The max­i­mum dol­lar val­ue, includ­ing the base year and four option years, for all sev­en con­tracts com­bined is $450,000,000. Alder­man Build­ing Co., Inc. is being award­ed task order #0001 at $137,000 for the replace­ment of win­dows at Build­ing RR‑4 at Marine Corps Base Camp Leje­une, Jack­sonville, N.C. Work for this task order is expect­ed to be com­plet­ed by Jan­u­ary 2011. All work on this con­tract will be per­formed in Jack­sonville, Have­lock, and oth­er out­ly­ing facil­i­ties in North Car­oli­na. The term of the con­tract is not to exceed 60 months, with an expect­ed com­ple­tion date of Sep­tem­ber 2015. Con­tract funds in the amount of $137,000 for task order #0001 will expire at the end of the cur­rent fis­cal year. This con­tract was com­pet­i­tive­ly pro­cured via the Navy Elec­tron­ic Com­merce Online web­site, with 67 pro­pos­als received. These sev­en con­trac­tors may com­pete for task orders under the terms and con­di­tions of the award­ed con­tracts. The Naval Facil­i­ties Engi­neer­ing Com­mand, Mid-Atlantic, Nor­folk, Va., is the con­tract­ing activity. 

NCS Tech­nolo­gies*, Gainesville, Va., is being award­ed $10,632,890 for firm-fixed-price Task Order EJG0 under a pre­vi­ous­ly award­ed mul­ti­ple award com­put­er enter­prise soft­ware solu­tions con­tract for tac­ti­cal net­work data ruggedi­zed lap­tops for Naval Facil­i­ties Expe­di­tionary Logis­tics Cen­ter at Naval Base Ven­tu­ra Coun­ty, Port Huen­eme. The work to be per­formed pro­vides for the pro­cure­ment of Ruggedi­zed Note­book Lap­top Com­put­ers, soft­ware com­mod­i­ty pur­chas­es of com­mer­cial off-the-shelf, note­books, ruggedi­zed devices, per­son­al dig­i­tal assis­tants, print­ers, scan­ners, pow­er sup­plies, dis­plays, dig­i­tal cam­eras, tran­sit cas­es and relat­ed acces­sories and upgrades. Lim­it­ed ser­vices include: instal­la­tion, asset tag­ging, imag­ing, site sur­vey, sys­tem con­fig­u­ra­tion. Work will be per­formed in Gainesville, Va., and is expect­ed to be com­plet­ed by Decem­ber 2010. Con­tract funds will expire at the end of the cur­rent fis­cal year. Five pro­pos­als were received for this task order. All Native Ser­vices,* Win­neba­go, Neb., is being award­ed a max­i­mum $9,500,000 firm-fixed-price indef­i­nite-deliv­ery/in­def­i­nite-quan­ti­ty con­tract under the Small Busi­ness Administration’s 8(a) Pro­gram for instal­la­tion and repair of inside and out­side plant cable dis­tri­b­u­tion sys­tems. The task orders issued under this con­tract will pro­vide voice and data trans­port ser­vices and tele­phone upgrades at var­i­ous Marine Corps bases and sta­tions nation­wide. This con­tract includes options which, if exer­cised, would bring the cumu­la­tive val­ue of this con­tract to $9,500,000. There is no spe­cif­ic allo­ca­tion of per­cent­ages per loca­tion as work is per­formed on an as-need­ed basis. Work is expect­ed to be com­plet­ed Sept. 15, 2013. Amer­i­can Sci­ence & Engi­neer­ing, Inc., Bil­ler­i­ca, Mass., is being award­ed a $9,988,363 firm-fixed priced con­tract for Z‑Backscatter mil-trail­er inspec­tion sys­tem sus­tain­ment. This require­ment is for sus­tain­ment sup­port for all 35 field­ed Z‑Backscatter Van (ZBV) mil­i­tary trail­ers cur­rent­ly in use by the Marine Corps. This sup­port will include, but is not lim­it­ed to, the fol­low­ing: logis­tic sup­port, tech­ni­cal sup­port, field ser­vice sup­port, war­ran­ty track­ing sup­port, main­te­nance and ser­vice sup­port, parts sup­port, deliv­ery of required parts, and train­ing and devel­op­ment of train­ing mate­ri­als. Work will be per­formed in Afghanistan (90 per­cent) and Twen­ty-nine Palms, Calif. (10 per­cent), and is expect­ed to be com­plet­ed Sept. 26, 2011. Pro­cure­ment funds in the amount of $9,988,363 will expire at the end of the cur­rent fis­cal year. This con­tract was not com­pet­i­tive­ly pro­cured. Northrop Grum­man Sys­tems Corp., Beth­page, N.Y., is being award­ed a $9,018,485 mod­i­fi­ca­tion to a pre­vi­ous­ly award­ed cost-plus-award-fee con­tract (N00019-03-C-0057) for the devel­op­ment of a dual satel­lite com­mu­ni­ca­tion trans­mit Capa­bil­i­ty in sup­port of the E‑2D Advanced Hawk­eye Sys­tem Devel­op­ment and Demon­stra­tion. Work will be per­formed in Beth­page, N.Y. (75 per­cent); Men­lo Park, Calif. (17 per­cent); West­min­ster, Colo. (4 per­cent); Ronkonko­ma, N.Y. (2 per­cent); and Whip­pa­ny, N.J. (2 per­cent). Work is expect­ed to be com­plet­ed in July 2011. Con­tract funds will not expire at the end of the cur­rent fis­cal year. The Naval Air Sys­tems Com­mand, Patux­ent Riv­er, Md., is the con­tract­ing activity. 

