The Boe­ing Co., Wichi­ta, Kan., was award­ed a sole-source $11,900,000,000 indef­i­nite-deliv­ery/in­def­i­nite-quan­ti­ty con­tract over an eight-year peri­od. The con­tract pro­vides for the acqui­si­tion and sus­tain­ment activ­i­ties need­ed to sup­port B‑52 weapon sys­tem mod­ern­iza­tion. At this time, no funds have been oblig­at­ed. ASC/WWVK, Wright Pat­ter­son Air Force Base, Ohio, is the con­tract­ing activ­i­ty. Indi­vid­ual deliv­ery orders will be issued through three con­tract­ing activ­i­ties (FA8628-10-D-1000).

Northrop Grum­man Sys­tems Corp., Aero­space Bat­tle Man­age­ment and Engage­ment Sys­tems Deci­sion Sup­port and Tar­get­ing, Hol­ly­wood, Md., was award­ed a $99,000,000 con­tract which will pro­cure weapons plan­ning soft­ware. At this time, $1,000,000 has been oblig­at­ed. AAC/EBSK, Eglin Air Force Base, Fla., is the con­tract­ing activ­i­ty (FA8677-10-D-0006).

Northrop Grum­man Sys­tems Corp., Inte­grat­ed Sys­tems, San Diego, Calif., was award­ed a $69,947,488 con­tract which will pro­vide 2008 ini­tial spares parts for ini­tial lay-in of spare parts for Glob­al Hawk Sys­tems sus­tain­ment. At this time, the entire amount has been oblig­at­ed. ASC/WIGK, Wright-Pat­ter­son Air Force Base, Ohio, is the con­tract­ing activ­i­ty (FA8620-08-G-3005; Deliv­ery Order 0012). 

Kaman Pre­ci­sion Prod­ucts, Inc., Orlan­do, Fla., was award­ed a $35,985,342 con­tract mod­i­fi­ca­tion which will pro­cure joint pro­gram­ma­ble fuze sys­tems for four For­eign Mil­i­tary Sales coun­tries at a total quan­ti­ty of 10,518 units. At this time, the entire amount has been oblig­at­ed. AAC/EBDK, Eglin Air Force Base, Fla., is the con­tract­ing activ­i­ty (FA8626-98-C-00006-PO0135).

Unit­ed Tech­nolo­gies Corp., Pratt and Whit­ney, was award­ed a $33,103,757 con­tract mod­i­fi­ca­tion which is an increase in the unde­fin­i­tized con­tract action for the acqui­si­tion of three addi­tion­al pri­or­i­ty ini­tial spare F‑199-PW-100 engines for a total of 25 engines. At this time, the entire amount has been oblig­at­ed. ASC/WWUK, Wright-Pat­ter­son Air Force Base, Ohio, is the con­tract­ing activ­i­ty (FA8611-08-C-2896; PO0041). 

Bat­telle Memo­r­i­al Insti­tute, Colum­bus, Ohio, was award­ed a $24,184,817 con­tract which will pro­vide ful­ly inte­grat­ed Navy region­al and instal­la­tion train­ing and readi­ness assess­ments, analy­sis, rec­om­mend­ed pro­grams, and train­ing for the inte­gra­tion of CNIC N7 efforts for shore instal­la­tion CBRN/WMD, force pro­tec­tion, emer­gency man­age­ment, fire and emer­gency ser­vices and crit­i­cal infra­struc­ture pro­grams. 55 CONS/LGCD, Offutt Air Force Base, Neb., is the con­tract­ing activ­i­ty (SP0700-00-D-3180; Deliv­ery Order 683). 

Alion Sci­ence and Tech­nol­o­gy Corp., Chica­go, Ill., was award­ed a $23,828,077 con­tract mod­i­fi­ca­tion which will pro­vide key sys­tem engi­neer­ing capa­bil­i­ties tech­nol­o­gy and sys­tem designs for ground com­bat vehi­cle (GCV) pro­grams need­ed to sup­port the tank auto­mo­tive research, devel­op­ment and engi­neer­ing cen­ter, var­i­ous GCV-relat­ed pro­gram exec­u­tive offices and the warfight­er. Booze Allen Hamil­ton, Inc., Hern­don, Va., was award­ed an $18,599,749 con­tract which will pro­vide devel­op­ment of health readi­ness, force health pro­tec­tion, and health sys­tems require­ments for the Office of the Assis­tant Sec­re­tary of Defense for Health Affairs. SRI Inter­na­tion­al, Men­lo Park, Calif., was award­ed a $16,523,218 con­tract which will devel­op and demon­strate new tech­nol­o­gy that pro­vides the abil­i­ty to quick­ly pro­duce actu­al intel­li­gence from unan­tic­i­pat­ed, mul­ti­ple, var­ied data sets required research advanced in the areas of align­ment of data mod­els and advanced ana­lyt­ic algo­rithms. At this time, $2,811,917 has been oblig­at­ed. AFRL/PKDA/ Wright-Pat­ter­son Air Force Base, Ohio, is the con­tract­ing activ­i­ty (FA8650-10-C-7061).

