The award will pro­vide for design-build and con­struc­tion projects in the U.S. Cen­tral Command’s area of respon­si­bil­i­ty. Bids were solicit­ed through the Fed­er­al Busi­ness Oppor­tu­ni­ties web­site with 43 bids received. The esti­mat­ed com­ple­tion date is June 30, 2016. The U.S. Army Corps of Engi­neers, Mid­dle East Dis­trict, Win­ches­ter, Va., is the con­tract­ing activity. 

Oshkosh Corp., Oshkosh, Wis., was award­ed on June 16 a $226,277,100 firm-fixed-price con­tract. The award will pro­vide for the pur­chase of 5,131 under­body improve­ment kits for the Mine Resis­tant Ambush Pro­tect­ed All Ter­rain Vehi­cle in sup­port of Oper­a­tion Endur­ing Free­dom. Work will be per­formed in Oshkosh, Wis., with an esti­mat­ed com­ple­tion date of June 30, 2012. One bid was solicit­ed with one bid receive. U.S. Army Con­tract­ing Com­mand, War­ren, Wis., is the con­tract­ing activ­i­ty (W56HZH-09-D-0111).

Raytheon Co., Tuc­son, Ariz., was award­ed on June 16 a $36,087,425 cost-plus-incen­tive-fee con­tract. The award will pro­vide for M982 Excal­ibur 155mm pre­ci­sion engage­ment pro­jec­tiles. Work will be per­formed in Tuc­son, Ariz.; Healds­burg, Calif.; Niceville, Fla.; Cincin­nati, Ohio; Cedar Rapids, Iowa; Bal­ti­more, Md.; Joplin, Mo.; McK­in­ney, Texas; and the Unit­ed King­dom, with an esti­mat­ed com­ple­tion date of March 15, 2012. The U.S. Army Con­tract­ing Com­mand, Picatin­ny, N.J. is the con­tract­ing activ­i­ty (W15QKN-08-C-0530).

Lock­heed Mar­tin, Grand Prairie, Texas, was award­ed on June 16 a $17,997,415 firm-fixed-price with cost-plus-fixed-fee con­tract line item num­bers con­tract. The award is for the fis­cal 2011 U.S. Patri­ot capa­bil­i­ty pro­duc­tion require­ment for five launch­er mod kits, ground sup­port equip­ment, and parts library. Work will be per­formed in Grand Prairie, Texas; Lufkin, Texas; and Ocala, Fla., with an esti­mat­ed com­ple­tion date of July 30, 2014. The U.S. Army Con­tract­ing Com­mand, Red­stone Arse­nal, Ala., is the con­tract­ing activ­i­ty (W31P4Q-11-C-0001).

HHI Corp., Farm­ing­ton, Utah (W9128F-11-D-0026); Can­de­lar­ia Corp., Glen­dale, Ariz. (W9128F-11-D-0027); Ayu­da Man­age­ment Corp., Bloom­field, Colo. (W9128F-11-D-0028), were each award­ed on June 16 a firm-fixed price con­tract for $14,900,000. The award pro­vides for a mul­ti­ple award task order con­tract for the design-build and con­struc­tion only task orders in Col­orado and Wyoming. Work will be deter­mined for each indi­vid­ual task order with­in the states of Col­orado and Wyoming. Bids were solicit­ed through the Inter­net with 24 bids received. The U.S. Army Corps of Engi­neers, Oma­ha, Neb., is the con­tract­ing activity. 

Jacobs Engi­neer­ing, Chica­go, Ill., was award­ed on June 16 a $9,500,000 mil­lion firm-fixed-price indef­i­nite-deliv­ery/in­def­i­nite-quan­ti­ty con­tract. This con­tract is for the third-par­ty com­mis­sion­ing of build­ings as required and devel­oped by the U.S. Green Build­ing Coun­cil. Loca­tion of work will be deter­mined with each task order with an esti­mat­ed com­ple­tion date of June 16, 2016. Bids were solicit­ed through the Inter­net with 31 bids received. The U.S. Army Corps of Engi­neers, Kansas City, Mo., is the con­tract­ing activ­i­ty (W912DQ-11-D-4003).

Sci­ence Appli­ca­tions Inter­na­tion­al Corp., McLean, Va., was award­ed on June 16 a $9,040,949 cost-plus-fixed-fee con­tract. The award will pro­vide for research in the detec­tion of insid­er threats based on sen­sor data from rou­tine activ­i­ties of mem­bers of a group, and pos­si­bly social net­works. Work will be per­formed in McLean, Va.; Amherst, Mass.; Cor­val­lis, Ore.; Pitts­burgh, Pa.; and Atlanta, Ga., with an esti­mat­ed com­ple­tion date of May 31, 2013. Bids were solicit­ed through a broad agency announce­ment with sev­en bids received. The U.S. Army Con­tract­ing Com­mand, Durham, N.C., is the con­tract­ing activ­i­ty (W911NF-11-C-0088).

