            Spe­cial Oper­a­tions Tech­nol­o­gy, Inc., Annapo­lis Junc­tion, Md., was award­ed a $79,500,000 cost-plus-fixed-fee con­tract.  The award will pro­vide for the mod­i­fi­ca­tion of an exist­ing con­tract to install, oper­ate, and main­tain the law­ful inter­cept equip­ment and sup­port equip­ment at var­i­ous loca­tions around Afghanistan.  Work will be per­formed in Afghanistan, with an esti­mat­ed com­ple­tion date of Aug. 3, 2013.  One bid was solicit­ed, with one bid received.  The U.S. Army Space & Mis­sile Com­mand, Huntsville, Ala., is the con­tract­ing activ­i­ty (W9113M-10-C-0084).

            Safar­i­land, L.L.C., Casper, Wyo., was award­ed a $31,852,000 firm-fixed-price indef­i­nite-deliv­ery/in­def­i­nite-quan­ti­ty con­tract.  The award will pro­vide for the man­u­fac­ture, inspec­tion, test­ing, pack­ag­ing, and deliv­ery of 40mm non-lethal crowd dis­per­sal car­tridges.  Work will be per­formed in Casper, Wyo., with an esti­mat­ed com­ple­tion date of Aug. 1, 2016.  The bid was solicit­ed through the Inter­net, with two bids received.  The U.S. Army Con­tract­ing Com­mand, Picatin­ny Arse­nal, N.J., is the con­tract­ing activ­i­ty (W15QKN-11-D-0169).
            Siko­rsky Air­craft Corp., Strat­ford, Conn., was award­ed a $22,711,777 firm-fixed-price con­tract.  The award will pro­vide for the pro­cure­ment of two UH-60M air­craft for the Air Force.  Work will be per­formed in Strat­ford, Conn., with an esti­mat­ed com­ple­tion date of Feb. 28, 2013.  One bid was solicit­ed, with one bid received.  The U.S. Army Con­tract­ing Com­mand, Red­stone Arse­nal, Ala., is the con­tract­ing activ­i­ty (W58RGZ-08-C-0003).
            Lewis Engi­neer­ing Co., Mar­shall, Texas (W15QKN-11-D-0127); Medico, Inc., Wilkes Barre, Pa. (W15QKN-11-D-0128); and Wood­lawn Man­u­fac­tur­ing, Mar­shall, Texas (W15QKN-11-D-0129), were award­ed a $14,918,562 firm-fixed-price indef­i­nite-deliv­ery/in­def­i­nite-quan­ti­ty con­tract between three con­trac­tors.  The award will pro­vide for the facil­i­ties, per­son­nel, and equip­ment for the man­u­fac­ture of the 81mm body tube assem­bly, smoke, M819; and the 81mm tail cone assem­bly, smoke, M819.  Work loca­tion will be deter­mined with each task order, with an esti­mat­ed com­ple­tion date of Aug. 1, 2021.  Five bids were solicit­ed, with five bids received.  The U.S. Army Con­tract­ing Com­mand, Picatin­ny Arse­nal, N.J., is the con­tract­ing activ­i­ty.

            Raytheon Mis­siles Sys­tems Co., Tuc­son, Ariz., was award­ed an $11,542,035 firm-fixed-price cost-plus-fixed-fee con­tract.  The award will pro­vide for the mod­i­fi­ca­tion of an exist­ing con­tract to pro­cure the Grif­fin Stand-Off Pre­ci­sion Guid­ed Muni­tions and asso­ci­at­ed engi­neer­ing ser­vices.  Work will be per­formed in Tuc­son, Ariz., with an esti­mat­ed com­ple­tion date of Sept. 30, 2012.  One bid was solicit­ed, with one bid received.  The U.S. Army Con­tract­ing Com­mand, Red­stone Arse­nal, Ala., is the con­tract­ing activ­i­ty (W31P4Q-10-C-0239).