Alion Sci­ence and Tech­nol­o­gy Corp., Chica­go, Ill., was award­ed a $16,444,201 con­tract mod­i­fi­ca­tion which will pro­vide engi­neer­ing, sci­en­tif­ic, and tech­nol­o­gy exper­tise to con­duct research and devel­op­ment and pro­to­typ­ing of numer­ous ground sen­sor ini­tia­tives to sup­port the warfight­er. At this time, $3,750,000 has been oblig­at­ed. 55 CONS/LGCD, Offutt Air Force Base, Neb., is the con­tract­ing activ­i­ty (SP0700-99-D-0301; Deliv­ery Order 194). 

The Boe­ing Co., Long Beach, Calif., was award­ed a $15,692,832 con­tract mod­i­fi­ca­tion to the C‑17 Globe­mas­ter III sus­tain­ment part­ner­ship con­tract to retro­fit air­craft with large air­craft infrared coun­ter­mea­sures, a mis­sion crit­i­cal laser-based coun­ter­mea­sures sys­tem required to defend mobil­i­ty air forces air­craft against lethal heat seek­ing mis­siles. At this time, $30,805,888 has been oblig­at­ed. 516 AESG/SYK, Wright-Pat­ter­son Air Force Base, Ohio, is the con­tract­ing activ­i­ty (FA8614-04-C-2004; PO0257). 

Tel­cor­dia Tech­nolo­gies, Inc., Pis­cat­away, N.J., was award­ed a $13,406,918 con­tract which will devel­op and demon­strate new tech­nol­o­gy that pro­vides the abil­i­ty to quick­ly pro­duce actu­al intel­li­gence from unan­tic­i­pat­ed, mul­ti­ple, var­ied data sets required research advanced in the areas of align­ment of data mod­els and advanced ana­lyt­ic algo­rithms. At this time, $2,614,021 has been oblig­at­ed. AFRL/PKDA, Wright-Pat­ter­son Air Force Base, Ohio, is the con­tract­ing activ­i­ty (FA8650-10-C-7058).

NAVY

Skan­s­ka USA Civ­il South­east, Inc., Vir­ginia Beach, Va., is being award­ed a $164,321,000 firm-fixed-price con­tract for con­struc­tion of Pier 5 ship repair replace­ment at Naval Sup­port Activ­i­ty Nor­folk Naval Ship­yard. The work to be per­formed pro­vides for con­struc­tion of a new ship repair Pier 5 to include salt water pump sta­tion build­ing, restroom, heavy weath­er moor­ing and por­tal crane rail track, replace­ment of exist­ing bulk­head with a new low-lev­el reliev­ing plat­form, demo­li­tion of exist­ing Piers 4 and 5; Berths 25 and 31; Build­ings 225, 250, 830, 1486 and 1570; and asso­ci­at­ed site prepa­ra­tion con­sist­ing of dredg­ing exist­ing Pier 3 to Pier 6. The con­tract is incre­men­tal­ly fund­ed with the first incre­ment of $111,000,000 being allo­cat­ed at the time of award. The sec­ond incre­ment will be fund­ed in fis­cal 2011 at $53,321,000. Work will be per­formed in Portsmouth, Va., and is expect­ed to be com­plet­ed by Novem­ber 2014. Con­tract funds will not expire at the end of the cur­rent fis­cal year. This con­tract was com­pet­i­tive­ly pro­cured via the Navy Elec­tron­ic Com­merce Online web­site, with five pro­pos­als received. The Naval Facil­i­ties Engi­neer­ing Com­mand, Mid-Atlantic, Nor­folk, Va., is the con­tract­ing activ­i­ty (N40085-10-C-3006).

