USAUS Military contracts for FY11

NAVY

     Alliant Tech­sys­tems, Mis­sile Prod­ucts, Defense Elec­tron­ics Sys­tems, Wood­land Hills, Calif., is being award­ed a $54,400,000 firm-fixed-price con­tract for low rate ini­tial pro­duc­tion, three, of the Advanced Anti-Radi­a­tion Guid­ed Mis­sile (AARGM).� This con­tract pro­vides for the con­ver­sion of 51 U.S. gov­ern­ment-pro­vid­ed AGM-88B high-speed anti radi­a­tion mis­siles into 44 AGM-88E AARGM all-up-round (AUR)/captive air train­ing (CATM) mis­sile sys­tems for the U.S. Navy; and sev­en AGM-88E AARGM AURs/CATMs mis­sile sys­tems for the gov­ern­ment of Italy, includ­ing relat­ed sup­plies and ser­vices. Work will be per­formed in Wood­land Hills, Calif. (89.2 per­cent); Fusaro, Italy (7.5 per­cent); Ridge­crest, Calif. (1.7 per­cent); Pia­cen­za, Italy (1.4 per­cent); and Clear­wa­ter, Fla. (0.2 per­cent). Work is expect­ed to be com­plet­ed in May 2013. Con­tract funds in the amount of $517,000 will expire at the end of the cur­rent fis­cal year. This con­tract was not com­pet­i­tive­ly pro­cured pur­suant to FAR 6.302–1. This con­tract com­bines pur­chas­es for the U.S. Navy ($47,150,000; 87 per­cent) and the gov­ern­ment of Italy ($7,250,000; 13 per­cent). The AARGM Ital­ian Coop­er­a­tive Pro­gram is in accor­dance with the Pro­duc­tion Sus­tain­ment and Fol­low-On Devel­op­ment Mem­o­ran­dum of Agree­ment between the U.S. Navy and the Ital­ian Min­istry of Defense. The Naval Air Sys­tems Com­mand, Patux­ent Riv­er, Md., is the con­tract­ing activ­i­ty (N00019-12-C-2005).

     Vig­or Marine, L.L.C., Port­land, Ore., is being award­ed a $14,240,406 firm-fixed-price con­tract for the reg­u­lar over­haul and dry-dock­ing of Mil­i­tary Sealift Com­mand sub­ma­rine ten­der USS Frank Cable. The over­haul will include replac­ing switch­boards and the ship’s elec­tri­cal pow­er con­trol pan­el, replac­ing LP tur­bine rotors and steel, installing fuel oil over­flow head­ers, and con­duct­ing machin­ery and hab­it­abil­i­ty over­hauls and repairs. This con­tract includes an option, which, if exer­cised, would bring the cumu­la­tive val­ue of this con­tract to $20,102,767. Work will be per­formed in Port­land, Ore., and is expect­ed to be com­plet­ed June 15, 2012. With options exer­cised, work will be com­plet­ed July 1, 2012. Con­tract funds in the amount of $20,102,767 will expire at the end of the cur­rent fis­cal year. This con­tract was com­pet­i­tive­ly pro­cured by post­ing the solic­i­ta­tion via Mil­i­tary Sealift Com­mand, Navy Elec­tron­ic Com­merce Online and Fed­er­al Busi­ness Oppor­tu­ni­ties web­sites, with four offers received. Mil­i­tary Sealift Com­mand, Wash­ing­ton, D.C., is the con­tract­ing activ­i­ty (N00033-12-C-7501).

     Hunt­ing­ton Ingalls, Inc., Pascagoula, Miss., is being award­ed a $13,000,000 cost-plus-fixed-fee mod­i­fi­ca­tion to pre­vi­ous­ly award­ed con­tract (N00024-06-C-2304) to exer­cise an option for fis­cal 2012 class ser­vices in sup­port of class prod­uct fab­ri­ca­tion, deliv­ery, engi­neer­ing, and engi­neer­ing sup­port of the Zumwalt-class destroy­er. Work will be per­formed in Pascagoula, Miss. (95 per­cent), and Gulf­port, Miss. (5 per­cent), and is expect­ed to be com­plet­ed by April 2012. Con­tract funds will not expire at the end of the cur­rent fis­cal year. The Naval Sea Sys­tems Com­mand, Wash­ing­ton Navy Yard, D.C., is the con­tract­ing activity. 

