The Boe­ing Co., Wichi­ta, Kan., is being award­ed a $61,138,793 firm-fixed-price con­tract mod­i­fi­ca­tion for the C‑130 Avion­ic Mod­ern­iza­tion Pro­gram (AMP) low rate ini­tial pro­duc­tion, part two to Lot 2, includ­ing two C‑130 AMP kits; engi­neer­ing and pro­gram man­age­ment sup­port; ini­tial spares and sup­port equip­ment for Lit­tle Rock Air Force Base and St. Joseph’s Air Nation­al Guard Base; a func­tion­al test bed mod­i­fi­ca­tion; a C‑130 AMP part task train­er ;and a C‑130 AMP Weapon Sys­tem Train­er. Northrop Grum­man Sys­tems Corp., Inte­grat­ed Sys­tems Sec­tor, San Diego, Calif., is being award­ed a $22,433,052 cost-plus-incen­tive-fee con­tract mod­i­fi­ca­tion for: soft­ware main­te­nance, cov­er­ing the tasks nec­es­sary for the con­trac­tor to main­tain and sup­port soft­ware for air vehi­cle, ground and sup­port seg­ments; and flight test, cov­er­ing the tasks nec­es­sary for the Glob­al Hawk (GH) sys­tem inte­gra­tor (prime con­trac­tor) to par­tic­i­pate in plan­ning, pro­vi­sion­ing, con­duct­ing, ana­lyz­ing, and doc­u­ment­ing an inte­grat­ed GH Com­bined Development/Operational Flight Test Pro­gram. These tasks pro­vide the soft­ware main­te­nance and flight test to keep the devel­op­ment pro­gram oper­at­ing. Northrop Grum­man Sys­tems Corp., Inte­grat­ed Sys­tems Sec­tor, San Diego, Calif., is being award­ed a $13,687,329 firm-fixed-price con­tract mod­i­fi­ca­tion for the infra­struc­ture por­tion of the engi­neer­ing and man­u­fac­tur­ing devel­op­ment (EMD) block load effort, which pro­vides for the nec­es­sary tasks that allow the con­trac­tor to man­age the day-to-day EMD con­tract oper­a­tions of the Glob­al Hawk weapon sys­tem includ­ing air vehi­cle, ground seg­ment, and sup­port seg­ment. These tasks pro­vide the infra­struc­ture nec­es­sary to keep the devel­op­men­tal pro­gram oper­a­tional. They are not direct­ly tied to any one spe­cif­ic devel­op­men­tal capa­bil­i­ty. NAVY

Lock­heed Mar­tin Corp., Mis­sion Sys­tems and Sen­sors, Owego, N.Y., is being award­ed a $53,396,891 mod­i­fi­ca­tion to the pre­vi­ous­ly award­ed cost-plus-award-fee VH-71 sys­tem devel­op­ment and demon­stra­tion con­tract (N00019-05-C-0030), which was ter­mi­nat­ed for the con­ve­nience of the gov­ern­ment. This mod­i­fi­ca­tion pro­vides fund­ing for post-ter­mi­na­tion relat­ed expens­es, includ­ing, but not lim­it­ed to: the phys­i­cal inven­to­ry of con­trac­tor acquired prop­er­ty; pro­pos­al prepa­ra­tion; secu­ri­ty; dis­po­si­tion of con­tract inven­to­ry; sub­con­trac­tor set­tle­ment costs; and ter­mi­na­tion man­age­ment activ­i­ties. Work will be per­formed in Owego, N.Y. (36 per­cent), and at var­i­ous sub­con­trac­tor facil­i­ties locat­ed with­in the Unit­ed States and in the Unit­ed King­dom and Italy (64 per­cent), and is expect­ed to be com­plet­ed no lat­er than Sep­tem­ber 2012. Andale Con­struc­tion, Inc./Sundt 8A Men­tor Pro­tege JV*, Tempe, Ariz., is being award­ed a $39,899,693 firm-fixed-price con­tract for design and con­struc­tion of two mul­ti-sto­ry 85-room Bach­e­lor Enlist­ed Quar­ters at Camp John­son, Marine Corps Base Camp Leje­une. This project also includes the con­struc­tion of a tele­phone exchange build­ing, cable vault, and duct bank. The project will con­form to anti-ter­ror­is­m/­force pro­tec­tion stan­dards and fol­low Lead­er­ship in Ener­gy and Envi­ron­men­tal Design and Fed­er­al Ener­gy Acts com­pli­ance cri­te­ria for design, devel­op­ment, and con­struc­tion of the project. The con­tract also con­tains three options and one unex­er­cised option which, if exer­cised, would increase cumu­la­tive con­tract val­ue to $40,949,693. Work will be per­formed in Jack­sonville, N.C., and is expect­ed to be com­plet­ed by Aug. 2013. Con­tract funds will not expire at the end of the cur­rent fis­cal year. This con­tract was com­pet­i­tive­ly pro­cured via the Navy Elec­tron­ic Com­merce Online web­site, with 21 pro­pos­als received. Kisaq-RQ JV*, Carls­bad, Calif., is being award­ed a $37,963,850 firm-fixed-price con­tract for design and con­struc­tion of two mul­ti-sto­ry 101-room Bach­e­lor Enlist­ed Quar­ters at Marine Corps Air Sta­tion Cher­ry Point. The con­tract also con­tains one unex­er­cised option which, if exer­cised, would increase cumu­la­tive con­tract val­ue to $40,989,362. Work will be per­formed in Have­lock, N.C., and is expect­ed to be com­plet­ed by July 2013. Con­tract funds will not expire at the end of the cur­rent fis­cal year. This con­tract was com­pet­i­tive­ly pro­cured via the Navy Elec­tron­ic Com­merce Online web­site, with nine pro­pos­als received. Lock­heed Mar­tin Space Sys­tems Co., Sun­ny­vale, Calif., is being award­ed a $36,007,842 cost-plus-fixed-fee con­tract for nuclear weapons secu­ri­ty equip­ment instal­la­tion and main­te­nance and train­ing ser­vices. Work will be per­formed in Pitts­field, Mass. (37 per­cent); Ban­gor, Wash. (26 per­cent); Sun­ny­vale, Calif. (23 per­cent); Kings Bay, Ga. (12 per­cent); and Cape Canaver­al, Fla. (2 per­cent). Work is expect­ed to be com­plet­ed Jan. 31, 2015. Con­tract funds will not expire at the end of the cur­rent fis­cal year. This con­tract was not com­pet­i­tive­ly pro­cured. The Navy Strate­gic Sys­tems Pro­grams, Wash­ing­ton, D.C., is the con­tract­ing activ­i­ty (N00030-11-C-0019).