The Siko­rsky Air­craft Corp., Strat­ford, Conn., is being award­ed an $118,944,070 firm-fixed-price require­ments con­tract mod­i­fi­ca­tion to pre­vi­ous­ly award­ed con­tract (N00383-06-D-003F) for logis­tics sup­port for com­po­nents of the H‑53 heli­copter. Work will be per­formed in Strat­ford, Conn., and work is expect­ed to be com­plet­ed by Sep­tem­ber 2015. Con­tract funds will not expire before the end of the cur­rent fis­cal year. This con­tract was not com­pet­i­tive­ly award­ed. The Naval Inven­to­ry Con­trol Point, Philadel­phia, Pa., is the con­tract­ing activity. 

Lock­heed Mar­tin Corp., Lock­heed Mar­tin Aero­nau­tics Co., Fort Worth, Texas, is being award­ed a not-to-exceed $65,800,000 cost-plus-incen­tive-fee mod­i­fi­ca­tion to a pre­vi­ous­ly award­ed advance acqui­si­tion con­tract (N00019-09-C-0010) to pro­vide air­craft sus­tain­ment spares and con­sum­ables for the fol­low­ing sub­sys­tems: active inter­cep­tor sys­tem, canopy actu­a­tor, elec­tri­cal pow­er man­age­ment sys­tem, hydraulics and util­i­ty actu­a­tion, land­ing gear, pow­er and ther­mal man­age­ment sys­tem, elec­tro-opti­cal tar­get­ing sys­tem, inte­grat­ed core proces­sor, com­mu­ni­ca­tions, nav­i­ga­tion and iden­ti­fi­ca­tion, elec­tron­ic war­fare / coun­ter­mea­sures, and elec­tro-opti­cal dis­trib­uted aper­ture sys­tem sen­sor. These spares are nec­es­sary to meet the require­ments and deliv­ery sched­ule of the Low Rate Ini­tial Pro­duc­tion IV con­tract. Work will be per­formed in Fort Worth, Texas (35 per­cent); El Segun­do, Calif. (25 per­cent); Warton, Unit­ed King­dom (20 per­cent); Orlan­do, Fla. (10 per­cent); Nashua, N.H. (5 per­cent); and Bal­ti­more, Md. (5 per­cent). Work is expect­ed to be com­plet­ed in Decem­ber 2012. This mod­i­fi­ca­tion com­bines pur­chas­es for the Navy ($13,160,000; 20 per­cent) and the Marine Corps ($52,640,000; 80 per­cent). EJB Facil­i­ties Ser­vices, Arling­ton, Va., is being award­ed a $63,840,672 mod­i­fi­ca­tion under a pre­vi­ous­ly award­ed firm-fixed-price, indef­i­nite-deliv­ery/in­def­i­nite-quan­ti­ty con­tract (N44255-05-D-5103) to exer­cise Option Year 5 for base oper­at­ing ser­vices at var­i­ous instal­la­tions in the Com­man­der Navy Region (CNR) North­west, West Sound area of respon­si­bil­i­ty (AOR). The work to be per­formed pro­vides for, but is not lim­it­ed to, all man­age­ment and admin­is­tra­tion, pub­lic safe­ty, sup­ply, hous­ing, facil­i­ties sup­port (exclud­ing grounds and jan­i­to­r­i­al ser­vices), util­i­ties, base sup­port vehi­cles and equip­ment, and envi­ron­men­tal ser­vices to pro­vide base oper­a­tions and sup­port ser­vices. Northrop Grum­man Sys­tems Corp., Beth­page, N.Y., is being award­ed a $59,200,086 mod­i­fi­ca­tion to a pre­vi­ous­ly award­ed cost-plus-award-fee con­tract (N00019-03-C-0057) for Mode 5 and Mode S iden­ti­fi­ca­tion friend or foe inter­ro­ga­tion upgrade efforts in sup­port of the E‑2D Advanced Hawk­eye sys­tem devel­op­ment and demon­stra­tion. Efforts will include design, imple­men­ta­tion, test and eval­u­a­tion, ver­i­fi­ca­tion, doc­u­men­ta­tion, accep­tance, and cer­ti­fi­ca­tion. Work will be per­formed in Beth­page, N.Y. (63 per­cent); Green­lawn, N.Y. (35 per­cent); and Rolling Mead­ows, Ill (2 per­cent). Work is expect­ed to be com­plet­ed in Decem­ber 2013. Logos Tech­nolo­gies, Inc.*, Arling­ton, Va., is being award­ed a $48,409,117 cost-plus-incen­tive-fee con­tract for a Phase III Small Busi­ness Inno­va­tion Research (SBIR) project under top­ic SB072-019, enti­tled “Wide Area Video Image Stor­age Tech­niques.” This con­tract pro­vides for the design devel­op­ment, pro­duc­tion, field­ing, oper­a­tion, and sus­tain­ment of a reli­able wide area per­sis­tent sur­veil­lance sys­tem (Kestrel) for deploy­ment on aerostats and air­ships oper­at­ing at alti­tudes between 1,000 and 5,000 feet for the Army. The con­trac­tor will pro­vide one engi­neer­ing devel­op­ment unit and 13 pro­duc­tion copies along with one pro­to­type Kestrel Lite, as well as deployed oper­a­tions and main­te­nance sup­port for 12 months. Work will be per­formed in Fair­fax, Va. (66 per­cent); Gole­ta, Calif. (15 per­cent); var­i­ous loca­tions out­side con­ti­nen­tal Unit­ed States (14 per­cent); and Hunt­ing­ton Beach, Calif. BAE Sys­tems Nor­folk Ship Repair, Nor­folk, Va., is being award­ed a $46,077,060 mod­i­fi­ca­tion to a pre­vi­ous­ly award­ed con­tract (N00024-10-C-4308) for USS Arleigh Burke (DDG 51) fis­cal 2010 extend­ed dry-dock­ing select­ed restrict­ed avail­abil­i­ty (EDSRA). An EDSRA includes the plan­ning and exe­cu­tion of depot-lev­el main­te­nance, alter­ations, and mod­i­fi­ca­tions that will update and improve the ship’s mil­i­tary and tech­ni­cal capa­bil­i­ties. Work will be per­formed in Nor­folk, Va., and is expect­ed to be com­plet­ed by Jan­u­ary 2011. Con­tract funds in the amount of $36,755,861 will expire at the end of the cur­rent fis­cal year. The Nor­folk Ship Sup­port Activ­i­ty, Portsmouth, Va., is the con­tract­ing activity. 