            Jorge Sci­en­tif­ic Corp., Arling­ton, Va., was award­ed an $8,371,926 cost-plus-fixed-fee con­tract.  The award will pro­vide for the research, devel­op­ment, and demon­stra­tion of intel­li­gence sur­veil­lance and recon­nais­sance, muni­tions detec­tion, and counter impro­vise explo­sive device tech­no­log­i­cal solu­tions to address defi­cien­cies.  Work will be per­formed in Afghanistan, with an esti­mat­ed com­ple­tion date of Feb. 6, 2014.  There were 999 bids solicit­ed, with 999 bids received.  The U.S. Army Con­tract­ing Com­mand, Aberdeen Prov­ing Ground, Md., is the con­tract­ing activ­i­ty (W911QX-11-C-0081).
            URS Group, Inc., Mor­risville, N.C., was award­ed an $8,000,000 firm-fixed-price con­tract.  The award will pro­vide for the archi­tect and engi­neer­ing ser­vices for the Mobile Dis­trict to pro­vide envi­ron­men­tal sup­port to mil­i­tary, civ­il and fed­er­al agen­cies.  Work will be deter­mined with each task order, with an esti­mat­ed com­ple­tion date of Aug. 20, 2016.  The bid was solicit­ed through the Inter­net, with 26 bids received.  The U.S. Army Corps of Engi­neers, Mobile, Ala., is the con­tract­ing activ­i­ty (W91278-11-D-0054).

            Nation­al Sourc­ing, Inc., Tam­pa, Fla., was award­ed a $7,616,266 firm-fixed-price con­tract.  The award will pro­vide for the admin­is­tra­tive sup­port ser­vices for edu­ca­tion ben­e­fits pro­cess­ing for Human Resource Com­mand at Fort Knox, Ky.  Work will be per­formed at Fort Knox, Ky., with an esti­mat­ed com­ple­tion date of Aug. 3, 2016.  The bid was solicit­ed through the Inter­net, with eight bids received.  The U.S. Army Mis­sion & Instal­la­tion Con­tract­ing Cen­ter, Fort Knox, Ky., is the con­tract­ing activ­i­ty (W9124D-11C-0016).
            MWH Amer­i­c­as, Inc., Broom­field, Colo., was award­ed a $7,173,595 cost-plus-incen­tive-fee con­tract.  The award will pro­vide for the ground­wa­ter treat­ment plant con­struc­tion to sup­port Price’s Pit Land­fill Reme­di­a­tion Project in Pleas­antville, N.J.  Work will be per­formed in Pleas­antville, N.J., with an esti­mat­ed com­ple­tion date of April 30, 2012.  One bid was solicit­ed, with one bid received.  The U.S. Army Corps of Engi­neers, Philadel­phia, Pa., is the con­tract­ing activ­i­ty (DACA31-02-D-0017).
            Burns and McDon­nell Engi­neer­ing Co., Inc., was award­ed a $7,000,000 firm-fixed-price con­tract.  The award will pro­vide for the engi­neer­ing ser­vices to sup­port the Mobile Dis­trict Mil­i­tary Con­struc­tion Design Pro­gram.  Work will be per­formed in Mobile, Ala., with an esti­mat­ed com­ple­tion date of Feb. 25, 2016.  The bid was solicit­ed through the Inter­net, with 109 bids received.  The U.S. Army Corps of Engi­neers, Mobile, Ala., is the con­tract­ing activ­i­ty (W91278-11-D-0057). 