The Inno­v­a­tive Tech­ni­cal Solu­tions, Inc., Wal­nut Creek, Calif., is being award­ed $7,043,982 for firm-fixed-price task order #0003 under a pre­vi­ous­ly award­ed envi­ron­men­tal mul­ti­ple award con­tract (N62473-10-D-0808) for per­form­ing reme­di­al action with­in Instal­la­tion Restora­tion Site 25 at for­mer Naval Air Sta­tion Mof­fett Field. The main objec­tive is to restore the site for unlim­it­ed use and unre­strict­ed expo­sure, includ­ing poten­tial use as a tidal marsh that sup­ports a wide vari­ety of habi­tat and species and stormwa­ter reten­tion. Work will be per­formed in Moun­tain View, Calif., and is expect­ed be com­plet­ed by Sep­tem­ber 2012. Con­tract funds will not expire at the end of the cur­rent fis­cal year. Five pro­pos­als were received for this task order. The Naval Facil­i­ties Engi­neer­ing Com­mand, South­west, San Diego, Calif., is the con­tract­ing activity. 

New Breed, Inc., High Point, N.C., is being award­ed a $6,972,262 firm-fixed-priced, time and mate­r­i­al Gen­er­al Ser­vices Admin­is­tra­tion Fed­er­al Sup­ply Sched­ule task order for logis­tics ser­vices in sup­port of the Marine Corps soft-walled shel­ters and cam­ou­flage net­ting (SWS&CN) and to pro­vide stor­age for excess unit issue facil­i­ty (UIF) con­sol­i­dat­ed stor­age pro­gram (CSP) equip­ment. Ser­vices in sup­port of the SWS&CN UIF CSP require­ment include over­all coor­di­na­tion, stream­lin­ing, super­vi­sion, item issuance, recov­ery, main­te­nance, repair, clean­ing, stor­age, and sta­tus report­ing. This con­tract includes an option which, if exer­cised, would bring the cumu­la­tive val­ue of this con­tract to $8,459,522. Work will be per­formed in Barstow, Calif. (41 per­cent); Camp Lejuene, N.C. (20 per­cent); Camp Pendle­ton, Calif. (16 per­cent); Oki­nawa, Japan (14 per­cent); Kaneo­he Bay, Hawaii (3 per­cent); Twen­ty- Nine Palms, Calif. (2 per­cent); Yuma, Ariz. (2 per­cent); and Beau­fort, S.C. (2 per­cent). Work is expect­ed to be com­plet­ed Sept. 14, 2011. Work will con­tin­ue through to Sept. 14, 2012 with exer­cise of the option. Con­tract funds in amount of $6,972,262 will expire at the end of the cur­rent fis­cal year. This con­tract was not com­pet­i­tive­ly pro­cured. Pro­pos­als were solicit­ed via Navy Elec­tron­ic Com­merce Online, with only the sole source con­trac­tor respond­ing to this request. The Marine Corps Logis­tics Com­mand, Albany, Ga., is the con­tract­ing activ­i­ty (M67004-10-F-0897).