Kolls­man, Inc., Mer­ri­mack, N.H., is being award­ed a $45,478,845 firm-fixed-price, indef­i­nite-deliv­ery/in­def­i­nite-quan­ti­ty con­tract for pro­cure­ment of night tar­get­ing sys­tem upgrades and asso­ci­at­ed line items for the for the AH-1W Cobra heli­copter. The elec­tro-optics sys­tem pro­vides infrared and range find­ing capa­bil­i­ty to aug­ment exist­ing opti­cal and radar sen­sors for the pur­pose of detect­ing and iden­ti­fy­ing asym­met­ric threats. Work will be per­formed in Mer­ri­mack, N. H., and is expect­ed to be com­plet­ed in Sep­tem­ber 2015. Con­tract funds in the amount of $2,389,000 will expire at the end of the cur­rent fis­cal year. The con­tract was not com­pet­i­tive­ly pro­cured. The Naval Sur­face War­fare Cen­ter, Crane Divi­sion, Crane, Ind., is the con­tract­ing activ­i­ty (N00164-10-D-JQ24).

Lock­heed Mar­tin Ser­vices, Inc., Gaithers­burg, Md., is being award­ed $40,800,000 for firm-fixed-price task order #JN01 under a pre­vi­ous­ly award­ed indef­i­nite-deliv­ery/in­def­i­nite-quan­ti­ty con­tract (N00189-08-D-Z003) to pro­vide Option Peri­od 2 of most effi­cient orga­ni­za­tion sub­con­tract sup­port for non-guard ser­vices in sup­port of Com­man­der Naval Instal­la­tions Com­mand. Sup­port ser­vices func­tions include armory sup­port ser­vices, pass and iden­ti­fi­ca­tion office sup­port ser­vices, ready-for-issue range sup­port ser­vices and vehi­cle inspec­tion sup­port ser­vices. The task order is incre­men­tal­ly fund­ed with the first incre­ment of $3,400,000 being allo­cat­ed at the time of award. The sec­ond incre­ment will be fund­ed in fis­cal 2011 at $37,400,000. Nation­al Steel and Ship­build­ing Co., San Diego, Calif., is being award­ed a $40,706,200 mod­i­fi­ca­tion to pre­vi­ous­ly award­ed con­tract (N00024-07-C-4013) for the USS Bon­homme Richard (LHD 6) fis­cal 2010 dry-dock­ing phased main­te­nance avail­abil­i­ty (DPMA) for LHA/LHD class ships home port­ed in San Diego, Calif. A DPMA includes the plan­ning and exe­cu­tion of depot-lev­el main­te­nance, alter­ations, and mod­i­fi­ca­tions that will update and improve the ship’s mil­i­tary and tech­ni­cal capa­bil­i­ties. Work will be per­formed in San Diego, Calif., and is expect­ed to be com­plet­ed by July 2011. Con­tract funds in the amount of $40,706,200 will expire at the end of the cur­rent fis­cal year. CACI Tech­nolo­gies, Inc., Chan­til­ly, Va., is being award­ed a $37,735,120 cost-plus-fixed fee con­tract for pro­fes­sion­al sup­port ser­vices in sup­port of Pro­gram Exec­u­tive Office Lit­toral Mine War­fare. These ser­vices include sup­port ser­vices in the areas of: pro­gram analy­sis, devel­op­ment, con­trol, mon­i­tor­ing sup­port, admin­is­tra­tion, com­mu­ni­ca­tion, human resources, busi­ness, finance and cost esti­mat­ing; tech­ni­cal and engi­neer­ing sup­port, infor­ma­tion