NAVY
            Sodexo Man­age­ment, Inc., Gaithers­burg, Md., is being award­ed a $106,752,703 per­for­mance-based, fixed-price ser­vice con­tract with incen­tive and award fee pro­vi­sions, pro­gram­mat­i­cal­ly referred to as the West Coast Region­al Gar­ri­son Food Ser­vices Con­tract II to oper­ate and man­age 20 Marine Corps gar­ri­son mess halls locat­ed on the West Coast of the con­ti­nen­tal Unit­ed States.  The con­tract also includes six one-year options, which, if exer­cised, would bring the total cumu­la­tive val­ue of the con­tract to $765,531,131.  Work will be per­formed at Marine Corps Base, Camp Pendle­ton, Ocean­side, Calif. (45 per­cent); Marine Corps Recruit Depot, San Diego, Calif. (30 per­cent); Marine Corps Air Ground Com­bat Cen­ter, Twen­ty­nine Palms, Calif. (10 per­cent); Marine Corps Air Sta­tion, Mira­mar, Calif. (5 per­cent); Marine Corps Moun­tain War­fare Train­ing Cen­ter, Bridge­port, Calif. (5 per­cent); and Marine Corps Air Sta­tion, Yuma, Ariz. (5 per­cent).  The basic con­tract will begin Oct. 1, 2011 with a com­ple­tion date of Sept. 30, 2012 (with all options exer­cised, Sept. 30, 2017).  The con­tract will be award­ed sub­ject to the avail­abil­i­ty of funds.  This con­tract was com­pet­i­tive­ly pro­cured via Request for Pro­pos­al M00027-10-R-0002, released and post­ed on the Fed­er­al Busi­ness Oppor­tu­ni­ties web­site under full and open com­pe­ti­tion pro­ce­dures, with five pro­pos­als received in response to the solic­i­ta­tion.  Head­quar­ters U.S. Marine Corps, Wash­ing­ton, D.C., is the con­tract­ing activ­i­ty (M00027-11-C-0001).
            Phoenix Inter­na­tion­al Hold­ings, Inc., Largo, Md., is being award­ed a $16,837,936 cost-plus-award-fee mod­i­fi­ca­tion to pre­vi­ous­ly award­ed con­tract (N00024-06-C-4204) to con­tin­ue ser­vices to man­age, main­tain, mobi­lize and oper­ate the Sub­ma­rine Res­cue Div­ing and Recom­pres­sion Sys­tem (SRDRS), includ­ing asso­ci­at­ed facil­i­ties and equip­ment.  SRDRS is a high­ly portable and mobile sub­ma­rine res­cue and recom­pres­sion sys­tem capa­ble of trans­fer­ring per­son­nel from a dis­abled sub­ma­rine, under pres­sure, from depths up to 2,000 feet.  This con­tract con­tains options, which, if exer­cised, would bring the cumu­la­tive val­ue of this mod­i­fi­ca­tion to $40,081,201.  The con­tract will be incre­men­tal­ly fund­ed, with $4,656,596 ini­tial­ly allo­cat­ed.  Funds in the amount of $2,880,543 reflect 60 per­cent of the ini­tial fund­ing.  Work will be per­formed in San Diego, Calif. (80 per­cent), and Largo, Md. (20 per­cent), and is sched­uled to be com­plet­ed by August 2012.  Con­tract funds in the amount of $2,880,543 will expire at the end of the cur­rent fis­cal year. The Naval Sea Sys­tems Com­mand, Wash­ing­ton, D.C., is the con­tract­ing activ­i­ty.
            The Ross Group Con­struc­tion Corp., Tul­sa, Okla., is being award­ed $14,748,000 for firm-fixed-price task order 0003 under a pre­vi­ous­ly award­ed mul­ti­ple award con­struc­tion con­tract (N69450-10-D-0771) for con­struc­tion of an oper­a­tional facil­i­ty for T‑6 Tex­an fixed wing tur­bo prop train­er air­craft at Naval Air Sta­tion Cor­pus Christi.  The work pro­vides for con­struc­tion includ­ing a sin­gle-sto­ry fire station/crash crew facil­i­ty at Out­ly­ing Land­ing Field Goli­ad, Texas.  The facil­i­ty has three appa­ra­tus bays, an office, storage/laundry room, dayroom/galley, restroom/shower, fit­ness room, bunkrooms and pilot lounge.  Con­struc­tion includes a new emer­gency gen­er­a­tor build­ing, run­way light­ing to include approach path indi­ca­tors, tie-downs, ground­ing sys­tem, pave­ment mark­ings, repair to access road, util­i­ties and site improve­ments, secu­ri­ty fenc­ing around the new facil­i­ties and demo­li­tion of exist­ing con­trol tow­er and site improve­ments.  Repair of exist­ing run­way includes milling of pave­ment, lev­el­ing, instal­la­tion of rein­forced fab­ric, repair­ing cracks, over­lay and strip­ing.  Repair project also includes par­tial demo­li­tion and ren­o­va­tion of exist­ing fire sta­tion to house sup­port vehi­cles.  The task order also con­tains six unex­er­cised options, which, if exer­cised, would increase cumu­la­tive task order val­ue to $15,444,000.  Work will be per­formed in Goli­ad, Texas, and is expect­ed to be com­plet­ed by May 2012.  Con­tract funds will not expire at the end of the cur­rent fis­cal year.  Four pro­pos­als were received for this task order.  The Naval Facil­i­ties Engi­neer­ing Com­mand, South­east, Jack­sonville, Fla., is the con­tract­ing activ­i­ty.
