(N65236-12-D-4135), are each being award­ed an indef­i­nite-deliv­ery/in­def­i­nite-quan­ti­ty, firm-fixed-price, mul­ti­ple award sup­ply con­tract for the pro­cure­ment of com­mer­cial-off-the-shelf, net­work and com­mu­ni­ca­tions equip­ment, and relat­ed inci­den­tal sup­port ser­vices. Each con­trac­tor will be award­ed $7,140 at the time of award. These con­tracts include options, which, if exer­cised, would bring the cumu­la­tive val­ue of these con­tracts to an esti­mat­ed $500,000,000. Work will be per­formed in Annapo­lis, Md.; Vir­ginia Beach, Va.; San Diego, Calif.; Ver­non Hills, Ill.; Den­ver, Colo.; Chan­til­ly, Va.; Ash­burn, Va.; Paw­leys Island, S.C.; Need­ham, Mass.; McLean, Va.; Atlanta, Ga.; Louisville, Ky.; Bethes­da, Md.; and St. Louis, Mo. Work is expect­ed to be com­plet­ed by March 2013. If all options are exer­cised, work could con­tin­ue until March 2017. Con­tract funds will not expire at the end of the cur­rent fis­cal year. The mul­ti­ple award con­tracts were com­pet­i­tive­ly pro­cured by full and open com­pe­ti­tion via the Space and Naval War­fare Sys­tems Cen­ter e‑Commerce Cen­tral web­site and the Fed­er­al Busi­ness Oppor­tu­ni­ties web­site, with 18 offers received. Space and Naval War­fare Sys­tems Cen­ter Atlantic, Charleston, S.C. is the con­tract­ing activity. 

Burns & McDon­nell Engi­neer­ing Co., Inc., Chesa­peake, Va., is being award­ed a max­i­mum amount $30,000,000 firm-fixed-price, indef­i­nite-deliv­ery/in­def­i­nite-quan­ti­ty archi­tect-engi­neer­ing con­tract for com­plete archi­tect and engi­neer­ing ser­vices in the Naval Facil­i­ties Engi­neer­ing Com­mand (NAVFAC) South­east area of respon­si­bil­i­ty (AOR). The work to be per­formed pro­vides for prepa­ra­tion of design/build request for pro­pos­als and oth­er design ser­vices. Task order 0001 is being award­ed at $1,685,404 for the Broad Area Mar­itime Sur­veil­lance Mis­sion Con­trol Com­plex at Naval Air Sta­tion Jack­sonville, Jack­sonville, Fla. Work for this task order is expect­ed to be com­plet­ed by Jan­u­ary 2013. All work will be per­formed at var­i­ous Navy and Marine Corps facil­i­ties and oth­er gov­ern­ment facil­i­ties with­in the NAVFAC South­east AOR includ­ing, but not lim­it­ed to, Flori­da (70 per­cent); Geor­gia (15 per­cent); Guan­tanamo Bay, Cuba (10 per­cent); and Andros Island, the Bahamas (5 per­cent). The term of the con­tract is not to exceed 36 months with an expect­ed com­ple­tion date of March 2015. Con­tract funds in the amount of $1,685,404 are oblig­at­ed on this award and will not expire at the end of the cur­rent fis­cal year. This con­tract was com­pet­i­tive­ly pro­cured via the Navy Elec­tron­ic Com­merce Online web­site with 23 pro­pos­als received. The Naval Facil­i­ties Engi­neer­ing Com­mand, South­east, Jack­sonville, Fla., is the con­tract­ing activ­i­ty (N69450-12-D-0037).

RFD Beau­fort, Inc., Sharon City, Ohio, is being award­ed a not-to-exceed $27,430,200 indef­i­nite-deliv­ery/in­def­i­nite-quan­ti­ty con­tract to man­u­fac­ture 6,000 sub­ma­rine escape immer­sion equip­ment MK 11 suits. Work will be per­formed in Sharon City, Ohio, and is expect­ed to be com­plet­ed by March 2014. The applic­a­ble Navy Work­ing Cap­i­tal Funds will not expire by the end of the cur­rent fis­cal year. One com­pa­ny was solicit­ed for this non­com­pet­i­tive require­ment and two offers were received in response to this solic­i­ta­tion. The NAVSUP Weapon Sys­tems Sup­port, Mechan­ics­burg, Pa., is the con­tract­ing activ­i­ty (N00104-12-D-F001).