tech­nol­o­gy, and life cycle sup­port at the Wash­ing­ton Navy Yard office. This con­tract includes options which, if exer­cised, would bring the cumu­la­tive val­ue of this con­tract to $72,350,480. Work will be per­formed Wash­ing­ton, D.C. (86 per­cent); San Diego, Calif. (9 per­cent); Indi­an Head, Md. (3 per­cent); and Nor­folk, Va. (2 per­cent). Work is expect­ed to be com­plete by August 2011. Raytheon, Tuc­son, Ariz., is being award­ed a $35,200,000 mod­i­fi­ca­tion to con­tract (N00024-07-C-5437) for engi­neer­ing and tech­ni­cal ser­vices in sup­port of the MK15 Pha­lanx close-in-weapon sys­tem. The MK15 Pha­lanx close-in weapon sys­tem is an auto­mat­ic ter­mi­nal defense weapon sys­tem designed to detect, track, engage, and destroy anti-ship mis­sile threats pen­e­trat­ing oth­er defense envelopes. The sys­tem is cur­rent­ly installed on approx­i­mate­ly 187 Navy ships and is in use in over 20 for­eign mil­i­taries. Work will be per­formed in Tuc­son, Ariz., and is expect­ed to be com­plet­ed by Decem­ber 2011. Con­tract funds in the amount of $8,379,133 will expire at the end of the cur­rent fis­cal year. The Naval Sea Sys­tems Com­mand, Wash­ing­ton, D.C., is the con­tract­ing activity. 

Chugach Indus­tries*, Anchor­age, Alas­ka, is being award­ed $30,884,964 mod­i­fi­ca­tion under a pre­vi­ous­ly award­ed firm-fixed-price, esti­mat­ed indef­i­nite-deliv­ery/in­def­i­nite-quan­ti­ty con­tract (N44255-05-D-7100) to exer­cise option five for base oper­at­ing sup­port ser­vices at var­i­ous instal­la­tions in the Com­man­der Navy Region (CNR) North­west, North Sound area of respon­si­bil­i­ty (AOR). DEFENSE ADVANCED RESEARCH PROJECTS AGENCY

Tele­dyne Sci­en­tif­ic & Imag­ing, LLC, is being award­ed a $25,446,843 cost-plus-fixed-fee con­tract (HR0011-09-C-0016). The goal of the Extreme Accu­ra­cy Tasked Ord­nance (EXACTO) sys­tem is to pro­duce a guid­ed, active­ly con­trolled 50-cal­iber sniper rifle sys­tem with sig­nif­i­cant­ly improved range and accu­ra­cy over the cur­rent sys­tems. This mod­i­fi­ca­tion awards Phase II of the effort, in which Tele­dyne will con­tin­ue exe­cu­tion of the tech­nol­o­gy devel­op­ment assess­ment plan, and con­duct detailed design, fab­ri­ca­tion, and live fire test of the EXACTO pro­to­type sys­tem. Work will be per­formed in Thou­sand Oaks, Calif. (25.2 per­cent); Ply­mouth, Minn. (23.8 per­cent); Mer­ri­mack, N.H. (15.7 per­cent); Cam­bridge, Mass. (13.6 per­cent); San Diego, Calif. The Uni­ver­si­ty of Notre Dame is being award­ed a $9,796,469 cost reim­burse­ment con­tract (HR0011-10-C-0161). This work is for the NV Log­ic pro­gram, which will enable a com­plete­ly new com­put­ing par­a­digm, based on nano-mag­net­ic devices that will achieve 100 times bet­ter com­put­ing per­for­mance rel­a­tive to that attain­able with cur­rent tech­nol­o­gy.