Raytheon Space and Air­borne Sys­tems, McK­in­ney, Texas, is being award­ed a $6,411,436 mod­i­fi­ca­tion to a pre­vi­ous­ly issued order placed against basic order­ing agree­ment (N68335-07-G-0001) for research and devel­op­ment of high def­i­n­i­tion efforts in sup­port of a new tur­ret, mul­ti-band imag­ing sys­tem with a spe­cial sen­sor pack­age for the Spe­cial Project Pro­gram. Work will be per­formed in McK­in­ney, Texas, and is expect­ed to be com­plet­ed in Decem­ber 2011. Con­tract funds will not expire at the end of the cur­rent fis­cal year. The Naval Air War­fare Cen­ter Air­craft Divi­sion, Lake­hurst, N.J., is the con­tract­ing activity. 

MISSILE DEFENSE AGENCY

The Mis­sile Defense Agency is award­ing a con­tract mod­i­fi­ca­tion val­ued not to exceed $298,000,000 to Lock­heed Mar­tin Space Sys­tems Co. (LMSSC), Sun­ny­vale, Calif., under con­tract HQ0147-07-C-0196. Under this con­tract mod­i­fi­ca­tion, LMSSC will man­u­fac­ture and deliv­er a total of 26 inter­cep­tors for the Ter­mi­nal High Alti­tude Area Defense pro­gram, rep­re­sent­ing the first lot buy of inter­cep­tors in sup­port of the Bat­tery 3 and 4 pro­cure­ment. The work will be man­aged by LMSSC, Sun­ny­vale, Calif., with final assem­bly per­formed at Lock­heed Martin’s inter­cep­tor pro­duc­tion facil­i­ty, Pike Coun­ty Oper­a­tions, Troy, Ala. The peri­od of per­for­mance is pro­ject­ed through June 2013. DEFENSE ADVANCED RESEARCH PROJECTS AGENCY 

The Boe­ing Co., is being award­ed a $ 89,292,424 Oth­er Trans­ac­tion Agree­ment num­ber (HR0011-10–9‑0010). This work is for the Vul­ture II Pro­gram to research and devel­op tech­nolo­gies and sys­tems which will enable the mil­i­tary to afford­ably deliv­er and main­tain a 1000 lb, 5 kW air­borne pay­load for an unin­ter­rupt­ed peri­od of at least five years with an unin­hab­it­ed, heav­ier-than-air plat­form con­fig­u­ra­tion. Work will be per­formed in Arling­ton, Va. (5.28 per­cent); St. Louis, Mo. (63166–0516) (39.26 per­cent); St. Louis, Mo. (63166) (46.68 per­cent); and Seat­tle, Wash. (8.78 per­cent). The work is expect­ed to be com­plet­ed Feb. 13, 2014. The Defense Advanced Research Projects Agency is the con­tract­ing activity. 

AIR FORCE

Sci­ence Appli­ca­tions Inter­na­tion­al Corp., San Diego, Calif., was award­ed a $74,999,999 con­tract which will research, devel­op, test and eval­u­ate advanced intel­li­gence, sur­veil­lance, and recon­nais­sance tech­nolo­gies in an oper­a­tional­ly real­ist envi­ron­ment to ensure access to a range of object and sig­nal den­si­ties and dynam­ics suf­fi­cient to address a range of rel­e­vant test sce­nar­ios. At this time, $10,000,000 has been oblig­at­ed. Detach­ment 1, AFRL/PKSR, Wright-Pat­ter­son Air Force Base, Ohio, is the con­tract­ing activ­i­ty (FA8650-10-C-1887).

Har­ris Tech­ni­cal Ser­vices Corp., was award­ed a $63,784,095 con­tract mod­i­fi­ca­tion which will pro­vide oper­a­tions, main­te­nance and logis­tics sup­port to be pro­vid­ed to Air Force Space Command’s 50th Space Wing. At this time, $12,000,000 has been oblig­at­ed. 50 CONS/LGCZW, Schriev­er Air Force Base, Colo., is the con­tract­ing activ­i­ty (FA2550-08-C-8011; PO0057). 

Gen­er­al Atom­ics Aero­nau­ti­cal Sys­tems, Inc., Poway, Calif., was award­ed a $51,509,634 con­tract which will pro­cure fis­cal 2008 MQ‑9 Reaper Air­craft Ini­tial Spares, Deploy­ment Readi­ness Pack­ages, and Ground Sup­port Equip­ment. At this time, the entire amount has been oblig­at­ed. ASC/WIIK, Wright-Pat­ter­son Air Force Base, Ohio, is the con­tract­ing activ­i­ty (FA8620-05-G-3028; 0066). 