Bar­co, Inc., Duluth, Ga., is being award­ed an $8,585,560 firm-fixed-price con­tract for the pro­cure­ment of com­mer­cial items in sup­port of the AN/TPX-42A(V) Ship­board Air Traf­fic Con­trol Sys­tem. Items to be pro­cured include flat pan­el dis­plays with mount­ing hard­ware; inter­face boards with dig­i­tal video inter­face (DVI); flat pan­el dis­plays with DVI; back light assem­bly with cath­ode flu­o­res­cent; and mini dis­play port key­board with main­te­nance key­board. Work will be per­formed in Duluth, Ga., and is expect­ed to be com­plet­ed in March 2017. Con­tract funds will not expire at the end of the cur­rent fis­cal year. This con­tract was not com­pet­i­tive­ly pro­cured pur­suant to FAR 6.302–1. The Naval Air War­fare Cen­ter Air­craft Divi­sion, Lake­hurst, N.J., is the con­tract­ing activ­i­ty (N68335-12-D-0111).

DEFENSE LOGISTICS AGENCY

Lock­heed Mar­tin Ser­vices, Inc., Cher­ry Hill, N.J., was award­ed a firm-fixed-price, cost-reim­burse­ment con­tract with a max­i­mum $420,000,000 for oper­a­tions, sus­tain­ment, main­te­nance, host­ing, devel­op­ment, and tran­si­tion phase out ser­vices in sup­port of the Defense Civil­ian Per­son­nel Data Sys­tem. Oth­er loca­tions of per­for­mance are Col­orado and Texas. Using ser­vices are Army, Navy, Air Force, Depart­ment of Defense and fed­er­al civil­ian agen­cies. There were 16 pro­pos­als with one response. Type of appro­pri­a­tion is fis­cal 2012 Defense Civil­ian Per­son­nel Advi­so­ry Ser­vice Funds. The date of per­for­mance com­ple­tion is March 29, 2020. The Defense Logis­tics Agency Troop Sup­port, Philadel­phia, Pa., is the con­tract­ing activ­i­ty (SP4701-12-D-0006).

Gov­ern­ment Sci­en­tif­ic Source*, Reston, Va., was issued a mod­i­fi­ca­tion exer­cis­ing the third option year on con­tract SPM2DE-09-D-7339/P00004. The award is a fixed-price with eco­nom­ic price adjust­ment, indef­i­nite-deliv­ery/in­def­i­nite-quan­ti­ty con­tract with a max­i­mum $335,441,122 for med­ical lab­o­ra­to­ry sup­plies and equip­ment. There are no oth­er loca­tions of per­for­mance. Using ser­vices are Army, Navy, Air Force, Marine Corps and fed­er­al civil­ian agen­cies. There were eight respons­es to the Web solic­i­ta­tion. Type of appro­pri­a­tion is fis­cal 2012 Defense Work­ing Cap­i­tal Funds. The date of per­for­mance com­ple­tion is March 26, 2013. The Defense Logis­tics Agency Troop Sup­port, Philadel­phia, Pa., is the con­tract­ing activity. 

Timken Aero­space Trans­mis­sions, Man­ches­ter, Conn., was award­ed a firm-fixed-price con­tract with a max­i­mum $26,551,135 for angle dri­ve units. There are no oth­er loca­tions of per­for­mance. Using ser­vice is Army. There were three pro­pos­als with two respons­es. Type of appro­pri­a­tion is fis­cal 12 Army Work­ing Cap­i­tal Funds. The date of per­for­mance com­ple­tion is March 2017. The Defense Logis­tics Agency Avi­a­tion-Huntsville, Red­stone Arse­nal, Ala., is the con­tract­ing activ­i­ty (SPRRA1-12-C-0028).

Athena GTX*, Des Moines, Iowa, was award­ed a fixed-price with eco­nom­ic price adjust­ment con­tract with a max­i­mum $7,500,000 for wire­less vital signs mon­i­tor­ing sys­tems, acces­sories, and con­sum­ables. There are no oth­er loca­tions of per­for­mance. Using ser­vices are Army, Navy, Air Force, Marine Corps and fed­er­al civil­ian agen­cies. There were 70 respons­es to the Web solic­i­ta­tion. Type of appro­pri­a­tion is fis­cal 2012/2013 Defense Work­ing Cap­i­tal Funds. Date of per­for­mance com­ple­tion is March 21, 2017. The Defense Logis­tics Agency Troop Sup­port, Philadel­phia, Pa., is the con­tract­ing activ­i­ty (SPM2D1-12-D-8304).

AIR FORCE

Gen­er­al Atom­ics Aero­nau­ti­cal Sys­tems, Inc., Poway, Calif., is being award­ed a $9,596,730 cost-plus-incen­tive-fee con­tract for counter impro­vised explo­sive device capa­bil­i­ty. The loca­tion of the per­for­mance is Poway, Calif. Work is expect­ed to be com­plet­ed Dec. 1, 2013. ASC/WIIK, Wright Pat­ter­son Air Force Base, Ohio, is the con­tract­ing activ­i­ty (FA8620-10-G-3038–0070).
