USAUS Military contracts for FY11

ARMY

            Medico Indus­tries, Inc., Wilkes Barre, Pa. (W15QKN-11-D-0149); Mod­ern Indus­tries, Inc., Erie, Pa. (W15QKN-11-D-0200); and T&A Screw Prod­ucts, Ter­ryville, Conn. (W15QKN-11-D-0201), were award­ed a $185,000,000 firm-fixed-price indef­i­nite-deliv­ery/in­def­i­nite-quan­ti­ty mul­ti­ple-award-task-order con­tract.  The award will pro­vide for the facil­i­ties, per­son­nel, and equip­ment ser­vices for the man­u­fac­ture of the shell bod­ies, pro­jec­tile 60mm M710A1/M768; and pro­jec­tile 81mm M821A1/M821A2/M8889A1/M889A2.  Work loca­tion will be deter­mined with each task order, with an esti­mat­ed com­ple­tion date of July 31, 2020.  Eight bids were solicit­ed, with eight bids received.  The U.S. Army Con­tract­ing Com­mand, Picatin­ny Arse­nal, N.J., is the con­tract­ing activity. 

            Hon­ey­well Inter­na­tion­al, Inc., Clear­wa­ter, Fla., was award­ed a $141,200,000 firm-fixed-price con­tract.  The award will pro­vide for the pro­cure­ment of iner­tial nav­i­ga­tion units for sev­er­al end items, includ­ing the Bradley, Knight, and How­itzer.  Work will be per­formed in Clear­wa­ter, Fla., with an esti­mat­ed com­ple­tion date of July 30, 2016.  One bid was solicit­ed, with one bid received.  The U.S. Army Con­tract­ing Com­mand, War­ren, Mich., is the con­tract­ing activ­i­ty (W56HZV-11-D-0160).

            Fed­er­al Prison Indus­tries, Wash­ing­ton, D.C., was award­ed a $20,000,000 firm-fixed-price con­tract.  The award will pro­vide for the pro­cure­ment of out­er tac­ti­cal vests for Pak­istan.  Work will be per­formed in Yazoo City, Miss., with an esti­mat­ed com­ple­tion date of Aug. 25, 2013.  One bid was solicit­ed, with one bid received.  The U.S. Army Con­tract­ing Com­mand, Aberdeen Prov­ing Ground, Md., is the con­tract­ing activ­i­ty (W91CRB-08-D-0045).

Con­struc­tion and Sons, Inc., Beau­mont, Texas (W912L1-11-D-0015), were award­ed a $20,000,000 firm-fixed-price indef­i­nite-deliv­ery/in­def­i­nite-quan­ti­ty mul­ti­ple-award-task-order con­tract between 15 con­trac­tors.  The award will pro­vide for the con­struc­tion projects of var­i­ous size and val­ue for the Nation­al Guard in the state of Texas.  Work will be per­formed at var­i­ous mil­i­tary instal­la­tions across Texas, with an esti­mat­ed com­ple­tion date of Aug. 21, 2011.  The bid was solicit­ed through the Inter­net, with 22 bids received.  The Nation­al Guard Bureau, Austin, Texas, is the con­tract­ing activity. 

            For­rester Con­struc­tion Co., Rockville, Md., was award­ed a $12,944,621 firm-fixed-price con­tract.  The award will pro­vide for the con­struc­tion ser­vices to build Colum­bar­i­um Court Nine at Arling­ton Nation­al Ceme­tery.  Work will be per­formed in Arling­ton, Va., with an esti­mat­ed com­ple­tion date of Feb. 13, 2013.  The bid was solicit­ed through the Inter­net, with 11 bids received.  The U.S. Army Corps of Engi­neers, Bal­ti­more, Md., is the con­tract­ing activ­i­ty (W912DR-11-C-0031).

