NAVY

Unit­ed Tech­nolo­gies Corp., Pratt & Whit­ney, Mil­i­tary Engines, East Hart­ford, Conn., is being award­ed a $910,155,145 mod­i­fi­ca­tion to con­vert a pre­vi­ous­ly award­ed unde­fin­i­tized con­tract action (N00019-09-C-0015) to a firm-fixed-incen­tive-fee/­cost-plus-incen­tive-fee con­tract. This mod­i­fi­ca­tion fur­ther pro­vides for the pro­cure­ment of 36 Low Rate Ini­tial Pro­duc­tion 4 (LRIP 4) F‑135 Propul­sion Sys­tems, 10 Con­ven­tion­al Take Off and Land­ing (CTOL) propul­sion sys­tems, two spare engines, ini­tial spare mod­ules and spare parts for the U.S. Air Force; 16 Short Take Off and Ver­ti­cal Land­ing (STOVL) propul­sion sys­tems, two spare engines, ini­tial spare mod­ules and spare parts for the Depart­ment of the Navy (Unit­ed States Marine Corps); one Navy STOVL propul­sion sys­tem, ini­tial spare mod­ules and spare parts for the Unit­ed King­dom; four Car­ri­er Vari­ant (CV) propul­sion sys­tems, one spare engine, ini­tial spare mod­ules and spare parts for the U.S. Navy. In addi­tion, this mod­i­fi­ca­tion pro­vides for asso­ci­at­ed engi­neer­ing assis­tance to pro­duc­tion, spe­cial tool­ing, spe­cial test equip­ment, pro­duc­tion non-recur­ring effort, auto­nom­ic logis­tics plan­ning and man­age­ment, sus­tain­ment activ­i­ties (i.e., site acti­va­tion, site stand-up, pro­duc­tion sup­port, and depot acti­va­tion), pro­gram man­age­ment, and finan­cial and tech­ni­cal data. Work will be per­formed in East Hart­ford, Conn (73 per­cent), Bris­tol, Unit­ed King­dom (20 per­cent), and Indi­anapo­lis, Ind. (7 per­cent), and is expect­ed to be com­plet­ed in Jan­u­ary 2013. Con­tract funds will not expire at the end of the cur­rent fis­cal year. This con­tract com­bines pur­chas­es for the Depart­ment of the Navy ($638,956,839; 70.2 per­cent), the U.S. Air Force ($222,506,542; 24.45 per­cent) and the Unit­ed King­dom ($48,691,764; 5.35 per­cent). The Naval Air Sys­tems Com­mand, Patux­ent Riv­er, Md., is the con­tract­ing activity. 

Unit­ed Tech­nolo­gies Corp., Pratt and Whit­ney, Mil­i­tary Engines, East Hart­ford, Conn., is being award­ed a $35,495,780 mod­i­fi­ca­tion to a pre­vi­ous­ly award­ed cost-plus-award-fee con­tract (N00019-02-C-3003) to pro­vide addi­tion­al fund­ing for the pro­cure­ment of one F‑135 Car­ri­er Vari­ant (CV) propul­sion sys­tem for the U.S. Navy and one F‑135 Short Take Off and Ver­ti­cal land­ing (STOVL) spare engine for the U.S. Marine Corps, includ­ing asso­ci­at­ed engi­neer­ing assis­tance to pro­duc­tion. Work will be per­formed in East Hart­ford, Conn. (91 per­cent) and Bris­tol, Unit­ed King­dom (9 per­cent), and is expect­ed to be com­plet­ed in Feb­ru­ary 2012. Con­tract funds will not expire at the end of the cur­rent fis­cal year. The Naval Air Sys­tems Com­mand, Patux­ent Riv­er, Md. is the con­tract­ing activity. 

Sier­ra Neva­da Corp., Sparks, Nev., is being award­ed a $38,588,760 firm-fixed-price mod­i­fi­ca­tion to pre­vi­ous­ly award­ed con­tract (N00024-09-C-6306) to pro­cure 360 dis­mount­ed Counter Radio-Con­trolled Impro­vised Explo­sive Device Elec­tron­ic War­fare (CREW) sys­tems. Dis­mount­ed Joint CREW (JCREW) sys­tems are elec­tron­ic jam­mers designed to pre­vent the ini­ti­a­tion of Radio-Con­trolled Impro­vised Explo­sive Devices. This con­tract is for the pro­cure­ment and sup­port of JCREW sys­tems, to be used by forces in each of the mil­i­tary ser­vices of the Cen­tral Com­mand area of respon­si­bil­i­ty. The Navy man­ages the joint CREW pro­gram for Office of the Sec­re­tary of Defense’s Joint Impro­vised Explo­sive Device Defeat Orga­ni­za­tion. Work will be per­formed in Sparks, Nev. (90 per­cent), Ran­cho Cor­do­va, Calif. (10 per­cent), and is expect­ed to be com­plet­ed by Decem­ber 2011. Con­tract funds will not expire at the end of the fis­cal year. The Naval Sea Sys­tems Com­mand, Wash­ing­ton, D.C., is the con­tract­ing activity. 

