NAVY

Gen­er­al Dynam­ics Advanced Infor­ma­tion Sys­tem, Bloom­ing­ton, Minn., is being award­ed a $17,932,954 mod­i­fi­ca­tion to a pre­vi­ous­ly award­ed firm-fixed-price con­tract (N00019-10-C-0014) for the full-rate pro­duc­tion of 68 Type 3 advanced mis­sion com­put­ers for the F/A‑18E/F and E/A‑18G air­crafts. Work will be per­formed in Bloom­ing­ton, Minn., and is expect­ed to be com­plet­ed in Decem­ber 2012. Con­tract funds will not expire at the end of the cur­rent fis­cal year. The Naval Air Sys­tems Com­mand, Patux­ent Riv­er, Md., is the con­tract­ing activ­i­ty.

APEX Con­tract­ing & Con­sult­ing, Inc.*, Mur­ri­eta, Calif., is being award­ed a max­i­mum amount $15,000,000 firm-fixed-priced, per­for­mance-based, indef­i­nite-deliv­ery/in­def­i­nite-quan­ti­ty con­tract for nat­ur­al resources habi­tat enhance­ment ser­vices at var­i­ous loca­tions with­in the Naval Facil­i­ties Engi­neer­ing Com­mand, South­west area of respon­si­bil­i­ty. The work to be per­formed pro­vides for nat­ur­al resource ser­vices under North Amer­i­can Indus­try Clas­si­fi­ca­tion Sys­tem Code 541690. The ser­vices include project site prepa­ra­tion, restora­tion, reveg­e­ta­tion, exot­ic plant con­trol, ero­sion con­trol, and oth­er sim­i­lar ser­vices. Work will be per­formed at var­i­ous loca­tions in Cal­i­for­nia (50 per­cent), Ari­zona (25 per­cent), and Neva­da (25 per­cent), and is expect­ed to be com­plet­ed by March 2016. Con­tract funds in the amount of $5,000 will expire at the end of the cur­rent fis­cal year. This con­tract was com­pet­i­tive­ly pro­cured via the Navy Elec­tron­ic Com­merce Online web­site, with three pro­pos­als received. The Naval Facil­i­ties Engi­neer­ing Com­mand, South­west, San Diego, Calif., is the con­tract­ing activ­i­ty (N62473-11-D-2224).

Elbit Sys­tems of Amer­i­ca, dba Kolls­man, Inc., Mer­ri­mack, N.H., is being award­ed a $9,605,530 firm-fixed-price con­tract for the Joint Ter­mi­nal Attack Con­troller Laser Tar­get Des­ig­na­tor (JTAC LTD). The basic con­tract will be for three first arti­cle units, 150 pro­duc­tion units, a lot of ini­tial issue spares and train­ing. The JTAC LTD is being pro­cured to meet the require­ments of an urgent uni­ver­sal needs state­ment. It is a light­weight, man-portable, state-of-the-art laser tar­get designator/marker that per­mits warfight­ers to rapid­ly bring effec­tive fires to bear on hos­tile tar­gets. The JTAC LTD is intend­ed to pro­vide dis­mount­ed Marines with a des­ig­na­tion and mark­ing capa­bil­i­ty that is imme­di­ate­ly acces­si­ble. This con­tract con­tains options which, if exer­cised, will bring the con­tract val­ue to $10,817,374. Work will be per­formed in Mer­ri­mack, N.H., and is expect­ed to be com­plet­ed March 2016. Con­tract funds will expire at the end of the cur­rent fis­cal year. This con­tract was com­pet­i­tive­ly pro­cured through full and open com­pe­ti­tion via the Navy Elec­tron­ic Com­merce Online web­site, with three offers received. The Marine Corps Sys­tem Com­mand, Quan­ti­co, Va., is the con­tract­ing activ­i­ty (M67854-11-C-6002).

York Inter­na­tion­al Corp., York, Pa., is being award­ed a $27,022,582 firm-fixed-price, indef­i­nite-deliv­ery/in­def­i­nite-quan­ti­ty con­tract to pro­vide up to five 200-ton Ticon­dero­ga-class; 26 200-ton Arleigh Burke-class; six 125-ton Whid­bey Island- and Harpers Fer­ry-class; and 10 300-ton Wasp-class air con­di­tion­ing plant con­ver­sion kits with asso­ci­at­ed aux­il­iary com­po­nents. Ship­board air con­di­tion­ing plants pro­duce chilled water for var­i­ous cool­ing appli­ca­tions and are con­sid­ered crit­i­cal equip­ment. Work will be per­formed in York, Pa., and is expect­ed to be com­plet­ed by March 2014. All con­tract funds will expire at the end of the cur­rent fis­cal year. This con­tract was not com­pet­i­tive­ly pro­cured. This pro­cure­ment was processed with­out pro­vid­ing for full and open com­pe­ti­tion under statu­to­ry author­i­ty 10 U.S.C. 2304©(1), only one respon­si­ble source and no oth­er sup­pli­er or ser­vices will sat­is­fy agency require­ments (FAR 6.302–1). The Naval Sur­face War­fare Cen­ter, Carde­rock Divi­sion, Ship Sys­tem Engi­neer­ing Sta­tion, Philadel­phia, Pa., is the con­tract­ing activ­i­ty (N65540-11-D-0006).

DEFENSE LOGISTICS AGENCY

Impe­r­i­al Sales Co.*, Wat­sonville, Calif., is being award­ed a max­i­mum $8,119,616 fixed-price with eco­nom­ic price adjust­ment con­tract for var­i­ous com­mer­cial com­po­nents for uni­tized group ration heat and serve. There are oth­er var­i­ous loca­tions of per­for­mance. Using ser­vices are Army and Marine Corps. The orig­i­nal pro­pos­al was Web-solicit­ed with three respons­es. This con­tract is for the base year only. The date of per­for­mance com­ple­tion is March 10, 2012. The Defense Logis­tics Agency Troop Sup­port, Philadel­phia, Pa., is the con­tract­ing activ­i­ty (SPM3S1-11-D-Z188).

Sev­en Bar Avi­a­tion Cen­ter, Inc., dba Atlantic Avi­a­tion, Albu­querque, N.M., is being award­ed a max­i­mum $7,280,330 fixed-price with eco­nom­ic price adjust­ment con­tract for fuel. Oth­er loca­tion of per­for­mance is Albu­querque Inter­na­tion­al Air­port, Albu­querque, N.M. Using ser­vices are Army, Navy, Air Force, Marine Corps and fed­er­al civil­ian agen­cies. There were orig­i­nal­ly 145 pro­pos­als solicit­ed with 158 respons­es. The date of per­for­mance com­ple­tion is March 31, 2015. The Defense Logis­tics Agency Ener­gy, Fort Belvoir, Va., is the con­tract­ing activ­i­ty (SP0600-11-D-0114).
