NAVY

Bris­tol Design Build Ser­vices, LLC*, Anchor­age, Alas­ka (N40085-11-D-8007); Gra­hams Con­struc­tion, Inc.*, Del­co, N.C. (N40085-11-D-8008); The Guer­rero-Pence Group, LLC*, Rae­ford, N.C. (N40085-11-D-8009); FYI Tech­nol­o­gy, Inc.*, Apex, N.C. (N40085-11-D-8010); Richard Brady & Asso­ciates, Inc.*, Matthews, N.C. (N40085-11-D-8011); and WECC, Inc.*, Fayet­teville, N.C. (N40085-11-D-8012), are each being award­ed an indef­i­nite-deliv­ery/in­def­i­nite-quan­ti­ty mul­ti­ple award con­struc­tion con­tract for gen­er­al con­struc­tion projects at Marine Corps Base Camp Leje­une, Marine Corps Air Sta­tion New Riv­er, Marine Corps Air Sta­tion Cher­ry Point, and oth­er out­ly­ing facil­i­ties in North Car­oli­na. The max­i­mum dol­lar val­ue, includ­ing the base year and four option years, for all six con­tracts com­bined is $100,000,000. The work to be per­formed pro­vides for new con­struc­tion, demo­li­tion, repair, total/partial interior/exterior alteration/renovation of build­ings, sys­tems and infra­struc­ture, civ­il, struc­tur­al, mechan­i­cal, elec­tri­cal, com­mu­ni­ca­tion sys­tems, instal­la­tion of new or exten­sions to exist­ing high volt­age elec­tri­cal dis­tri­b­u­tion sys­tems, exten­sions to the exist­ing high pres­sure steam dis­tri­b­u­tion sys­tems, exten­sions to the potable water dis­tri­b­u­tion sys­tems, exten­sions to the san­i­tary sew­er sys­tems, addi­tion­al storm water con­trol sys­tems, paint­ing, removal of asbestos mate­ri­als and lead paint, and inci­den­tal relat­ed work. WECC, Inc. is being award­ed task order 0001 at $123,266 for the redesign of lock­ers at Build­ing TT-22 at Marine Corps Base Camp Leje­une, N.C. Work for this task order is expect­ed to be com­plet­ed by April 2011. All work on this con­tract will be per­formed in Jack­sonville, N.C.; Have­lock, N.C.; and oth­er out­ly­ing facil­i­ties in North Car­oli­na. The term of the con­tract is not to exceed 60 months, with an expect­ed com­ple­tion date of March 2016. Con­tract funds for task order 0001 will expire at the end of the cur­rent fis­cal year. This con­tract was com­pet­i­tive­ly pro­cured via the Navy Elec­tron­ic Com­merce Online web­site, with 26 pro­pos­als received. These six con­trac­tors may com­pete for task orders under the terms and con­di­tions of the award­ed con­tracts. The Naval Facil­i­ties Engi­neer­ing Com­mand, Mid-Atlantic, Nor­folk, Va., is the con­tract­ing activity. 

BAE Sys­tems, Land and Arma­ment Divi­sion, York, Pa., is being award­ed a $13,820,262 cost-plus-fixed-fee mod­i­fi­ca­tion to pre­vi­ous­ly award­ed con­tract (M67854-09-C-6006) to exer­cise option peri­od two, which pro­vides con­tin­ued sup­port for tech­ni­cal, engi­neer­ing, and man­age­ment ser­vices for the Assault Amphibi­ous Vehi­cle Sys­tem. Work will be per­formed in Quan­ti­co, Va. (80 per­cent), Albany, Ga. (10 per­cent), and Barstow, Calif. (10 per­cent). Work for this option is expect­ed to be com­plet­ed March 31, 2012. Funds in the amount of $2,500,000 are oblig­at­ed to incre­men­tal­ly fund the option. Con­tract funds will not expire by the end of the cur­rent fis­cal year. The Marine Corps Sys­tems Com­mand, Quan­ti­co, Va., is the con­tract­ing activity. 

Dani­lo D. Lopez Asso­ciates, Inc.*, Hon­olu­lu, Hawaii, is being award­ed a max­i­mum amount $10,000,000 firm-fixed-price, indef­i­nite-deliv­ery/in­def­i­nite-quan­ti­ty archi­tect-engi­neer­ing con­tract for prepa­ra­tion of plans and spec­i­fi­ca­tions for bach­e­lor quar­ters and oth­er archi­tec­tur­al projects in the Naval Facil­i­ties Engi­neer­ing Com­mand (NAVFAC) Hawaii area of respon­si­bil­i­ty (AOR). The work to be per­formed pro­vides for prepa­ra­tion of plans, spec­i­fi­ca­tions, cost esti­mates, design analy­sis and/or prepa­ra­tion of design-build request for pro­pos­al con­tract doc­u­ments, field inves­ti­ga­tion, engi­neer­ing study, geot­ech­ni­cal inves­ti­ga­tion, topo­graph­ic sur­vey, inte­ri­or design, post con­struc­tion award ser­vices, and oth­er relat­ed ser­vices. Work will be per­formed at var­i­ous Navy and Marine Corps facil­i­ties and oth­er gov­ern­ment facil­i­ties with­in the NAVFAC Hawaii AOR, and is expect­ed to be com­plet­ed by March 2016. Con­tract funds will not expire at the end of the cur­rent fis­cal year. This con­tract was com­pet­i­tive­ly pro­cured via the Navy Elec­tron­ic Com­merce Online web­site, with 19 pro­pos­als received. The Naval Facil­i­ties Engi­neer­ing Com­mand, Hawaii, Pearl Har­bor, Hawaii, is the con­tract­ing activ­i­ty (N62478-11-D-5013).