     IAP World Ser­vices, Inc., Cape Canaver­al, Fla., is being award­ed an $11,800,592 firm- mod­i­fi­ca­tion under a fixed-price, indef­i­nite-deliv­ery/in­def­i­nite-quan­ti­ty con­tract (N40080-07-D-0470) to exer­cise option five for base oper­at­ing sup­port ser­vices at Naval Air Sta­tion Patux­ent Riv­er; Web­ster Out­ly­ing Field; and Solomons Recre­ation Cen­ter. The work to be per­formed pro­vides for base oper­at­ing ser­vices includ­ing all labor, super­vi­sion, man­age­ment, tools, mate­ri­als, equip­ment, facil­i­ties, trans­porta­tion, and oth­er items nec­es­sary to pro­vide facil­i­ty, refuse col­lec­tion, swim­ming pools, waste­water, water and envi­ron­men­tal main­te­nance ser­vices. The total con­tract amount after exer­cise of this option will be $84,392,015. Work will be per­formed in Patux­ent Riv­er, Md. (91 per­cent); Solomons, Md. (5 per­cent); St. Ini­goes, Md. (2 per­cent); and Point Look­out, Md. (2 per­cent). Work is expect­ed to be com­plet­ed April 2012. Con­tract funds in the amount of $8,918,272 are oblig­at­ed on this award and will expire at the end of the cur­rent fis­cal year. The Naval Facil­i­ties Engi­neer­ing Com­mand, Wash­ing­ton, Pub­lic Works Depart­ment, Patux­ent Riv­er, Md., is the con­tract­ing activity. 

     MEB Gen­er­al Con­trac­tors, Chesa­peake, Va., is being award­ed a $7,971,000 firm-fixed-price con­tract for the con­struc­tion of the bulk stor­age and dis­tri­b­u­tion facil­i­ty at Joint Base Andrews Naval Air Facil­i­ty Wash­ing­ton. The work to be per­formed pro­vides for the con­struc­tion of a new pump house; three 600 gal­lons per minute pumps; one stand-by pump; fil­ter sep­a­ra­tors; pipeline inspec­tion gauge launcher/receiver; JP‑8 fuel above-ground stor­age tank; 4,000 gal­lon prod­uct recov­ery tank; fire alarm; leak detec­tion device; cathod­ic pro­tec­tion sys­tem; and 8‑inch fuel trans­fer line; util­i­ties and site improve­ments; and the removal of an aged pump house, pumps, and fuel trans­fer line. Work will be per­formed in Camp Spring, Md., and is expect­ed to be com­plet­ed by May 2013. Con­tract funds will not expire at the end of the cur­rent fis­cal year. This con­tract was com­pet­i­tive­ly pro­cured via the Navy Elec­tron­ic Com­merce Online web­site with eight pro­pos­als received. The Naval Facil­i­ties Engi­neer­ing Com­mand, Wash­ing­ton, Wash­ing­ton, D.C., is the con­tract­ing activ­i­ty (N40080-12-C-2004).

     MIL Corp., Bowie, Md., is being award­ed a $7,861,098 cost-plus-fixed-fee con­tract to pro­vide engi­neer­ing, tech­ni­cal, and man­age­ment ser­vices in sup­port of the Naval Air War­fare Cen­ter Air­craft Division’s Inte­grat­ed Bat­tle­space Sim­u­la­tion and Test Divi­sion, which sup­ports the Navy’s research, devel­op­ment, test, and eval­u­a­tion net­works. Work will be per­formed in Patux­ent Riv­er, Md., and is expect­ed to be com­plet­ed in Octo­ber 2012. Con­tract funds will not expire at the end of the cur­rent fis­cal year. This con­tract was not com­pet­i­tive­ly pro­cured under FAR 6.302–1. The Naval Air War­fare Cen­ter Air­craft Divi­sion, Patux­ent Riv­er, Md., is the con­tract­ing activ­i­ty (N00421-12-C-0007).