ARCTEC Alas­ka, Joint Base Elmen­dorf Richard­son, Alas­ka, was award­ed a $37,313,092 con­tract mod­i­fi­ca­tion which will pro­vide oper­a­tion and main­te­nance of the Alas­ka Radar Sys­tem con­sist­ing of 15 remote radar sites for a 12-month peri­od. At this time, no funds have been oblig­at­ed. 673rd Con­tract­ing Squadron/LGCZ, Joint Base Elmen­dorf Richard­son, Alas­ka, is the con­tract­ing activ­i­ty (FA5000-04-C-0011).

Geor­gia Tech Applied Research Corp., Atlanta, Ga., was award­ed a $23,809,524 con­tract which will pro­cure Air Nation­al Guard sen­sor engi­neer­ing sup­port for oper­a­tional and advanced avion­ic sen­sors. At this time, $14,881 has been oblig­at­ed. 55 CONS/LGCD, Offutt Air Force Base, Neb., is the con­tract­ing activ­i­ty (HC1047-05-D-4000; Deliv­ery Order 160). 

Geor­gia Tech Applied Research Corp., Atlanta, Ga., was award­ed a $10,813,492 con­tract which will pro­cure analy­sis, mod­el­ing and sim­u­la­tion, devel­op­ment and field test and eval­u­a­tion to sup­port the Inno­va­tion and Exper­i­men­ta­tion activ­i­ties of the U.S. Pacif­ic Com­mand that will enable rapid field­ing of warfight­er capa­bil­i­ties to improve oper­a­tional readi­ness and ensure cred­i­ble plans. At this time, $297,619 has been oblig­at­ed. 55 CONS/LGCD, Offutt Air Force Base, Neb., is the con­tract­ing activ­i­ty (HC1047-05-D-4000; Deliv­ery Order 159). 

Advanced Mil­i­tary Tech­nol­o­gy, Inc., Lake Oswego, Ore., was award­ed a $7,309,311 con­tract which will pro­cure ful­ly ruggedi­zed lap­top com­put­ers, war­ranties, bat­ter­ies, bat­tery charg­ers and exter­nal dri­ves. At this time, the entire amount has been oblig­at­ed. ACC AMIC/PKA, Lan­g­ley Air Force Base, Va., is the con­tract­ing activ­i­ty (FA890-10-C-0012).

ARMY

Gen­er­al Dynam­ics Land Sys­tems, Ster­ling Heights, Mich., was award­ed a $68,348,663 cost-plus-fixed-fee con­tract for sys­tem tech­ni­cal sup­port for the Abrams tank pro­gram with an esti­mat­ed com­ple­tion date of Dec. 19, 2011. Work is to be per­formed at Ster­ling Heights, Mich. One bid was solicit­ed with one received. T ACOM, War­ren, Mich. is the con­tract­ing activ­i­ty (W56HZV-07-C-0046; Ser­i­al #1939).

Siko­rsky Air­craft Corp., Strat­ford, Conn., was award­ed a $9,421,225 firm-fixed-price con­tract for long lead parts for the UH-60M air­craft with an esti­mat­ed com­ple­tion date of Dec. 31, 2011. Work is to be per­formed at Strat­ford, Conn. One bid was solicit­ed with one received. U.S. Army Con­tract­ing Com­mand, AMCOM Con­tract­ing Cen­ter, Red­stone Arse­nal, Ala., is the con­tract­ing activ­i­ty (W58RGZ-08-C-003; Ser­i­al #1937).

Lock­heed Mar­tin Corp., Grand Prairie, Texas, was award­ed a $7,105,000 firm-fixed-fee and cost-plus-fixed-fee con­tract for Patri­ot Advanced Capability‑3 Inte­grat­ed Fire Con­trol with an esti­mat­ed com­ple­tion date of Aug. 30, 2012. Work is to be per­formed at Grand Prairie, Texas; White Sands Mis­sile Range, N.M.; and Chelms­ford, Mass. One bid was solicit­ed with one received. DEFENSE LOGISTICS AGENCY

Sage Ener­gy Trad­ing, LLC*, Tul­sa, Okla., is being award­ed a max­i­mum $34,828,174 fixed-price with eco­nom­ic price adjust­ment con­tract for direct sup­ply of nat­ur­al gas. Oth­er loca­tions of per­for­mance are through­out the Unit­ed States. Using ser­vices are Army, Navy, Air Force and fed­er­al civil­ian agen­cies. The orig­i­nal pro­pos­al was Web-solicit­ed with 29 respons­es. The date of per­for­mance com­ple­tion is Sep­tem­ber 30, 2012.