Lee­b­cor Ser­vices, LLC, Williams­burg, Va., was award­ed on June 16 a $6,802,634 firm-fixed-price con­tract. The award will pro­vide for the design and con­struc­tion of an addi­tion of a paint spray hangar bay to an exist­ing low observable/composite repair hangar. Work will be per­formed at Lan­g­ley Air Force Base, Va., with an esti­mat­ed com­ple­tion date of Dec. 15, 2012. Bids were solicit­ed through the Inter­net with 12 bids received. U.S. Army Corps of Engi­neers, Nor­folk, Va., is the con­tract­ing activ­i­ty (W91236-11-C-0040).

NAVY

Lock­heed Mar­tin, Mis­sion Sys­tems and Sen­sors, Eagan, Minn., is being award­ed a $758,184,400 indef­i­nite-deliv­ery/in­def­i­nite-quan­ti­ty con­tract with firm-fixed-price, cost-plus-award-fee, and cost reim­bursable con­tract line item num­bers for the design, pro­duc­tion, instal­la­tion and sup­port of Tech­ni­cal Inser­tion-12 and Tech­ni­cal Inser­tion ‑14 hard­ware which includes dis­play, work­sta­tion, proces­sors and net­work sys­tems used in mis­sion crit­i­cal and mis­sion essen­tial host sys­tems cur­rent­ly installed on Navy sub­marines. The Pro­gram Exec­u­tive Office Sub­ma­rine Tech­nol­o­gy Inser­tion Hard­ware archi­tec­ture will pro­vide a mod­u­lar frame­work of proces­sors and dis­play com­put­er resources con­sist­ing of con­soles, card cages, high res­o­lu­tion mon­i­tors, large-screen dis­plays, and asso­ci­at­ed periph­er­als. The hard­ware equip­ment will inter­face with local area net­works and use a com­bi­na­tion of com­mer­cial and Navy inter­face stan­dards. Work will be per­formed in Eagan, Minn. (99 per­cent), and John­stown, Pa. (1 per­cent), and is expect­ed to be com­plet­ed by June 2012. Con­tract funds will not expire at the end of the cur­rent fis­cal year. This con­tract was com­pet­i­tive­ly pro­cured via the Navy Elec­tron­ic Com­merce Online web­site, with one offer received. The Naval Under­sea War­fare Cen­ter, Key­port, Wash., is the con­tract­ing activ­i­ty (N00253-11-D-0003).

Defense Sup­port Ser­vices, LLC, Mount Lau­rel, N.J., is being award­ed a $39,915,868 cost-plus-fixed-fee con­tract for orga­ni­za­tion­al lev­el main­te­nance with lim­it­ed inter­me­di­ate lev­el main­te­nance on cur­rent and future assigned air­craft in sup­port of the Naval Test Wing Pacif­ic at Point Mugu and Chi­na Lake Naval Air Sta­tions. Work will be per­formed in Chi­na Lake, Calif. (79 per­cent), and Point Mugu, Calif. (21 per­cent), and is expect­ed to be com­plet­ed in August 2012. Con­tract funds will not expire at the end of the cur­rent fis­cal year. This con­tract was com­pet­i­tive­ly pro­cured via an elec­tron­ic request for pro­pos­als, with four offers received. The Naval Air Sys­tems Com­mand, Patux­ent Riv­er, Md., is the con­tract­ing activ­i­ty (N00421-11-C-0031).

DEFENSE LOGISTICS AGENCY

Welch Allyn, Inc., Skaneate­les Falls, N.Y., was issued a mod­i­fi­ca­tion exer­cis­ing the sec­ond option year on the cur­rent con­tract SPM2D1-09-D-8350/P00009. Award is a fixed-price with eco­nom­ic price adjust­ment con­tract with a max­i­mum $43,650,000 for patient mon­i­tor­ing sys­tems, sub­sys­tems, acces­sories, con­sum­ables, spare/repair parts and train­ing. There are no oth­er loca­tions of per­for­mance. Using ser­vices are Army, Navy, Air Force, Marine Corps and fed­er­al civil­ian agen­cies. The date of per­for­mance com­ple­tion is June 23, 2012. The Defense Logis­tics Agency Troop Sup­port, Philadel­phia, Pa., is the con­tract­ing activity. 

