­ry, N.H., with an esti­mat­ed com­ple­tion date of May 31, 2016. Bids were solicit­ed through the Inter­net with three bids received. The U.S. Army Con­tract­ing Com­mand, Aberdeen Prov­ing Ground, Md., is the con­tract­ing activ­i­ty (W91CRB-11–0081).

Clin­i­cal Research Man­age­ment, Inc., Hinck­ley, Ohio, was award­ed on June 14 a $98,000,000 cost-plus-fixed-price con­tract. The award will pro­vide for basic and clin­i­cal lab­o­ra­to­ry sup­port for the Wal­ter Reed Army Insti­tute for Research. Work will be per­formed in Sil­ver Spring, Md., with an esti­mat­ed com­ple­tion date of June 30, 2016. Bids were solicit­ed through the Inter­net with four bids received. The U.S. Army Med­ical Research Acqui­si­tion Activ­i­ty, Fort Det­rick, Md., is the con­tract­ing activ­i­ty (W81XWH-11-D-0021).

EADS North Amer­i­can Defense, Arling­ton, Va., was award­ed on June 14 a $74,390,932 firm-fixed-price con­tract. This award will pro­vide for 14 light util­i­ty heli­copters and 14 air­borne radio com­mu­ni­ca­tion sys­tems. Work will be per­formed in Colum­bus, Miss., with an esti­mat­ed com­ple­tion date of Aug. 31, 2012. One bid was solicit­ed with one bid received. The U.S. Army Con­tract­ing Cen­ter, Red­stone Arse­nal, Ala., is the con­tract­ing activ­i­ty (W58RGZ-06-C-0194).

Hawk­er Beechcraft Corp., Wichi­ta, Kan., was award­ed on June 14 a $15,371,206 firm-fixed-price con­tract. The award will pro­vide for two King Air 350ER air­craft with extend­ed range pack­age. Work will be per­formed in Wichi­ta, Kan., with an expect­ed com­ple­tion date of Dec. 29, 2011. Six bids were solicit­ed with two bids received. The U.S. Army Con­tract­ing Com­mand, Red­stone Arse­nal, Ala., is the con­tract­ing activ­i­ty (W58RGZ-11-C-0133).

AIR FORCE

EMAX Finan­cial Real Estates Advi­so­ry Ser­vices, LLC, New York, N.Y. (FA8903-11-D-8501); FPS Advi­so­ry Group, LLC, Annapo­lis, Md. (FA8903-11-D-8502); Jones Lang LaSalle Amer­i­c­as, Inc., Wash­ing­ton, D.C. (FA8903-11-D-8503); and M.C. Fuhrman and Asso­ciates, LLC, Had­don­field, N.J. (FA8903-11-D-8504), are being award­ed a max­i­mum $40,000,000 indef­i­nite-deliv­ery/in­def­i­nite-quan­ti­ty con­tract for advi­so­ry and assis­tance ser­vices to pro­vide inno­v­a­tive means to cre­ate lucra­tive and last­ing real estate devel­op­ments of the under­uti­lized real estate assets at var­i­ous Air Force instal­la­tions, as well as hous­ing pri­va­ti­za­tion oppor­tu­ni­ties by lever­ag­ing pri­vate indus­try through val­ue-based trans­ac­tions, e.g., enhanced use lease, mil­i­tary hous­ing pri­va­ti­za­tion ini­tia­tives. 772nd Enter­prise Sourc­ing Squadron/PKJ, Lack­land Air Force Base, Texas, is the con­tract­ing activity. 

DEFENSE ADVANCED RESEARCH PROJECTS AGENCY

Lock­heed Mar­tin Mis­siles & Fire Con­trol, Orlan­do, Fla., is being award­ed a $13,849,587 mod­i­fi­ca­tion to a cost-plus-fixed-fee con­tract (HR0011-10-C-0086). This award has a clas­si­fied state­ment of work. Work will be per­formed in Orlan­do, Fla. (55.19 per­cent); Men­lo Park, Calif. (34.28 per­cent); and San Anto­nio, Texas (10.53 per­cent). Work is expect­ed to be com­plet­ed by March 14, 2013. The Defense Advanced Research Projects Agency is the con­tract­ing activity. 

DEFENSE LOGISTICS AGENCY

Kamat­ics Corp., Bloom­field, Conn., was award­ed a firm-fixed-price con­tract with a max­i­mum $8,157,037 for dri­ve shaft assem­bly parts. There are no oth­er loca­tions of per­for­mance. The date of per­for­mance com­ple­tion is July2015. The Defense Logis­tics Agency Avi­a­tion, Red­stone Arse­nal, Ala., is the con­tract­ing activ­i­ty (SPRRA1-11-D-0108).
