ARMY

MPRI, Inc., Alexan­dria, Va., was award­ed on Dec. 9 a $156,051,487 cost-plus-fixed-fee con­tract. This award will embed for­mer law-enforce­ment pro­fes­sion­als into corps, divi­sion, brigade, reg­i­men­tal and bat­tal­ion head­quar­ters to assist com­man­ders with enhanced exper­tise to pen­e­trate and sup­press crim­i­nal net­works and their employ­ment of impro­vised explo­sive devices through­out Oper­a­tion New Dawn, Oper­a­tion Endur­ing Free­dom, and oth­er over­seas con­tin­gency oper­a­tions. Work is to be per­formed in Afghanistan, Iraq, and Alexan­dria, Va., with an esti­mat­ed com­ple­tion date of Dec. 10, 2011. One bid was solicit­ed with one bid received. The U.S. Army Research, Devel­op­ment and Engi­neer­ing Com­mand Con­tract­ing Cen­ter, Aberdeen Prov­ing Ground, Md., is the con­tract­ing activ­i­ty (W91CRB-08-D-0049).

The Oshkosh Corp., Oshkosh, Wis., was award­ed on Dec. 9 a $30,008,664 firm-fixed-price indef­i­nite-deliv­ery/in­def­i­nite-quan­ti­ty con­tract. This award will pro­vide for Spe­cial Oper­a­tions Com­mand kits for Mine Resis­tant Ambush Pro­tect­ed All-Ter­rain Vehi­cles, includ­ing 41 autho­rized stock­age list kits; 33 pre­scribed load list kits; 42 bat­tle dam­age and repair kits; and 17 depro­cess­ing spares kits. Work is to be per­formed in Oshkosh, Wis., with an esti­mat­ed com­ple­tion date of May 31, 2012. Five bids were solicit­ed with five bids received. The U.S. Army TACOM, AMSCC-TAC-ADCA, War­ren, Mich., is the con­tract­ing activ­i­ty (W56HZV-09-D-0111).

Cheml­mage Bio Threat, LLC, Pitts­burgh, Pa., was award­ed on Dec. 9 a $17,183,197 cost-plus-fixed-fee com­ple­tion con­tract. This award will pro­vide an urgent need for home made explo­sive detec­tion capa­bil­i­ty in sup­port of force pro­tec­tion. The con­tract will pro­vide for the fab­ri­ca­tion and deliv­ery of five com­plete Light­Guard sys­tems, two addi­tion­al sen­sors, a rec­om­mend­ed con­cept of oper­a­tions, risk reduc­tion tests, sup­port of gov­ern devel­op­ment tests and sup­port of the in-the­ater ear­ly user test over a 12-month peri­od. Work is to be per­formed in Pitts­burgh, Pa., with an esti­mat­ed com­ple­tion date of Dec. 8, 2011. One bid was solicit­ed and one bid was received. The U.S. Army Space & Mis­sile Defense Com­mand, Huntsville, Ala., is the con­tract­ing activ­i­ty (W913M-11-C-0032).

Specpro Envi­ron­men­tal Ser­vices, LLC, Oak Ridge, Tenn., was award­ed on Dec. 10 a $12,455,141 firm-fixed-price con­tract. This award will pro­vide for the reha­bil­i­ta­tion of the Fresh Water Con­trol Sys­tem (FWCS) of the Savan­nah Fish and Wildlife area. The work involves the replace­ment and restora­tion of the water con­trol gates, pipes, struc­tures and the improve­ments of the canal. The new struc­tures must smooth­ly and uni­form­ly tie into the exist­ing and adja­cent por­tions of the con­trol works of the FWCS. Work is to be per­formed in Hard­eeville, S.C., with an esti­mat­ed com­ple­tion date of May 31, 2014. One bid was solicit­ed and one bid was received. The U.S. Army Corps of Engi­neers, Savan­nah Dis­trict, Savan­nah, Ga., is the con­tract­ing activ­i­ty (W912HN-10-D-0001).

Tomp­kins, Turn­er Grunley/Kinsley, JV, Wash­ing­ton, D.C., was award­ed on Dec. 9 a $12,000,000 firm-fixed-price con­tract. This award will pro­vide for full and final set­tle­ment of var­i­ous request for adjust­ment for impacts through­out the design and con­struc­tion phas­es of the Com­mand, Con­trol, Com­mu­ni­ca­tion, Com­put­er, Intel­li­gence, Recon­nais­sance and Sur­veil­lance Cam­pus at Aberdeen Prov­ing Ground, Md. This cam­pus will accom­mo­date the com­mu­ni­ca­tions and elec­tron­ics com­mands relo­cat­ing from Fort Mon­mouth, N.J., to Aberdeen Prov­ing Ground, Md. Work is to be per­formed in Aberdeen Prov­ing Ground, Md., with an esti­mat­ed com­ple­tion date of Dec. 30. Four­teen bids were solicit­ed with two bids received. The U.S. Army Corps of Engi­neers, Philadel­phia, Pa., is the con­tract­ing activ­i­ty (W912BU-07-C-0025).