South­ern Cal­i­for­nia Edi­son Co., Rose­mead, Calif., is being award­ed a $35,592,071 firm-fixed-price mod­i­fi­ca­tion to increase the max­i­mum dol­lar of a pre­vi­ous­ly award­ed indef­i­nite-deliv­ery/in­def­i­nite-quan­ti­ty util­i­ty con­tract (N68711-70-C-1201) for the ser­vices nec­es­sary to con­struct and main­tain the 155KV pow­er line upgrades and Leath­er­neck sub­sta­tion at the vicin­i­ty of the Marine Corps Air Ground Com­bat Cen­ter, Twen­ty­nine Palms, Calif. The work to be per­formed pro­vides for con­struct­ing the new Leath­er­neck sub­sta­tion; upgrad­ing the exist­ing sub­sta­tions at Dev­ers, Yuc­ca, Hi Desert and Car­doean; cre­at­ing a new sub­trans­mis­sion line to con­nect Car­o­dean and Hi Desert off-base sub­sta­tions to the Leath­er­neck sub­sta­tion; and installing fiber optic lines on exist­ing poles between the Dev­ers and Car­o­dean sub­sta­tions to con­nect with the Leath­er­neck sub­sta­tion. After award of this mod­i­fi­ca­tion, the total cumu­la­tive con­tract val­ue will be $39,149,630. Work will be per­formed in Twen­ty­nine Palms, Calif., and is expect­ed to be com­plet­ed by Dec. 2012. Con­tract funds will not expire at the end of the fis­cal year. Sup­port­ing facil­i­ties include site light­ing, paved park­ing and road­ways, side­walks, mis­cel­la­neous con­crete pads, stag­ing and dry­ing area for field equip­ment, stormwa­ter man­age­ment sys­tem, clear­ing and grub­bing, earth­work, access roads, light­ed bas­ket­ball and vol­ley­ball courts, pic­nic shel­ter and bar­be­cue pit, land­scap­ing, and build­ing and road­way sig­nage. The con­tract also con­tains three unex­er­cised options which, if exer­cised, would increase cumu­la­tive con­tract val­ue to $41,221,824. Work will be per­formed in Jack­sonville, N.C., and is expect­ed to be com­plet­ed by August 2013. Con­tract funds will not expire at the end of the cur­rent fis­cal year. This con­tract was com­pet­i­tive­ly pro­cured via the Navy Elec­tron­ic Com­merce Online web­site, with 24 pro­pos­als received. The Naval Facil­i­ties Engi­neer­ing Com­mand, Mid-Atlantic, Nor­folk, Va., is the con­tract­ing activ­i­ty (N40085-11-C-4021).