Bem­sco, Inc.*, Salt Lake City, Utah, was award­ed a firm-fixed-price con­tract with a max­i­mum $39,977,280 for fixed land­ing gear. There are no oth­er loca­tions of per­for­mance. Using ser­vice is Army. The date of per­for­mance com­ple­tion is June 20, 2016. The Defense Logis­tics Agency Avi­a­tion, Red­stone Arse­nal, Ala., is the con­tract­ing activ­i­ty (SPRRA1-11-D-0090).

AIR FORCE

Gulf­stream Aero­space Corp., Savan­nah, Ga., is being award­ed a $26,816,000 mod­i­fi­ca­tion to a firm-fixed-price con­tract for the pur­chase of one leased air­craft in accor­dance with option terms of the con­tract. OC-ALC/GKSKB, Tin­ker Air Force Base, Okla., is the con­tract­ing activ­i­ty (F33657-00-C-0038 PO0179). 

Northrop Grum­man Mis­sion Sys­tems, Clearfield, Utah, is being award­ed a $23,035,973 mod­i­fi­ca­tion to a cost-plus-award-fee con­tract for sus­tain­ment sup­port of the Minute Man Weapon Sys­tem incre­men­tal fund­ing for exer­cised option. Work will be per­formed at Clearfield, Utah. AFNWC/PKME, Hill Air Force Base, Utah, is the con­tract­ing activ­i­ty (F42610-98-C-0001).

Lock­heed Mar­tin Corp., MS2 Radar Sys­tems, Liv­er­pool, N.Y., is being award­ed a $16,686,712 firm-fixed-price con­tract for mod­ern­iza­tion of 29 AN/FPS-117 long-range radars via the essen­tial parts replace­ment pro­gram to extend the life­cy­cle and main­tain cur­rent sys­tem cov­er­age until 2025. OO-ALC/GHSKA, Hill Air Force Base, Utah, is the con­tract­ing activ­i­ty (FA8217-11-C-0005).

Sci­ence Appli­ca­tions Inter­na­tion­al Corp., Okla­homa City, Okla., is being award­ed a $14,000,000 indef­i­nite-deliv­ery/in­def­i­nite-quan­ti­ty con­tract for archi­tec­tur­al and engi­neer­ing ser­vices. Work will be per­formed at sev­er­al Air Com­bat Com­mand instal­la­tions across the con­ti­nen­tal Unit­ed States. Air Com­bat Com­mand AMIC/PKA, New­port News, Va., is the con­tract­ing activ­i­ty (FA4890-11-D-0002).

Northrop Grum­man Mis­sion Sys­tems, Clearfield, Utah, is being award­ed an $11,765,949 mod­i­fi­ca­tion to a cost-plus-award-fee con­tract for fuze refur­bish­ment, tear down, and rebuild­ing of the Mk21 Fuze. 526 ICBMSW/PKE, Hill Air Force Base, Utah, is the con­tract­ing activ­i­ty (F42610-98-C-0001).

Northrop Grum­man Mis­sion Sys­tems, Clearfield, Utah, is being award­ed an $11,278,468 mod­i­fi­ca­tion to a cost-plus-award-fee con­tract to pur­chase the design and test­ing of weapon sys­tem proces­sor (WSP) hardware/software changes that pre­clude gen­er­a­tion of a con­tin­u­ous sig­nal on the com­mand trans­mit lines. It will also pur­chase the design and devel­op­ment of mate­r­i­al change to the WSP to ensure cir­cuit cards are cor­rect­ly installed and remain ful­ly seat­ed dur­ing trans­porta­tion and when installed in the Launch Con­trol Cen­ter oper­a­tional and train­ing envi­ron­ment. New­be­gin Enter­pris­es, Inc., John­son City, Tenn., is being award­ed an $11,000,000 mod­i­fi­ca­tion to an indef­i­nite-deliv­ery/in­def­i­nite-quan­ti­ty con­tract for an Inter­net-based con­trac­tor oper­at­ed parts store, which will pro­vide a venue for per­son­nel in the South­west Asia area of oper­a­tions to pur­chase vehi­cle parts. 20 CONS/LGCAA, Shaw Air Force Base, S.C., is the con­tract­ing activ­i­ty (FA4803-11-D-0001–000102).

Raytheon Co., Auro­ra, Colo., is being award­ed a $7,598,733 cost-plus-award-fee con­tract mod­i­fi­ca­tion for sys­tem engi­neer­ing activ­i­ties to mature pro­gram plans, oper­a­tional con­cepts, tech­nol­o­gy, require­ments, archi­tec­ture and design for next gen­er­a­tion oper­a­tional con­trol sys­tem blocks. Raytheon Co., Mis­sile Sys­tems, Tuc­son, Ariz., is being award­ed a $7,318,143 cost-plus-fixed-fee con­tract for the High Speed Anti Radi­a­tion Mis­sile Tar­get­ing Sys­tem soft­ware upgrade two risk reduc­tion study.