Lock­heed Mar­tin Corp., Grand Prairie, Texas, was award­ed on Dec. 10 a $9,134,000 cost-plus-fixed-fee con­tract. This award will pro­vide for the elim­i­na­tion of obso­lete mate­r­i­al in the PATRIOT Advanced Capability‑3 and mis­sile seg­ment enhance­ment sol­id rock­et motor. Work is to be per­formed in Grand Prairie, Texas, with an esti­mat­ed com­ple­tion date of Nov. 30, 2013. One bid was solicit­ed and one bid was received. The U.S. Army Con­tract­ing Com­mand, Avi­a­tion and Mis­sile Com­mand Con­tract­ing Cen­ter, Huntsville, Ala., is the con­tract­ing activ­i­ty (W31P4Q-07-G-0001).

AIR FORCE

Northrop Grum­man Space and Mis­sion Sys­tems, Inc., San Diego, Calif., was award­ed a $74,629,257 con­tract mod­i­fi­ca­tion which will pro­vide for rapid field­ing of expand­ed bat­tle­field air­borne com­mu­ni­ca­tions node capa­bil­i­ty in sup­port of over­seas con­tin­gency oper­a­tions. It exe­cutes an option for con­tin­ued main­te­nance and sup­port of the pay­load installed in two of three mod­i­fied BD-700 Glob­al Express air­craft leased from March 2011 through Octo­ber 2011. At this time, no mon­ey has been oblig­at­ed. HNAK, Hanscom Air Force Base, Mass., is the con­tract­ing activ­i­ty (FA8726-09-C-0010; P00021). 

Raytheon Co., Fort Wayne, Ind., was award­ed a $31,144,975 con­tract for one com­mon cryp­to­log­ic solu­tion for Air Force, Army and Navy radios. At this time, $4,800,000 has been oblig­at­ed. ESC/HNCK Direc­torate of Con­tract­ing, San Anto­nio, Texas, is the con­tract­ing activ­i­ty (FA8307-11-C-1000).

Northrop Grum­man Sys­tems Corp., San Diego, Calif., was award­ed a $19,099,974 con­tract mod­i­fi­ca­tion which will pro­vide soft­ware main­te­nance cov­ers the task nec­es­sary for the con­trac­tor to main­tain and sup­port soft­ware for air vehi­cle, ground and sup­port seg­ments. At this time, $3,800,000 has been oblig­at­ed. ASC/WIGK, Wright-Pat­ter­son Air Force Base, Ohio, is the con­tract­ing activ­i­ty (F33657-01-C-4600; P00409). 

Northrop Grum­man Sys­tems Corp., Warn­er Robins, Ga., was award­ed a $17,671,023 con­tract which will pro­vide for repair applic­a­ble to the C‑130 low pow­er col­or radar. At this time, $8,835,511 has been oblig­at­ed. 638 SCMG/PKAB, Robins Air Force Base, Ga., is the con­tract­ing activ­i­ty (FA8538-11-C-0003).

Northrop Grum­man Sys­tems Corp., San Diego, Calif., was award­ed $12,772,134 con­tract mod­i­fi­ca­tion which will pro­vide the infra­struc­ture of the engi­neer­ing man­u­fac­tur­ing devel­op­ment block load which pro­vides the tasks nec­es­sary for the con­trac­tor to man­age the day-to-day con­tract oper­a­tions of the Glob­al Hawk Weapon sys­tem includ­ing air vehi­cle, ground sta­tion and sup­port seg­ments (F33657-01-C-4600; P00410). 

NAVY

Raytheon Co., Tuc­son, Ariz., is being award­ed a $33,499,596 deliv­ery order on a pre­vi­ous­ly award­ed firm-fixed-priced, indef­i­nite-deliv­ery/in­def­i­nite-quan­ti­ty con­tract (N00019-07-D-0001) for the full recer­ti­fi­ca­tion of 148 All-Up-Round (AUR) Tom­a­hawk mis­siles for the Navy. In addi­tion, this order pro­vides for fixed sup­port for encanisterization/decanisterization of MK-14 AUR mis­siles. Work will be per­formed in Tuc­son, Ariz. (61 per­cent); Cam­den, Ark. (20 per­cent); Com­merce Town­ship, Mich. (13 per­cent); Indi­anapo­lis, Ind. (2 per­cent); Cedar Rapids, Iowa (2 per­cent); Lyn­wood, Wash. (1 per­cent); and var­i­ous loca­tions with­in the Unit­ed States (1 per­cent), and is expect­ed to be com­plet­ed in April 2012. Con­tract funds in the amount of $33,499,596 will expire at the end of the cur­rent fis­cal year. The Naval Air Sys­tems Com­mand, Patux­ent Riv­er, Md., is the con­tract­ing activity. 