Hensel Phelps Con­struc­tion Co., Chan­til­ly, Va., is being award­ed a $25,900,000 firm-fixed-price con­tract for design and con­struc­tion of a high bay hang­er for the Broad Area Mar­itime Sur­veil­lance Unmanned Air Sys­tems pro­gram at Naval Air Sta­tion Patux­ent Riv­er. The pro­posed new con­struc­tion will con­sist of main­te­nance operations/administrative spaces, stor­age and work spaces, com­mu­ni­ca­tion rooms, lab spaces, offices and admin­is­tra­tive spaces, a mis­sion con­trol sys­tem, and spaces to sup­port major acqui­si­tion and test and eval­u­a­tion pro­grams, and sen­si­tive com­part­ment­ed infor­ma­tion facil­i­ty area. The project also includes an air­craft park­ing apron, taxi­way access, line vehi­cle park­ing spaces, anten­na farm, mobile com­mand ground sta­tion, con­trac­tor stor­age build­ing, road­way and on-site park­ing, and site improve­ments. Work will be per­formed in Patux­ent Riv­er, Md., and is expect­ed to be com­plet­ed by July 2012. Con­tract funds will not expire at the end of the cur­rent fis­cal year. This con­tract was com­pet­i­tive­ly pro­cured via the Navy Elec­tron­ic Com­merce Online web­site, with 19 pro­pos­als received. Hunt­ing­ton Ingalls Indus­tries, Pascagoula, Miss., is being award­ed a con­tract mod­i­fi­ca­tion in an amount not-to-exceed $25,300,000 to pre­vi­ous­ly award­ed con­tract (N00024-10-C-2308) for long lead time mate­r­i­al for DDG 113. Work will be per­formed in Cincin­nati, Ohio (60 per­cent), and Pascagoula, Miss. (40 per­cent), and is expect­ed to be com­plet­ed by June 2011. Con­tract funds will not expire at the end of the cur­rent fis­cal year. The Naval Sea Sys­tems Com­mand, Wash­ing­ton, D.C., is the con­tract­ing activity. 

ENVIRO AgScience, Inc.*, Colum­bia, S.C., is being award­ed a $14,822,624 firm-fixed-price con­tract for design and con­struc­tion of the mess hall locat­ed at French Creek, Marine Corps Base, Camp Leje­une. The work to be per­formed pro­vides for a sin­gle-sto­ry enlist­ed din­ing facil­i­ty. The con­tract also con­tains one unex­er­cised option which, if exer­cised, would increase cumu­la­tive con­tract val­ue to $16,185,295. Work will be per­formed in Jack­sonville, N.C., and is expect­ed to be com­plet­ed by Feb­ru­ary 2013. Con­tract funds will not expire at the end of the cur­rent fis­cal year. This con­tract was com­pet­i­tive­ly pro­cured via the Navy Elec­tron­ic Com­merce Online web­site, with 11 pro­pos­als received. The Naval Facil­i­ties Engi­neer­ing Com­mand, Mid-Atlantic, Nor­folk, Va., is the con­tract­ing activ­i­ty (N40085-11-C-4022).

The DCK North Amer­i­ca, LLC, Large, Pa., is being award­ed $10,878,000 for firm-fixed-price task order #0002 under a pre­vi­ous­ly award­ed mul­ti­ple award con­struc­tion con­tract (N40085-10-D-5329) for con­struc­tion of a motor transportation/communications main­te­nance facil­i­ty at Marine Corps Base Camp Leje­une. The work to be per­formed pro­vides for con­struc­tion of a mul­ti-sto­ry motor trans­port and electronics/communications oper­a­tions and main­te­nance facil­i­ty. Site improve­ments include a tac­ti­cal vehi­cle skills train­ing range, heavy-duty pave­ment, wash racks, tac­ti­cal vehi­cle and per­son­al­ly owned vehi­cle park­ing. Site util­i­ty dis­tri­b­u­tion sys­tems include low impact devel­op­ment in the design and con­struc­tion of this project. This project also includes the demo­li­tion of four buildings/structures. Work will be per­formed in Jack­sonville, N.C., and is expect­ed to be com­plet­ed by Novem­ber 2013. Con­tract funds will not expire at the end of the cur­rent fis­cal year. Gale Asso­ciates, Inc., Tow­son, Md., is being award­ed a max­i­mum amount $10,000,000 firm-fixed-price, indef­i­nite-deliv­ery/in­def­i­nite-quan­ti­ty archi­tect-engi­neer­ing con­tract with for civil/structural/architectural/mechanical/electrical and fire pro­tec­tion ser­vices in sup­port of projects at mil­i­tary instal­la­tions through­out the Naval Facil­i­ties Engi­neer­ing Com­mand (NAVFAC) Mid-Atlantic area of respon­si­bil­i­ty (AOR). Task order 0001 is being award­ed at $100,840 for the exte­ri­or restora­tion of Scholand Hall, Naval War Col­lege, Naval Sta­tion New­port, New­port, R.I. Work for this task order is expect­ed to be com­plet­ed by Sep­tem­ber 2011. Sci­ence Appli­ca­tions Inter­na­tion­al Corp., Lex­ing­ton Park, Md. (N00421-10-D-0016); Booz Allen Hamil­ton, Inc., McLean, Va. (N00421-10-D-0017); L‑3 Com­mu­ni­ca­tions Corp., Mount Lau­rel, N.J. (N00421-10-D-0018); and Nation­al Tech­nolo­gies, Inc., Alexan­dria, Va.