            AMTEC Corp., Janesville, Wis., was award­ed an $11,714,839 firm-fixed-price con­tract.  The award will pro­vide for the pro­cure­ment of quan­ti­ties of var­i­ous 40mm grenades and car­tridges.  Work will be per­formed in Janesville, Wis., with an esti­mat­ed com­ple­tion date of Sept. 30, 2014.  The bid was solicit­ed through the Inter­net, with two bids received.  The U.S. Army Con­tract­ing Com­mand, Rock Island, Ill., is the con­tract­ing activ­i­ty (W52P1J-10-C-0013).

            Dutra Dredg­ing Co., San Rafael, Calif., was award­ed an $11,470,000 con­struc­tion con­tract.  The award will pro­vide for the main­te­nance dredg­ing ser­vices of the Oak­land inner and out­er Har­bor Chan­nel, includ­ing trans­port of dis­pos­al ser­vices at the ocean dis­pos­al site.  Work will be per­formed in Alame­da, Calif.; San Fran­cis­co, Calif.; and Marin, Calif., with an esti­mat­ed com­ple­tion date of Feb. 7, 2013.  Twen­ty bids were solicit­ed, with two bids received.  The U.S. Army Corps of Engi­neers, San Fran­cis­co, Calif., is the con­tract­ing activ­i­ty (W912P7-11-C-0012).

            Heil Trail­er Inter­na­tion­al, Athens, Tenn., was award­ed an $8,100,000 firm-fixed-price con­tract.  The award will pro­vide for the pro­cure­ment of the Tanker Bal­lis­tic Pro­tec­tion Sys­tem for the M967A2 and M967A2 fuel tanker semi­trail­ers.  Work will be per­formed in Athens, Tenn., with an esti­mat­ed com­ple­tion date of April 30, 2013.  One bid was solicit­ed, with one bid received.  The U.S. Army Con­tract­ing Com­mand, War­ren, Mich., is the con­tract­ing activ­i­ty (DAAE07-02-D-S022).

            BAE Sys­tems Land and Arma­ments, L.P., York, Pa., was award­ed a $7,031,054 firm-fixed-price con­tract.  The award will pro­vide for the mod­i­fi­ca­tion of an exist­ing con­tract to refur­bish 12 M109A+ self-pro­pelled how­itzers for the coun­try of Chile.  Work will be per­formed in York, Pa., with an esti­mat­ed com­ple­tion date of Nov. 30, 2012.  One bid was solicit­ed, with one bid received.  The U.S. Army Con­tract­ing Com­mand, War­ren, Mich., is the con­tract­ing activ­i­ty (W56HZV-10-G-0003).

AIR FORCE

            L‑3 Com­mu­ni­ca­tions Inte­grat­ed Sys­tems, Greenville, Texas, is being award­ed a $12,054,022 cost-plus-fixed-fee con­tract to pro­vide inte­gra­tion and test sup­port for Blue Dev­il 2 air­ship.  AESG/WIJK, Wright-Pat­ter­son Air Force Base, Ohio, is the con­tract­ing activ­i­ty (FA8620-06-G-4003 1157). 

            MEI Tech­nolo­gies, Inc., Hous­ton, Texas, is being award­ed a $7,307,401 cost-reim­bursable and cost-plus-fixed-fee con­tract to pro­vide research and devel­op­ing for war gam­ing efforts to include devel­op­ment of weapon sim­u­la­tors, envi­ron­ments, and coor­di­na­tion of large, mul­ti-agency war games in sup­port of advanc­ing the state of the art in tech­nol­o­gy devel­op­ment and advance­ment of war gam­ing sce­nar­ios.  In addi­tion, all nec­es­sary mate­ri­als to include any hard­ware, facil­i­ties, sup­plies, trav­el, labor, sup­plies, and ser­vices to per­form war gam­ing.  AFRL/RDKB, Kirt­land Air Force Base, N.M., is the con­tract­ing activ­i­ty (FA9451-11-C-0288)