            Sauer Inc., Jack­sonville, Fla., is being award­ed $11,978,000 for firm-fixed-price task order 0003 under a pre­vi­ous­ly award­ed mul­ti­ple award con­struc­tion con­tract (N40080-10-D-0490) for design and con­struc­tion of a Joint Air Defense Oper­a­tion Cen­ter at Joint Base Ana­cos­tia-Bolling.  Work will be per­formed in Wash­ing­ton, D.C., and is expect­ed to be com­plet­ed by Jan­u­ary 2013.  Con­tract funds will not expire at the end of the cur­rent fis­cal year.  Five pro­pos­als were received for this task order.  The Naval Facil­i­ties Engi­neer­ing Com­mand, Wash­ing­ton, Wash­ing­ton, D.C., is the con­tract­ing activ­i­ty. 
            Rolls Royce Engine Ser­vices-Oak­land, Inc., Oak­land, Calif., is being award­ed a $10,457,296 deliv­ery order against a pre­vi­ous­ly award­ed indef­i­nite-deliv­ery/in­def­i­nite-quan­ti­ty, firm-fixed-price con­tract (N00019-09-D-0006) for the depot-lev­el repair of T56-A-427 series four engines of the E‑2C and C‑2 air­craft.  Work will be per­formed in Oak­land, Calif., and is expect­ed to be com­plet­ed in Novem­ber 2011.  Con­tract funds in the amount of $10,457,296 will expire at the end of the cur­rent fis­cal year.  The Naval Air Sys­tems Com­mand, Patux­ent Riv­er, Md., is the con­tract­ing activ­i­ty. 
MISSILE DEFENSE AGENCY
            The Mis­sile Defense Agency (MDA) is announc­ing the award of a indef­i­nite-deliv­ery/in­def­i­nite-quan­ti­ty, cost-plus-fixed-fee con­tract to Gen­er­al Atom­ics Aero­nau­ti­cal, Poway, Calif., with a max­i­mum val­ue of $48,351,494.  Under this con­tract (HQ0147-11-D-0013), Gen­er­al Atom­ics will work with MDA to pro­vide research and devel­op­ment to demon­strate pre­ci­sion three-dimen­sion­al track­ing of bal­lis­tic mis­siles from a long endurance, high-alti­tude unmanned air sys­tem.  This con­tract was com­pet­i­tive­ly pro­cured via a broad agency announce­ment with mul­ti­ple white papers received in response.  The work will be per­formed in Poway, Calif., from August 2011 through August 2016.  Fis­cal 2011 research, devel­op­ment, test and eval­u­a­tion funds in the amount of $11,800,000 will be used to incre­men­tal­ly fund the first task order.  Con­tract funds will not expire at the end of the cur­rent fis­cal year. 
AIR FORCE

            Lock­heed Mar­tin Inte­grat­ed Sys­tems & Solu­tions, Papil­lion, Neb., is receiv­ing a mod­i­fi­ca­tion to a cost-plus-incen­tive-fee con­tract in the amount of $6,645,753.  This action will pro­vide for the Inte­grat­ed Strate­gic Plan­ning and Analy­sis Sys­tem con­tract mod­i­fi­ca­tion glob­al adap­tive planning/collaborative infor­ma­tion envi­ron­ment (GAP/CIE) incre­ment two, spi­ral two, devel­op­ment.  GAP/CIE is the prin­ci­pal new devel­op­ment activ­i­ty for the Inte­grat­ed Strate­gic Plan­ning and Analy­sis Net­work.  Work will be per­formed at Papil­lion, Neb.  ESC/HSBK, Offutt Air Force Base, Neb., is the con­tract­ing activ­i­ty (FA8722-04-C-0009-P00137).