Deloitte Con­sult­ing, LLP, Alexan­dria, Va., is being award­ed a $29,100,529 mod­i­fi­ca­tion to a pre­vi­ous­ly award­ed indef­i­nite-deliv­ery/in­def­i­nite-quan­ti­ty con­tract (N00421-03-D-0014) to exe­cute an award term for con­tin­ued E‑2/C‑2 plan­ning, pro­gram, and finan­cial ser­vices. Work will be per­formed in Patux­ent Riv­er, Md., and is expect­ed to be com­plet­ed in Decem­ber 2011. Con­tract funds will not expire at the end of the cur­rent fis­cal year. No fund­ing is being oblig­at­ed at time of award. Fund­ing will be oblig­at­ed on indi­vid­ual task orders as they are issued. The Naval Air War­fare Cen­ter Air­craft Divi­sion, Patux­ent Riv­er, Md., is the con­tract­ing activity. 

EMCOR Gov­ern­ment Ser­vices, Arling­ton, Va., is being award­ed a $16,078,324 mod­i­fi­ca­tion under a pre­vi­ous­ly award­ed firm-fixed-price, indef­i­nite-deliv­ery/in­def­i­nite-quan­ti­ty con­tract (N40080-07-D-0374) to exer­cise option four for Nation­al Capi­tol Region base oper­at­ing sup­port ser­vices at var­i­ous loca­tions with­in Naval Dis­trict Wash­ing­ton in Wash­ing­ton, D.C. The work to be per­formed pro­vides ser­vices includ­ing, but not lim­it­ed to, repair and main­te­nance of prop­er­ty, facil­i­ties, and assets. The total con­tract amount after exer­cise of this option will be $96,209,121. Work will be per­formed at the Wash­ing­ton Navy Yard, Wash­ing­ton, D.C.; Naval Research Lab­o­ra­to­ry, Ana­cos­tia, Wash­ing­ton, D.C.; Marine Corps Base, Quan­ti­co, Va.; Naval Sta­tion Ana­cos­tia, Wash­ing­ton, D.C.; U.S. Marine Corps Bar­racks, Wash­ing­ton, D.C.; Bolling Air Force Base, Wash­ing­ton, D.C.; Wash­ing­ton Navy Lodge at Belle­vue Hous­ing, Wash­ing­ton, D.C.; Nation­al Naval Med­ical Cen­ter, Bethes­da, Md.; U.S. Naval Obser­va­to­ry, Wash­ing­ton, D.C.; Defense Infor­ma­tion Sys­tems Agency, Arling­ton, Va.; Carde­rock Divi­sion Naval Sur­face War­fare Cen­ter, West Bethes­da, Md.; Naval Sup­port Facil­i­ty, Dahlgren, Va.; Naval Sup­port Facil­i­ty, Indi­an Head, Md.; and Naval Sup­port Facil­i­ty, Annapo­lis, Md.; and is expect­ed to be com­plet­ed by Decem­ber 2011. Con­tract funds will expire at the end of the cur­rent fis­cal year. The Naval Facil­i­ties Engi­neer­ing Com­mand, Wash­ing­ton, Wash­ing­ton, D.C., is the con­tract­ing activity. 

L‑3 Ser­vices, Mount Lau­rel, N.J., is being award­ed a $12,334,093 cost-plus-fixed fee con­tract for in-the­ater sub­ject mat­ter experts and field ser­vice rep­re­sen­ta­tives to per­form main­te­nance and repair for the Marine Corps mine roller sys­tems. Work will be per­formed in Afghanistan and is expect­ed to be com­plet­ed by Decem­ber 2011. Con­tract funds will expire at the end of the cur­rent fis­cal year. This con­tract was com­pet­i­tive­ly pro­cured via the Fed­er­al Busi­ness Oppor­tu­ni­ties web­site, with four offers received. The Naval Sur­face War­fare Cen­ter Pana­ma City Divi­sion, Pana­ma City, Fla., is the con­tract­ing activ­i­ty (N61331-11-C-0005).