Gen­er­al Dynam­ics Arma­ment and Tech­ni­cal Prod­ucts, Willis­ton, Vt., is being award­ed a $7,838,160 mod­i­fi­ca­tion to a pre­vi­ous­ly award­ed firm-fixed price con­tract (N00421-10-C-0024) to exer­cise an option to pro­cure 22 M61A2 20mm light­weight Gatling gun sys­tems in sup­port of the F/A‑18 E/F Strike Fight­er Pro­gram. Work will be per­formed in Burling­ton, Vt. (50 per­cent), and Saco, Maine (50 per­cent), and is expect­ed to be com­plet­ed in April 2013. Con­tract funds will not expire at the end of the cur­rent fis­cal year. The Naval Air War­fare Cen­ter Air­craft Divi­sion, Patux­ent Riv­er, Md., is the con­tract­ing activity. 

ARMY

Gen­er­al Atom­ics Aero­nau­ti­cal Sys­tems, Inc., was award­ed on March 3 a $64,285,000 cost-plus-fixed-fee, cost-plus-incen­tive-fee con­tract. The award will pro­vide for prod­uct sup­port, logis­ti­cal sup­port and sus­tain­ment oper­a­tions to the Extend­ed Range/­Mul­ti-Pur­pose Quick Reac­tion Capa­bil­i­ty Unmanned Air­craft Sys­tem. Work will be per­formed in Poway, Calif.; Ade­lan­to, Calif.; Palm­dale, Calif.; Salt Lake City, Utah; and Hunt Val­ley, Md., with an esti­mat­ed com­ple­tion date of Nov. 7, 2011. One bid was solicit­ed with one bid received. The U.S. Army Con­tract­ing Com­mand, Red­stone Arse­nal, Ala., is the con­tract­ing activ­i­ty (W58RGZ-09-C-0153).

Cer­a­dyne, Inc., Cos­ta Mesa, Calif., was award­ed on March 2 a $56,565,600 firm-fixed-price con­tract. The award will pro­vide for the pro­cure­ment of 120,000 enhanced small arms pro­tec­tive insert plates. Work will be per­formed in Cos­ta Mesa, Calif., with an esti­mat­ed com­ple­tion date of Sep. 30, 2011. Three bids were solicit­ed with three bids received. The U.S. Army Con­tract­ing Com­mand, Aberdeen Prov­ing Ground, Md., is the con­tract­ing activ­i­ty (W91CRB-09-D-0001).

BAE Sys­tems Tech­nol­o­gy Solu­tions & Ser­vices, Inc., Rockville, Md., was award­ed on March 2 a $32,939,312 cost-plus-award-fee con­tract. The con­tract has a cumu­la­tive total of $70,441,134. The award will pro­vide for logis­ti­cal sup­port and ser­vices con­sist­ing of the three major func­tion­al areas of main­te­nance, trans­porta­tion and sup­ply on the islands of Oahu and Hawaii. Work will be per­formed in Schofield Bar­racks, Oahu; East Range, Oahu; Wheel­er Army Air­field, Oahu; Fort Shafter, Oahu; and Pohaku­loa Train­ing Cen­ter, Hawaii, with an esti­mat­ed com­ple­tion date of Feb. 28, 2018. Fifty-four bids were solicit­ed with sev­en bids received. The Region­al Con­tract­ing Office-Hawaii, Schofield Bar­racks, Hawaii, is the con­tract­ing activ­i­ty (W912CN-08-C-0085).

AIR FORCE

Sci­ence Appli­ca­tions Inter­na­tion­al Corp., McLean, Va., is being award­ed a $50,637,860 cost-plus-award-fee con­tract mod­i­fi­ca­tion for proac­tive tech­ni­cal man­age­ment to enable more effec­tive pro­gram exe­cu­tion, which involves man­ag­ing a tech­ni­cal base­line, inter­faces and sys­tem per­for­mance by per­form­ing sys­tems engi­neer­ing and inte­gra­tion. Work will be per­formed at El Segun­do, Calif. Con­tract funds will not expire at the end of the cur­rent fis­cal year. The Air Force Space and Mis­sile Sys­tems Cen­ter, Glob­al Posi­tion­ing Sys­tems Direc­torate, PKP, El Segun­do, Calif., is the con­tract­ing activ­i­ty (FA8807-07-C-0002; P00069). 

Lock­heed Mar­tin Corp., Lock­heed Mar­tin Aero­nau­tics Co., Mari­et­ta, Ga., is being award­ed an $8,881,386 firm-fixed-price con­tract mod­i­fi­ca­tion for C‑5 RERP Lot 4 readi­ness spares pack­age, part two, for Dover and Travis Air Force Bases. One bid was solicit­ed and one received. ASX/WLSK, Wright-Pat­ter­son AFB, Ohio, is the con­tract­ing activ­i­ty (FA8625-07-C-6471; P00076). 

DEFENSE LOGISTICS AGENCY

Merid­i­an Air­port Air­port Author­i­ty, dba Merid­i­an Avi­a­tion, Merid­i­an, Miss., is being award­ed a max­i­mum $17,856,639 fixed-price with eco­nom­ic price adjust­ment con­tract for fuel. There are no oth­er loca­tions of per­for­mance. Using ser­vices are Army, Navy, Air Force, Marine Corps and fed­er­al civil­ian agen­cies. There were orig­i­nal­ly 115 pro­pos­als solicit­ed with one response. The date of per­for­mance com­ple­tion is March 31, 2015. The Defense Logis­tics Agency Ener­gy, Fort Belvoir, Va., is the con­tract­ing activ­i­ty (SP0600-11-D-0108).