NAVY

            FLIR Sys­tem, Inc., Wilsonville, Ore., is being award­ed a $9,547,000 firm-fixed-price, basic order­ing agree­ment for gyro-sta­bi­lized long-range ther­mal imag­ing sen­sor sys­tems and pan-and-tilt long-range ther­mal imag­ing sen­sor sys­tems, spare parts, upgrades and repairs in sup­port of the Ground Based Oper­a­tions Sur­veil­lance Sys­tem.  The gyro-sta­bi­lized long-range ther­mal imag­ing sen­sor sys­tem is a long-range, zoom, col­or charged-cou­pled device, day­light cam­era and ther­mal mid-wave infrared imager, mul­ti-sen­sor tar­get acqui­si­tion, laser range find­er, dig­i­tal mag­net­ic com­pass and tar­get geo-loca­tion device sta­bi­lized gim­bal assem­bly.  The pan-and-tilt long-range ther­mal imag­ing sen­sor sys­tem is a long-range, large for­mat, zoom, col­or CCD day­light cam­era and ther­mal infrared imager, map­ping soft­ware and laser range find­er capa­ble of estab­lish­ing tar­get geo-loca­tion mount­ed on a pan-tilt assem­bly.  Work will be per­formed in Wilsonville, Ore., and is expect­ed to be com­plet­ed by March 2013.  Con­tract funds in the amount of $4,030,954 will expire at the end of the cur­rent fis­cal year.  This con­tract was not com­pet­i­tive­ly pro­cured.  Naval Sur­face War­fare Cen­ter, Crane Divi­sion, Crane, Ind., is the con­tract­ing activ­i­ty (N00164-11-G-JQ72).

            Colonna’s Ship­yard, Inc.*, Nor­folk, Va., is being award­ed a $7,744,698 fixed-price con­tract for a dry-dock­ing restrict­ed avail­abil­i­ty on USS Squall (PC 7).  This con­tract is for the accom­plish­ment of mis­cel­la­neous struc­tur­al, elec­tri­cal, and mechan­i­cal repairs, includ­ing dry-dock­ing.  Work will be per­formed in Nor­folk, Va., and is expect­ed to be com­plet­ed by June 2012.  Con­tract funds in the amount of $7,744,698 will expire at the end of the fis­cal year.  This con­tract was com­pet­i­tive­ly pro­cured via the Navy Elec­tron­ic Com­merce Online web­site, with four pro­pos­als solicit­ed and three offers received.  Nor­folk Ship Sup­port Activ­i­ty, Portsmouth, Va., is the con­tract­ing activ­i­ty (N50054-11-C-1106).

            Lock­heed Mar­tin Mis­sion Sys­tems and Sen­sors, Moorestown, N.J., is being award­ed a $6,986,478 option exer­cise mod­i­fi­ca­tion to pre­vi­ous­ly award­ed con­tract (N00024-03-C-5115) for man­age­ment and engi­neer­ing ser­vices to main­tain and mod­i­fy as nec­es­sary the design of DDG 51-class com­bat sys­tem com­part­ments and top­side arrange­ments, in sup­port of the pro­gram exec­u­tive offi­cer Inte­grat­ed War­fare Sys­tems.  The required ser­vices for DDG 51-class ships include pro­gram man­age­ment and oper­a­tion sup­port, qual­i­ty assur­ance, con­fig­u­ra­tion man­age­ment, ship design inte­gra­tion, fleet life­cy­cle engi­neer­ing sup­port, instal­la­tion sup­port, firmware main­te­nance, com­bat sys­tem test and eval­u­a­tion, Navy-fur­nished mate­r­i­al sup­port, spe­cial stud­ies, and future-ship inte­gra­tion stud­ies.  Work will be per­formed in Moorestown, N.J. (37 per­cent); Bath, Maine (25 per­cent); Pascagoula, Miss. (22 per­cent); San Diego, Calif. (6 per­cent); Wash­ing­ton, D.C. (5 per­cent); Nor­folk, Va. (3 per­cent); Port Huen­eme, Calif. (1 per­cent); and Syra­cuse, N.Y. (1 per­cent).  Work is expect­ed to be com­plet­ed by Sep­tem­ber 2012.  Con­tract funds will not expire at the end of the cur­rent fis­cal year.  The Naval Sea Sys­tems Com­mand, Wash­ing­ton Navy Yard, D.C., is the con­tract­ing activity.