Sauer, Inc., Jack­sonville, Fla., is being award­ed $24,482,800 for firm-fixed-price task order #0002 under a pre­vi­ous­ly mul­ti­ple award con­struc­tion con­tract (N69450-09-D-1277) for a fit­ness cen­ter addi­tion at Naval Sta­tion May­port. The work to be per­formed pro­vides for sub­stan­tial ren­o­va­tions, addi­tions, and site work for the exist­ing May­port Fit­ness Com­plex, Build­ing 1391. The addi­tions con­sist of new spaces for the fit­ness pro­gram and a new indoor aquat­ics train­ing facil­i­ty. The entire project is sin­gle sto­ry with the excep­tion of a stor­age mez­za­nine option. Work will be per­formed in Jack­sonville, Fla., and is expect­ed to be com­plet­ed by May 2013. Con­tract funds will not expire at the end of the cur­rent fis­cal year. Four pro­pos­als were received for this task order. The Naval Facil­i­ties Engi­neer­ing Com­mand, South­east, Jack­sonville, Fla., is the con­tract­ing activity. 

L‑3 Com­mu­ni­ca­tions EO/IR, Inc., San­ta Rosa, Calif., is being award­ed an $8,928,329 firm-fixed-price con­tract for the pro­cure­ment of MX-15H­Di cam­era tur­rets hard­ware in sup­port of Phase III of the Per­sis­tent Ground Sur­veil­lance Sys­tems for the U. S. Army. Hard­ware to be pro­cured includes 11 cam­era tur­rets and 15 cus­tom cable kits. Work will be per­formed in Ontario, Cana­da, (90 per­cent); San­ta Rosa, Calif., (5 per­cent); and Yuma, Ariz., (5 per­cent) and is expect­ed to be com­plet­ed in Sep­tem­ber 2011. Con­tract funds will not expire at the end of the cur­rent fis­cal year. This con­tract was not com­pet­i­tive­ly pro­cured pur­suant to FAR 6.302–2. The Naval Air War­fare Cen­ter Air­craft Divi­sion, Lake­hurst, N.J., is the con­tract­ing activ­i­ty (N68335-11-C-0254).

CACI Sys­tems, Inc. Chan­til­ly, Va., is being award­ed a $7,757,328 mod­i­fi­ca­tion to a pre­vi­ous­ly award­ed cost-plus-fixed-fee con­tract (N00421-06-C-0074) to exer­cise an option for ser­vices in sup­port of the devel­op­ment, inte­gra­tion, test and eval­u­a­tion, instal­la­tion, field­ing, cer­ti­fi­ca­tion, main­te­nance, life cycle and logis­tics sup­port of Com­mand, Con­trol, Com­put­ers, Com­mu­ni­ca­tions, Intel­li­gence, Sur­veil­lance and Recon­nais­sance (C4ISR) elec­tron­ic sys­tems. This mod­i­fi­ca­tion pro­vides approx­i­mate­ly 88,312 man-hours of sup­port for the Naval Air War­fare Cen­ter Weapons Division’s Spe­cial Com­mu­ni­ca­tions Require­ments (SCR) Divi­sion. Work will be per­formed in Lex­ing­ton Park, Md. (60 per­cent) and St. Ini­goes, Md. (40 per­cent), and is expect­ed to be com­plet­ed in July 2011. Con­tract funds will not expire at the end of the cur­rent fis­cal year. The Naval Air War­fare Cen­ter Air­craft Divi­sion, Patux­ent Riv­er, Md. is the con­tract­ing activity.

Equi­lon Enter­pris­es dba Shell Oil Prod­ucts – Deer Park, Hous­ton, Texas was award­ed con­tract SP0600-11-D-0482. The award is a fixed price with eco­nom­ic price adjust­ment, indef­i­nite deliv­ery and indef­i­nite quan­ti­ty con­tract with a max­i­mum $313,717,082 for avi­a­tion tur­bine fuel. Award is a firm fixed price, indef­i­nite deliv­ery and indef­i­nite quan­ti­ty con­tract with a max­i­mum $74,000,000 for main­te­nance, repair and oper­a­tions Prime Ven­dor sup­plied con­tract for South­west Region Zone 1. Award is a fixed price with eco­nom­ic price adjust­ment, indef­i­nite deliv­ery and indef­i­nite quan­ti­ty con­tract with a max­i­mum $21,864,364 for Army com­bat boots. Work will be per­formed at Dover Air Force Base, Delaware and is expect­ed to be com­plet­ed June 30, 2012. Con­tract funds will expire at the end of the cur­rent fis­cal year.
